Job Summary
This position performs skilled engineering technical support work in the office or field in one or more public works functions such as traffic engineering and operations, planning/programming and development review for transportation or utilities, landfill monitoring, environmental permitting, water resources, pavement management, surveying, project design/drafting, materials testing and construction inspection. The position allocated to this class is responsible for performing journey level technical engineering support work. Duties are completed usually under the general supervision of a Chief Construction Inspector or designated supervisor. This class is distinguished from the Engineering Technician 1 class by a higher level of expertise, increased knowledge of operations and tasks required to successfully complete assignments under general direction and guidance. It is distinguishable from the Engineering Technician 3 class by its lack of emphasis of lead worker responsibility and its less complex work assignments. Positions within this class may assist in the training of Engineering Technician 1's or more junior Engineering Technician 2's. Employees may be assigned the work of a higher class for specific periods of time for training purposes or as a relief.
Positions will be in CONSTRUCTION INSPECTION. This recruitment may be used to fill up to 5 SEASONAL positions of 5-9 months duration, 40 hours per week.
Examples of Duties
Construction Inspection/Materials Inspection/Survey/Design Technician
  • Monitors quality control of projects by making measurements, tests and visual inspections of workmanship and materials.
  • Computes quantities and work progress to get material yields; determines true alignment and grades in order to verify conformance with approved plans; inspects to assure necessary traffic control devices are in place.
  • Maintains field notes, diaries and other required reports in order to document project activities.
  • Initiates corrective actions in plan or specification non-compliance situations.
  • May supervise operations on small or non-complex projects.
  • Takes material samples, performs tests and documents results according to approved procedures.
  • Makes horizontal, vertical and straight line measurements with survey chain, survey rod, electronic, computerized, or other applicable survey instrument using acceptable survey methods.
  • Operates instrument and supervises survey crew in absence of higher authority.
  • Computes grades, curves, quantities and traverse closures (using calculators and computer aided drafting programs); plots traverses and does mapping from field notes or from legal descriptions; drafts from designer sketches using computer and drafting programs; makes field design reviews and measurements; and updates County maps as required.
  • Performs routine computer aided drafting of plans and makes limited engineering computations such as calculating quantities. Proficiency in AutoCAD is required within one year of appointment.
  • Accurately maintains County maps and records.
  • Plots legal descriptions.
  • Performs other related duties as required/assigned.

Employees may be assigned a combination of duties from jobs within this class or perform duties of similar responsibility and difficulty, not specifically mentioned herein, yet incidental to the complete work process. Since the department's needs for specific jobs are subject to governing factors, i.e. seasonal work, sporadic project schedules and shifting workloads. Employees are expected to be able to perform proficiently and implement the complete scope of duties in their chosen specialty and are expected to work toward competency in related work within this classification to the needs of the County, subject to seasonal and work scheduling factors.
Minimum Requirements
  • Associate's degree in Engineering from an accredited college.
  • Two (2) years of related field or office experience in civil engineering; or an equivalent combination of education and experience in the design, inspection or construction related fields, including applicable experience in two of the following areas: Materials Lab, Surveying, Construction Inspection, environment permitting, water resources, and Engineering Design and/or computer aided drafting.
  • OR any equivalent combination of education, training and experience that provides the skills, knowledge and abilities to perform the job.
  • Possession of a valid Driver's License at time of hire and for the duration of employment.

  • Skilled in using computers and related software applications.
  • Skilled in performing field sampling and testing of concrete, asphalt and soils for quality control and design.
  • Skilled in drafting routine plans.
  • Ability to work outdoors for extended periods of time under all types of weather conditions.
  • Ability to make mathematical calculations, e.g. - algebraic, geometric and trigonometric.
  • Ability to hand letter neatly and consistently.
  • Ability to maintain a good working relationship with contractors and their representatives, property owners, the general public, fellow workers and supervisors.
  • Ability to operate computer aided drafting software, spreadsheets, and/or engineering database applications.
  • Ability to accurately perform standard civil or environmental engineering mathematical calculations, as required for the position.
  • Ability to materials used in engineering projects.
  • Ability to supervise and assign work.
  • Ability to complete assignments under general direction and guidance.
  • Ability to assist in training Engineer Technician 1's or more junior personnel.

PAID TIME OFF
Spokane County Observed Holidays
Up to 10 (ten) paid holidays are observed by Spokane County.
PTO
Non-represented and a select group of represented employees receive a bank of hours that combine both vacation and sick leave into a paid time off bank. There is no waiting period to use this time and it starts out at almost 2 days per month accrual increasing in accrual rates annually for first 5 years.
Vacation
For employees with less than five (5) years of continuous service, the accrual rate is 1 day of vacation each month for a total of 12 days per year. After six (6) months, employees are eligible to take accumulated vacation time. (Please note the vacation time accumulation may vary depending on contract language).
Sick Leave
Sick leave is earned at 1 day per month and can be taken as the days are accumulated.
Other Leaves
Spokane County provides several other paid leaves such as: bereavement leave, jury duty and military duty leave.
INSURANCE BENEFITS
Medical Insurance
Two plans are currently available: Premera Blue Cross (PPO) and Kaiser Permanente (HMO). Spokane County pays 95% of the premium for full-time employees and 90% of the premiums for spouses and dependents. Premiums are deducted each pay period (pay periods: 15th and last day of the month).

Employee: $35.92 per month
Employee & Spouse: $140.56 per month

Dental Insurance
Two plans are currently available: Delta Dental of Washington (PPO) and Willamette Dental (DMO). Spokane County pays 95% of the premium for full-time employees and 90% of the premiums for spouses and dependents.

Group Life Insurance
The County provides a $25,000 group life insurance policy to employees. The County provides a $10,000 benefit for those represented by 492, 492CS & 492CL. This benefit is paid in full by Spokane County.
Long Term Disability Coverage
Provides an income protection benefit in the event of a long-term illness or injury at rate of 60% of income up to a maximum of $5,000 per month. Spokane County pays the full premium for this plan. Deputy Sheriff's receive a benefit through their union for disability.
RETIREMENT
Retirement Plan (401a)
Spokane County employees are automatically included in the Washington State Retirement System. Both the employer and the employee contribute to the plan. This retirement plan provides a guaranteed lifetime monthly benefit once vested and eligible for retirement.
Additional Retirement Plan Option (457b)
Employees may supplement their retirement income and save money on taxes by participating in this optional County program. Roth (after-tax) option is also available through this retirement plan.
VOLUNTARY BENEFITS
AFLAC
Supplemental insurance is optional and is provided by AFLAC to help pay for benefits not covered by major medical insurance. The employee pays 100% of the premium.
Travel Assistance
Provides additional travel protections anytime you travel more than 100 miles from home. Includes pre-trip information, emergency ticket replacement, and emergency evacuation coverage. This benefit is paid in full by Spokane County.
Flexible Spending Plan (FSA)
Spokane County sponsors a Section 125 Flexible Spending Account to allow out-of-pocket Medical & Daycare Expenses to be paid with Tax Free Dollars. Premiums are automatically set up pre-tax under the FSA.
Voluntary Term Life Insurance
Voluntary Term Life Insurance is additional optional life insurance provided through The Standard Insurance. New employees are guaranteed up to $50,000 for self and $20,000 for a spouse with no medical underwriting needed.
WORK/LIFE PROGRAMS
Employee Assistance Program
Employees and their family members are eligible to receive free counseling. There are also benefits relating to financial and legal concerns.
Reduced Cost Bus Pass Program
Spokane County participates in a program with STA which discounts bus passes to $5 a month.
