NEW EMPLOYEES HIRED INTO THIS POSITION ARE ELIGIBLE FOR A $10,000 HIRING BONUS.
Yamhill County has one regular full-time position for a Counselor/Therapist (QMHP) to provide behavioral health services and program coordination at the Enhanced Care Facility (ECF). The ECF serves older adults and adults with disabilities who experience serious mental illness and co-occurring medical conditions in a licensed residential setting. Working as part of a multidisciplinary team, this position delivers person-centered services and supports (including assessment, treatment planning, individual therapy, behavior support, consultation and case management) to program residents. Additional responsibilities include general oversight of programming activities, offering training to program staff, collaboration with facility administration, screening referrals for potential admission, transition/discharge planning, and monthly reporting. This role works with a small caseload (16 clients) and offers a unique balance of clinical services and administrative tasks. Please see attached job description for more details.
Advanced Practice Behavioral Health Clinician Salary: $6078- $7702/month (DOE)
Behavioral Health Clinician Salary: $5583- $7136/month (DOE)

The Qualifications:
Required
  • Master's degree in social services field from an accredited school
AND
  • Behavioral Health Clinician
    1. At least one year of experience as a Human Services Specialist
    2. Any satisfactory equivalent combination of experience and training, which ensures the ability to perform the work, may substitute for the above
    3. Must qualify as a QMHP
    4. May require licensing
  • Advanced Practice Behavioral Health Clinician
    1. At least three years post-masters experience
    2. Must possess an active professional license in the state of Oregon as a Qualified Mental Health Provider (QMHP)
OR
  1. Be a non-licensed QMHP with dual credentialing as a Certified Alcohol and Drug Counselor (CADC I, II, or III)
Preferred
  • Understanding of residential settings serving older adults (and/or adults with disabilities)
  • Experience serving individuals with serious mental illness and co-occurring medical conditions

The Candidate:
The successful candidate will be conscientious and collaborative with excellent communication skills (both verbal and written) and strong organizational & time management skills. It is important for the individual in this position to be detail-oriented, self-directed and dependable. Must interact professionally and respectfully with others, be responsive to requests, and support person-centered services. Must demonstrate willingness and ability to adhere to applicable policies, and be open to feedback, learning and growth.
Further, the successful candidate should have a working knowledge of techniques specifically related to community mental health services and the following abilities: to understand the behavior of people under stress; to develop and maintain effective cooperative relationships with clients and their families, the community, physicians, law enforcement agencies, the courts, and public and private administrators; to interpret community mental health and chemical dependency services, and to prepare concise and complete client treatment and progress records. Typing/keyboarding and computer proficiency are required for documentation.

Health Coverage - Group medical, dental, and vision insurance coverage is available for the entire family. For the 2022-2023 plan year, the County will pay 97% of the monthly premium and employees will pay 3% ($58.53 per month) for the Base Plan. With this plan, employees are eligible for a $125 a month contribution into an HRA VEBA account. Buy-up plans are also available.
Retirement - PERS (Public Employee Retirement System) contribution is 100% employer funded, which includes both contribution to PERS pension and IAP accounts (IAP contribution is 6% of salary).
Short-Term Disability - 100% County paid.
Life insurance - $10,000 for employee/$2,000 for spouse and children - 100% County Paid.
Vacation/Sick Leave - Flexible Earned Time (FET) is a combination of vacation and sick leave. To start, employees earn 13 hours per month and future accruals increase based on years of service. After a year of service and depending on FET balance, employees may sell-back up to 40 hours of FET per year.
