SALARY: $38.1053 - $47.4544, Hourly (DOE&Q) EXEMPT OPENING DATE: 12/12/2023 CLOSING DATE: 12/18/2023 JOB SUMMARY Performing and resolving routine civil engineering tasks and problems working within established guidelines applying generally known and accepted engineering standards. SUPERVISION ARECEIVED AND EXERCISED Receives administrative direction from the Assistant Director and Director of Utility Operations. CLASSIFICATION DISTINCTIONS Engineer I is an entry-level Engineer In the Water Utilities Department.
These employees operate from an office or in the field performing work under the close supervision of a Registered Engineer. EXAMPLES OF IMPORTANT RESPONSIBILITIES AND DUTIES - Essential and other important duties and responsibilities may include, but are not limited to, the following: Provides engineering assistance in identifying, managing, and rehabilitating various facilities and systems. Conducts, reviews, inspects, and analyzes field and project studies to ensure compliance with plans, contracts, regulations, etc.
Assists in the designs and preparation of engineering plans and specifications on assigned portions of water distribution, wastewater conveyance, water treatment, wastewater treatment, pumping stations, drainage control, and other related Water Utilities projects. Assists in and ultimately performs the review of engineering plans to prepare preliminary engineering plans, preliminary engineering reports, and feasibility studies, and to ensure compliance to standards and codes. May recommend design alternatives.
Prepares documents required for low-interest loan programs to finance facilities. Participates in and provides technical advice in the bid process. Researches, analyzes, and prepares various records, reports, alternative solutions, and other data.
Utilizes the computer as an aid to analyzing and developing solutions to engineering problems. Prepares drawings using AutoCAD and assists in updates on ArcGIS. Documents projects to ensure quality.
Serves as an inspector in charge of one or more phases of construction, such as sewage conveyance or water distribution systems or water treatment plant or wastewater treatment plant improvement projects where problems expected on the projects can be resolved by application of standard or precedent engineering practice; measures, computes or estimates work progress as a basis for payments. Performs field visits and gathers pertinent information required to assist in the design and preparation of construction drawings. Prepares a variety of engineering research and administrative materials, and develops correspondence, records, and comprehensive reports in support of engineering projects.
Investigates and responds to inquiries by other City of Port Arthur departments, consultants, agencies, contractors, and the general public. Performs other related duties as assigned. QUALIFICATIONS Knowledge of: Engineering principles, practices, and the techniques and equipment involved.
Physical (hydraulics, mechanics, etc.) and mathematical (trigonometry, calculus, geometry, etc.) sciences and their application to engineering and field surveying computations and engineering design. Construction materials, material testing and application; basic principles of supervision. Ability to: Understand and resolve engineering problems and adapt approved engineering methods and standards to the planning, design and construction of a variety of public works projects.
Perform technical research work and to give reliable advice on routine engineering problems; draft maps and detailed working drawings, interpret plans and specifications and to become familiar with engineering standards; perform technical computations, to make estimates and to compile engineering data and statistics. Establish and maintain effective relationships with other engineering and surveying personnel, contractors, and the public; express ideas effectively, orally and in writing; understand Department policies and procedures as well as work standards and codes applicable to the job. Obtain a valid (Texas State) Class C driver's license at the time of hire; use and care for the instruments and equipment employed on various assignments (survey, drafting, etc.).
Maintain mental capacity which allows the capabilities to: Exercise sound judgment and rational thinking under stressful circumstances Evaluate various options and alternatives and choose an appropriate and reasonable course of action. Prepare complex policies and recommendations. Effectively supervise personnel.
Operate effectively in an economically and culturally diverse environment. Maintain physical condition which will allow the capability to perform the following: Running, walking, crawling, or standing for extended periods of time Climbing stairs or ladders Moving loads of approximately 25- 50 lbs. Maintain effective audio-visual discrimination and perception for: Making observations Reading and writing Operating necessary and assigned equipment.
Communicating with others QUALIFICATIONS EDUCATIONAL REQUIREMENTS Requires graduation from an approved curriculum in engineering that is approved by and accredited by ABET with a satisfactory standing with a BS degree in Civil or related engineering. EXPERIENCE REQUIREMENTS No experience is required. LICENSE REQUIREMENTS Individuals are expected to sit for the E.I.T.
