SCOPE
The Engineering Program Manager (PM) will be responsible for managing overall development program cost and schedule performance, including risk and opportunity management, Integrated Master Schedules and all other contractual commitments and requirements. The PM will serve as the main POC for customer interactions, building and maintaining relationships with both prime contractors and USG customers. Effective and early communication, both internally and externally, is essential in this role to manage challenges and capture opportunities for cost and schedule improvement. This role will require the PM to work with and engage cross-functional teams to develop an effective program cadence for external and internal program reviews and customer meetings. This role requires the PM to guide the team through the development lifecycle from prototype development to full qualification.
Tasks would include:
- Responsible for program cost, schedule, and technical performance on engineering development programs from prototype to full qualification
- Develop, manage and maintain a detailed IMS in conjunction with the Engineering Program planners to ensure contract deliverables are effectively monitored and tasking is disseminated to respective teams appropriately
- Participate in proposal preparation, developing estimates and soliciting and reviewing inputs from cross-functional teams
- Develop, manage and maintain a risk and opportunity register in conjunction with the R&O manager; responsible for soliciting, understanding, validating and reviewing risks with cross-functional teams
- Participate in program reviews with internal leadership, prime contractor and USG customers, and be able to communicate program status, needs and dependencies effectively.
- A Bachelor's degree ten (10) years of prior relevant experience OR an Advanced degree and seven (7) years of relevant experience.
- Strong level of knowledge in program management or operations management.
- Experience leading cross-functional teams on large, complex programs with concurrent design and production build activities.
- Ability to effectively influence and lead others in a matrix organization by proactively reviewing program progress and course-correcting teams, driving issues to closure
- Understanding of the DoD contracting process and be able to guide a team through the RFI, proposal, negotiations and contract award/execution and program closeout.
