Who Are We Looking For?

The Emerging Technology Analysis (ETA) effort at ORNL seeks applicants with experience in analytic writing and intelligence analysis, with a particular emphasis on Emerging and Disruptive technologies as they relate to Supply Chain concerns! Our group is in ORNL's Field Intelligence Operations Division (FIOD) within the National Security Sciences Directorate (NSSD).

 

Reporting to the ETA Group Lead, you will be responsible for analyzing unclassified and classified information, producing written products, and presenting results to audiences with disparate backgrounds. The successful candidate will share knowledge about Supply Chains, material requirements, costs, tradeoffs, etc. of the technical spaces we are pursuing. They will also have a broad curiosity about mission-focused science and technology analysis.

 

Major Duties/Responsibilities: 

  • Perform unclassified and classified analysis to identify threats and vulnerabilities engendered by Emerging and Disruptive technologies.
  • Assess comprehensive network analysis (e.g. Supply Chain) regarding Emerging and Disruptive technologies.
  • Collaborate with subject matter experts (SMEs) from NSSD and other ORNL directorates/divisions in technical areas such as microelectronics, quantum information technologies, artificial intelligence and machine learning, high-performance computing, and biotechnology. Candidates do not need experience in all of these areas prior to hire.
  • Create analytical assessments and products on Emerging and Disruptive Technology issues to share with peers, management, and sponsors.
  • Write peer-reviewed papers and briefings of both unclassified and classified analytical assessments regarding threats, vulnerabilities, and mitigations. Engage in community working groups.
  • Present both unclassified and classified briefings regarding analytical assessments.
  • Collaborate with government agencies and members of the national security community.
  • Abide by all environmental, safety, health and quality requirements and implement practices per ORNL's Standards-based Management System (SBMS).
  • Maintain a strong commitment to the implementation of the Directorate's values and ethics.
  • Occasional domestic travel.

Basic Qualifications:

  • Any of the following combinations of education and experience:
    • B.A. or B.S. in intelligence analysis, political science, international studies, business, economics, logistics, Supply Chain management, or other relevant field and four (4) years of relevant experience, or
    • M.A., M.S. or M.B.A. in intelligence analysis, political science, international studies, business, economics, logistics, Supply Chain management, or other relevant field and two (2) years of relevant experience, or
    • J.D. or Ph.D. in intelligence analysis, political science, international studies, business, economics, logistics, Supply Chain management, or other relevant field.
  • Occasional domestic travel is required.

 

Preferred Qualifications:

  • Interest in Emerging and Disruptive technologies and applications with a focus on identifying threats, vulnerabilities, and mitigations as well as determining Supply Chain requirements.
  • Willingness to acquire new knowledge and learn new skills is essential.
  • Effective written and oral communication skills.
  • Ability to work independently and collaborate with colleagues, ORNL SMEs, and external collaborators.
  • Ability to interact with sponsors and officials from other government agencies.
  • Prior experience or knowledge related to analysis of Supply Chains and/or Emerging and Disruptive Technology.
  • Experience working with the Department of Energy (DOE), Department of Defense (DoD) or other government agencies is highly desirable.
  • Active Q and/or TS//SCI clearance is a plus.

Visa sponsorship is not available for this position.

 

Q clearance with SCI: This position requires the ability to obtain and maintain a Secret Compartmented Information (SCI) clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse Program (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.  In addition, due the SCI, you may also be subject to random polygraph testing.
