Job description

Position Summary
The Environmental Coordinator is a highly skilled position that will assist, develop, implement, monitor, and manage environmental programs, policies, and procedures.This position oversees the environmental testing, storage, draining, and disposal of all oil-filled electrical equipment and ensures detailed records of such equipment is accurate.
Primary Position Responsibilities
  • Manages compliance for all environmental standards by creating, training, and managing policies and procedures for Spill Prevention and Control and Countermeasures, SPCC, oil filled equipment handling/retirement with respect to The Toxic Substances Control Act for the cleanup and elimination of polychlorinated biphenyl (PCB) articles and remediation, spill response and remediation, universal waste management, Department of Interior Migratory Bird Treaty Act, and Endangered Species Act.
  • Conducts required environmental tests, analysis and observations. Evaluates results and makes recommendations as necessary for maintaining compliance with regulatory agencies.
  • Researches and recommends environmental protective tools, measures and equipment as necessary.
  • Confers with employees to induce compliance with Environmental Policies.
  • Responds to oil spills to ensure proper response and clean-up to include proper notification to individual governmental organizations involved, to include the Environmental Protection Agency, the Texas Commission on Environmental Quality, and local governing bodies.
  • Prepares written reports of findings regarding environmental remediation and submits to the proper governmental authority.
  • Prepares written reports of findings regarding migratory bird fatalities and injuries and submits required documentation to the proper governmental authority, the United States Fish and Wildlife Service.
  • Recommends and ensures the installation of proper safeguards or retrofitting of electrical equipment in compliance with company's USFW Migratory Bird Salvage Permit.
  • Hazardous Waste Operations and Emergency Response Standard (HAZWOPER) trained.
  • May be required to respond to incidents/accidents 24 hours a day.
  • Interacts with Members/Customers when needing to access equipment.
  • Complies with established CoServ safety and operating rules, procedures and guidelines including reporting unsafe practices to a supervisor.
  • Complies with established CoServ Information Security Handbook, policies, procedures, and guidelines including reporting suspected information security incidents to Tech Support.

Secondary Position Responsibilities
  • Attends training and conferences pertaining to Environmental Compliance.
  • Adheres to policies and procedures, as well as State and Federal
  • Attends Distribution Technology Department, other departmental or CoServ meetings as needed or directed and assists with departmental safety
  • Receives training and attends educational workshops, reviews professional publications, and establishes personal networks as directed by the Distribution Equipment
  • Assists in CoServ's Emergency Action
  • Must be proactive in seeking solutions for the department and be self-motivated to take ownership of job responsibilities while continuing to exceed department standards on a consistent
  • Performs other duties and activities as directed.

Position Requirements
Education and Certifications Required
  • High School Diploma or G.E.D equivalency.

Education and Certifications Preferred
  • Bachelor's degree in Environmental Sciences, Risk Management, or Law Enforcement

Experience Required
  • Knowledge of electric distribution systems and how they play a role in environmental risks
  • Knowledge of how tariff policies, rules, regulations and procedures affect environmental risks

Experience Preferred
  • 15 years' experience and knowledge of Cooperative's service area and distribution system
  • Thorough knowledge of Cooperative's tariff policies, rules, regulations and procedures

Skills and Abilities Required
  • Strong understanding of metering and electric distribution and high voltage
  • Ability to establish and maintain courteous and effective working relationships with those contacted in the course of
  • Ability to operate office machinery, such as copier, fax machine and personal computer; have general knowledge of computer hardware architectures relative to the communications infrastructure and use various electric distribution and high voltage equipment programming software as well as Microsoft Office (Word, Power Point, Excel, SharePoint)
  • Excellent grammar and composition
  • Ability to work in a team-based environment and achieve common goals with excellent interpersonal and communication
  • Ability to work efficiently and safely as well as plan and schedule own
  • Ability to maintain accurate records and be proficient with technical
  • Ability to apply mathematical theory to calculate metering
  • Self-starter, organized, and able to work with limited

  • Ability to concentrate and complete procedures in an error free

Physical Requirements
  • Works outdoors 95% of the time in all types of weather conditions and environmental conditions such as fallen branches, rough terrain, heavy underbrush, etc.
  • Ability to lift a minimum of 50 pounds.
  • Drives company vehicle.
  • Works extended hours as needed or directed.
  • Works in no or low light conditions - using handheld lantern or spotlights.
  • Works in potentially hazardous conditions caused by pets and wildlife in or near the work site.
  • Works in areas with possible exposure to poison oak, poison ivy, and insect stings.
  • Performs call out duties.
  • Operates office equipment such as a computer, telephone, fax machine, copier, etc.

Other Requirements
  • Must reside in the CoServ Operations residential boundary.
  • Must have and maintain a valid Texas driver's license.
  • Forklift Certification or ability to obtain after
  • First Aid/CPR or ability to obtain after
  • Ability to travel, if necessary, for business and training.
