POSITION SUMMARY
The Enabling Services and Operations Specialist is responsible for developing and implementing training and assistance programs that support Health Center delivery of Enabling Services. Enabling services include health coverage and enrollment services, patient outreach and engagement activities, and facilitating patient connection to community resources and supportive services, such as interpretation and transportation assistance, that improve patient access to primary health care. The Enabling Services Specialist also coordinates programs, training and technical assistance that support Community Health Workers (CHWs) and other enabling service professionals in delivering services that address social drivers of health and improve health equity.
RESPONSIBILITIES AND DUTIES
- Develops and provides training and technical assistance, along with peer engagement and professional learning opportunities, to support the quality of Enabling Services delivered through health centers.
- Identifies, plans and facilitates regular MPCA training events, network gatherings, webinars and conference calls to support Health Centers in building, maintaining and sustaining quality Enabling Services.
- Provides support for enrollment staff and services through Health Centers, coordinating with MDHHS, CMS Navigator programs, and other health coverage and enrollment
- Supports a peer network of Health Center Enabling Services staff roles to build support and share resources among network members.
- Provides technical assistance via email, phone, conference call and on-site visits to Health Center locations to answer questions and resolve barriers to support Health Center enabling service professionals.
- Represents MPCA and Health Centers in meetings with state, local, and private partners to build and maintain collaborative relationships.
- Monitors Enabling Services infrastructure and policy and contributes to MPCA’s related policy recommendation and advocacy efforts.
- Directs the creation and dissemination of resources and toolkits to support, grow, improve, and sustain Enabling Services with diverse stakeholders.
- Implements programs to support Health Centers in delivering quality Enabling Services and leveraging CHW and other enabling service professional roles to maintain and enhance equitable access to care and improved health outcomes.
- Works with funders, partners and other stakeholders in developing and implementing projects and programs that support enabling service delivery and enhancing the role of CHWs and other enabling service professionals in Health Centers
- Collaborates with health centers and stakeholders to identify, design, and refine strategies that best support program implementation, including associated project resources, such as procedures, tools, and tracking/reporting methods.
- Creates strong working relationships with health center CHWs and other professionals carrying out patient engagement and enabling service activities in the field to aid in their work and help problem-solve barriers and challenges.
- Identifies community-based resources and partnerships to overcome barriers to care, including social determinants of health, and facilitate access to those resources for CHWs and other staff carrying out enabling service activities.
- Captures best practices and disseminate information to health centers through recommendations, briefs, webinars, and/or conference sessions.
- Supports program development, coordination, and planning in assigned areas.
- Serves as program staff resource to health centers.
- Serves on committees and work groups as requested.
- Manages and organizes assigned program activities to ensure project objectives, reporting obligations, and timelines are met within budget and according to specifications.
- Manages applicable budgets, including following MPCA procedures and applicable law and funder terms and conditions.

Knowledge of:
- Public and private healthcare systems, public and private insurance coverage options, community resource providers and systems, community partnership development, community outreach, health communication and/or health education.
- The needs of medically underserved populations, with a strong emphasis on the social determinants of health.
- Word processing, spreadsheets, database software, and the use of electronic communication technology.
- Project management skills and creating organization and accountability structures for efforts distributed across multiple partnering organizations.

Education/Experience:
- A Bachelor’s degree in public health, human services, health education, health communication, health services administration, social work or similar or relevant combination of education and work experience.
- Minimum of one year experience as an enabling service provider or implementing program activities related to Enabling Services in a health center, health and/or human services nonprofit environment. Direct Community Health Worker or Medicaid enrollment service provider experience is strongly preferred.
