Job description

WHO WE'RE LOOKING FOR

The Coordinator, Environmental Regulatory and ESMS reports directly to the Sustainability Officer. This position is responsible for overseeing Environmental Regulatory and compliance programs; and assisting, training, and auditing CapMetro facilities. This position will assist the Sustainability Officer in implementing an Environmental and Sustainability Management System (ESMS), and developing programs that conserve natural resources, reduce environmental impact, and provide positive sustainability benefits to communities within Capital Metro’s service area.


WHAT YOU'LL BE DOING

Note: The duties and primary responsibilities below are intended to describe the general content of and requirements of this job and are not intended to be an exhaustive statement of duties.

  • Coordinate environmental compliance activities and provide environmental compliance assistance and regulatory guidance to CapMetro facilities management, facilities operations, contract administration, and contract partners.
  • Review current ESMS activities, and support program improvements consistent with Federal Transportation Administration (FTA) ESMS guidance and ISO14001 best practices; and to achieve improved environmental performance.
  • Develop an enterprise-level compliance record library and tracking system.
  • Develop a facility environmental compliance and ESMS assistance site visit program, and feedback, reporting and corrective action process. Provide compliance and ESMS reports to management and other internal customers, as needed, and in a timely manner.
  • Provide the internal audit team with necessary information during audit process and implement recommendations.
  • Become familiar with the American Public Transportation (APTA) Sustainability Commitment. Assist with the tracking and reporting of data, to support advancing Capital Metro from Gold Level to Platinum
  • Develop and implement outreach programs to support sustainability initiatives: zero waste, energy conservation, water conservation, active transportation.
  • Assist in developing training events to support environmental compliance and sustainability initiatives.
  • Maintain a working knowledge of current regulations and rules.
  • Conducting research on new laws and regulations that could impact the organization’s operations.
  • Coordinate with federal, state and local agencies to ensure that the business is in compliance with all applicable laws and regulations.
  • Respond to regulatory requests for information in a timely manner.
  • Support Capital Metropolitan Transportation Authority’s Safety Management Systems (SMS) process by following safety and security policies, considering safety in every action and reporting safety and security concerns.
  • Perform other duties as assigned.

WHAT YOU BRING

  • Bachelor’s degree in Sustainability, Environmental Science, Environmental Management, Conservation, Planning, Business or related field. Related experience may substitute for the education on a year for year basis up to four years.
  • Four (4) years of experience documenting compliance programs related to transit operations and sustainability programs, including two (2) years of experience in auditing support.
  • Intermediate experience using Microsoft Office products including Word, SharePoint, Excel, Project and PowerPoint at an enterprise level for data sharing, reporting, revisions, and tracking, or other similar software programs.

Knowledge, Skills and Abilities

  • Knowledge of the latest research and management methods in environmental management and sustainability topics such as: environmental management systems, zero waste, energy conservation and renewable energy, green infrastructure, carbon neutrality, circular economy, and active transportation.
  • Ability to communicate environmental and regulatory topics effectively to a wide variety of audiences through reports, outreach activities, bulletins, webinars and meetings.
  • Be familiar with relevant environmental compliance programs/regulations and best practices related to fuel and chemical storage, stormwater and water quality, waste generation and pollution prevention, and emissions reporting.
  • Knowledge of methods and techniques of auditing and corrective action reporting.
  • Ability to work independently in the absence of supervision.
  • Ability to present facts and recommendations effectively in oral and written form.
  • Ability to establish and maintain effective working relationships with those contacted in the course of work.
  • Ability to review minute details to ensure data is recorded and stored properly.

WORK ENVIRONMENT AND PHYSICAL DEMANDS

Work is generally performed in an office environment in which there is only minimal exposure to unpleasant and/or hazardous working conditions. This position works with multiple project timelines and is responsible for managing employees performing work of a complex nature.

Incumbent must have the ability to stand and sit frequently throughout an eight-hour period, reach vertically for overhead use as well as horizontally. Must be able to use a telephone or headset equipment.

Incumbents must be able to lift and move material weighing up to 20 lbs., perform work at a computer terminal for 6-8 hours a day, and function in an environment with constant interruptions.

Mobility Status:

As a Mobile position, the incumbent is expected to work in the office as needed. There will be access to touchdown/collaboration spaces when on site. Must be in-office for socialization, strategic collaboration, supervision, oversight, and accountability as needed.
