SUMMARY
Our client is seeking a full-time Energy & Sustainability Analyst III in support of the Office of Operational Energy Policy in the Office of the Deputy Assistant Secretary of the Army for Energy and Sustainability [DASA (E&S)].  As the Army Senior Energy Executive (SEE), the DASA (E&S) is responsible for overall program direction, establishment of policies, development and refinement of strategies, and oversight for implementation of all programs and initiatives related to energy security and sustainability within the Army.
The Office of Operational Energy Policy is responsible for the overall program direction, establishment of policies, development and refinement of strategies, and oversight for implementation of all programs and initiatives related to Operational Energy within the Army. The office supports the Army SEE, and coordinates and integrates both installation (traditional as well as expeditionary) and operational energy programs and strategies.
Purpose:  Provide technical assistance in the execution and monitoring of energy security and sustainability goals established by Statute, EOs, DOD policy, the Army Campaign Plan, and the Army Energy Security & Sustainability Strategy (ES2).  Advise on organizational collecting and cross-sharing of information, team coordination and tracking; consolidate information, and development of plans and objectives.  Provide effective staff support to the Deputy Assistant Secretary of the Army (Energy and Sustainability) to establish policy, provide strategic direction, and supervise all matters pertaining to Operational Energy (OE) to enable global Army Operations and meet the goals of the Army Strategy and the Army Vision.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Includes the following:
·       Provide advice to the Assistant Secretary of the Army (Installations, Energy and Environment), and other senior Army leaders on Operational Energy capabilities, activities, and requirements.  Develop responses to Congressional inquiries, advanced policy questions, questions for the record, and hearing preparation papers for serving and nominated senior Army leaders.
·       Assist the OE Program Manager in oversight and tracking of OE-related science and technology projects, to include participation in routine project updates, coordination of annual calls for proposals, and project selection activities.  Assist in preparing queries, coordinating responses, and analyzing results of Army investments in energy-related capabilities.  Assist in preparing and coordinating annual briefings and reports to OSD and Congress on Army energy-related investments and capabilities.
·       Serve as a point of contact for the Army, other Services, OSD, the Joint Staff, other Agencies, and the Congress on Operational Energy matters.
·       Help develop and implement strategy, policy, plans, programs, funding priorities, and capability solutions encompassing all the doctrine, organization, training, materiel, leadership and education, personnel, and facilities domains.
·       Help develop, implement, and evaluate strategic communications for all stakeholders:  the Army, other Services, DOD, Congress, and the public.
·       Aid in the preparation and publication of briefings, articles, and senior leadership speeches as needed, and promote and communicate Army accomplishments in the area of energy security and resilience.
·       Develop graphics and charts that depict Army energy data, strategic/action plans or other related information; create regular communication tools designed to innovate energy security programs, such as: "Fact Sheets" and "Newsletters" or website input; respond to requests for information or comments related to energy security from other organizations.
·       Assist with generating, tracking, and responding to OSD and Army tasks using the Army Task Management Tool (TMT).
·       Provide advice to OASA (IE&E) to convene meetings with the senior leadership of the Army as necessary to debate issues, define and provide direction and seek advice.
·       Monitor and analyze pending legislation (particularly the annual authorization and appropriations bills) for policy provisions affecting the office's mission and Congressionally added funding for operational energy capabilities.
·       Performs other job related duties as required.
 
SUPERVISORY/MANAGEMENT AUTHORITY
·       No management of others or supervisory roles.
 
EDUCATION and/or EXPERIENCE
·       Knowledge and a demonstrated ability to staff and coordinate actions within the Army Secretariat. Minimum six (6) years' demonstrated experience within the Office of the Secretary of Defense Headquarters, the Joint Staff, or one of the Military Departments.
 
KNOWLEDGE, SKILLS AND ABILITIES
·       Extensive knowledge of Army weapons systems, vehicles, and equipment, and the requirements development process, preferably gained through operational experience.
·       Demonstrated knowledge of the Federal legislative process.
·       Demonstrated sound management principles and judgment in analyzing unique problems and issues specific to planning, programming, budgeting, and executing Army energy and sustainability programs.
·       Expert knowledge of, and experience with analytical and evaluative methods and techniques, to include qualitative and quantitative analysis, comprehensive studies and development of assessments, recommendations, and position statements (no certifications required).
·       Demonstrated excellent written and oral communication analysis, and interpersonal skills.
·       Must hold and maintain a SECRET security clearance.

·       Office environment inside of a federally secured facility.
