Summary
The primary purpose of this position is to serve as an Engineering Technician in the Design & Construction Project Section of the Engineering Service, at the Robert J. Dole VA Medical Center, located in Wichita, KS.

The Engineering Technician utilizes practical knowledge of a wide range of technical methods, principles, and practices to prepare complex drawings, estimates, and specifications for architectural, fire and safety, mechanical, plumbing, electrical, telecommunication, electronic and digital controls, and asbestos abatement on maintenance, repair, alteration, and/or total replacement of facility and building components.
Duties include but are not limited to:
  • Serves as the designated Contracting Officer's Representative (COR) for projects and initiates all required correspondence pertaining to supplemental agreements, specification changes, etc.
  • Processes all required progress reports and progress payments on a monthly basis and as required in accordance with pre-established timeframes for assigned projects.
  • Maintains responsibility for all aspects of service contract oversight, including initial development, and installation.
  • Utilizes Computer Aided Design (CAD) software such as AutoCAD, Revit.
  • Prepares plans, specifications, and estimates for complex projects, including multi-disciplinary architectural, fire and safety, mechanical, plumbing, electrical, telecommunication, analog, and digital electronics and hazardous material abatement design.
  • Interprets and prepares architectural drawings and plans.
  • Coordinates and plan projects with Medical Center staff, consultants, vendors and contractors.
  • Administers contracts for compliance, evaluates submissions and processes payment applications and invoices.
  • Reviews preliminary design drawings and specifications for errors and omissions and maintains facility documents.
  • Performs field investigations and measurements to gain first-hand knowledge and to gather architectural and engineering data necessary to document conditions for design, construction, and engineering records.
  • Visits site and discusses requests with the requester to assure understanding of work desired and obtains information on existing conditions that could be affected by the work.
  • Performs other duties as assigned.

Work Schedule: Monday-Friday: 7:30am-4:00pm

Qualifications
To qualify for this position, applicants must meet one of the following:
SPECIALIZED EXPERIENCE: Requires one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-10) in the Federal Service that has given the applicant the particular knowledge, skills and abilities required to successfully perform the duties of an Engineering Technician, and that is typically in or related to the work of the position to be filled. Examples of qualifying specialized experience include technical work in drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes. Instrument maker or model maker who performed design or development work on devices fabricated.
Specialized experience includes overseeing design or construction projects; serving as a Contract Officer's Representative to perform technical and/or administrative contract functions; interpreting engineering and architectural drawings; monitoring project phases; and utilizing a variety of computer software including computer-aided drafting and design software.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE (TRANSCRIPT REQUIRED): Requires successful completion of three(3) years of graduate education or an internship that is directly related to the work of the Engineering Technician position in the field of engineering. COMBINATION OF EDUCATION AND EXPERIENCE (TRANSCRIPT REQUIRED): Requires combinations of successfully completed graduate level education and specialized experience, as described above, to meet the total experience requirements for this grade level. The education portion must include graduate courses directly related to the work of the Engineering Technician position in the field of engineering. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation. Experience must be supported by your resume to be creditable.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Physical Requirements/Work Environment:The work requires long periods of sitting in one position, climbing up ladders and crawling under buildings and sometimes being expose dot the elements. The work is performed in an office setting and also on construction site areas with inherent dangers. Work is also performed in asbestos and/or lead contaminated areas on a limited basis. Adequate safety procedures, training and personal protective equipment are provided to make the work environment as safe as possible.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
