Job description

Under general direction, to plan, supervise and implement a comprehensive department-wide environmental and occupational Safety Compliance monitoring program; to serve as a consultant to department and supervisory staff regarding policy and planning activities; and to oversee and administer County public water systems.

The Environmental Health and Safety Compliance Specialist - Parks position is responsible for developing, coordinating, planning, and overseeing the administration and implementation of department-wide environmental and occupational Health and Safety and regulatory programs for the Parks Department. The position is responsible for ensuring compliance with federal, state, and local regulatory requirements and the implementation of County policies, procedures, and standards consistent with the County's Injury and Illness Prevention Plan. The position acts as a consultant to the Department in regulatory interpretation, policy development, and Safety related matters. The position is also responsible for the administration of the Departments water systems.

  • Plans, supervises and coordinates the department's occupational safety and environmental compliance programs;
  • Evaluates, implements, and ensures compliance with occupational and construction safety, health, and environmental regulations;
  • Monitors water sampling and provides technical direction to park maintenance staff who perform sampling of water;
  • Trains and provides testing kits to field staff;
  • Purchases and installs chlorine injection pumps, treatment systems, filtration systems, small chemical tanks, tubing, fittings and other hardware required to properly treat water;
  • Develops, implements, and coordinates hazardous materials management programs;
  • Should a water system fail to meet State standards, provides public notice, shuts down water system, notifies appropriate state and County Agencies and Parks management, provides remedial measures (troubleshooting, shock disinfection and flushing) and conducts an investigation to determine cause of failure;
  • Performs oversight and acts as a resource to insure water remains uncontaminated once it leaves the treatment process, including water main breaks and repair operations, disinfection following repair, flushing programs, and backflow protection;
  • Conducts occupational safety, Health and environmental audits of Department facilities, vendors, and contractors;
  • Maintains and keeps water records for annual reporting requirements to the appropriate State and County Agenciesfor each water system;
  • Utilizing Water Distribution Operator license, oversees and acts as resource to insure water remains uncontaminated once it leaves treatment process;
  • Manages invoices for a variety of fees and contracted services;
  • Administers and directs consultant studies;
  • Directs and participates in accident and incident investigations and may chair, co-chair or advise boards of inquiry;
  • Performs research and analysis, develops occupational and/or Environmental Health compliance procedures, prepares reports, and provides policy recommendations to the Department;
  • Advises management on environmental safety and health matters, including laws and regulations affecting Department's business/employees and potential liabilities;
  • Conducts and critiques emergency preparedness drills and exercises;
  • Performs related work as required.
Sufficient education, training, and experience to demonstrate the possession and direct application of the following knowledge and abilities.
Training and Experience Note: The knowledge and abilities required to perform this function are attained through possession of a Bachelor's degree in Biology, Chemistry, Environmental Management, Environmental Health, or other related field,
AND
Three (3) years of experience in the Environmental Health and Safety field, including a minimum of two (2) years hazardous materials management, hazardous materials transportation, and underground storage tank compliance.
Special Requirements:
  • Possession of valid Water Treatment Operator and Water Distribution Operator licenses issued by the State of California Department of Health Services at Grade T1/D1 or higher;
  • Possession of a State of California 40-Hour HAZWOPER certification;
  • Possession of any other certifications necessary to perform assignments.Depending on the license or certification required, these may be necessary upon hire, before completion of the probationary period, or whenever possible during employment depending on the requirements of the State;
  • Possession of a valid California Driver's License prior to appointment and the ability to qualify for and maintain a County driver authorization;
  • Transportation of routine waste for collection and disposal.
Knowledge of:
  • Principles and methods of program planning, development, implementation, evaluation, and management analysis;
  • Federal, State, and local laws and regulations pertaining to occupational safety, health, and environmental compliance process;
  • Sampling techniques and laboratory analyses of hazardous materials;
  • Theories and principles of physical and natural science related to water quality;
  • Operations, services and activities of a water quality monitoring program;
  • Environmental issues affecting water quality;
  • Mathematical principles;
  • Methods and techniques of sampling, evaluating and monitoring of water for contaminations levels;
  • Methods of safety audit, inspection, and accident investigation program development and performance;
  • Statistical analysis and research methods;
  • Principles and practices of hazardous materials and hazardous waste disposal management;
  • Regulatory agency report requirements;
  • Principles of environmental management;
  • Environmental hazard statues, liabilities and penalties.
Ability to:
  • Develop, plan, evaluate, modify, coordinate, and implement a Department-wide environmental compliance, public water system compliance and occupational Health and Safety program; Understand, interpret, and apply pertinent Federal, State, and local legislation, rules, and regulations;
  • Develop programs and perform audits and inspections;
  • Conduct investigations, analyze data, and recommend corrective action;
  • Conduct a variety of water quality and environmental studies;
  • Apply scientific methods and principles in the solution of water quality problems;
  • Analyze impact of leaking underground storage tank contaminants on groundwater quality, and make recommendations on contamination mitigation measures;
  • Oversee and lead staff performing specific responsibilities under authority of water related licenses;
  • Work effectively with all levels of management, union representatives, employees, and regulatory agency personnel;
  • Direct and evaluate the work of consultants;
  • Maintain accurate records and prepare clear and concise technical reports;
  • Communicate effectively orally and in writing;
  • Identify and mitigate safety hazards.
Be on-call and available to respond to a public health emergencies affecting or occurring within any regulated water system. Employment Type: Full-Time
