GENERAL PURPOSE
Under general supervision, performs assigned administrative, Emergency Management and other activities in support of City and departmental activities, functions, and programs; and performs related duties as assigned. Assists in the daily operations of the Citywide Disaster Services program; coordinates and conducts training in the areas of CPR, First Aid, Automated External Defibrillators (AED); provides instruction and program coordination for the Community Emergency Response Team (CERT) and LISTOS programs; aides in the daily program coordination for State Homeland Security Grant Program (SHSGP) and Emergency management Performance Grant (EMPG) activities and documentation; program coordination for Emergency Response Force volunteer program; conduct and report volunteer application screenings.
DISTINGUISHING CHARACTERISTICS
Emergency Management Coordinators perform professional Emergency Management functions within each of the four phases of Emergency Management: mitigation, preparation, response, and recovery. Duties range from routine to moderately difficult, and incumbents may also assist others in performing related work. All duties are in support of department functions, programs, goals, and objectives. As experience is gained, more difficult duties are assigned and performed with greater independence. Incumbents are expected to exercise judgment in applying Emergency Management standards and/or analytical techniques.
ABOUT THE DEPARTMENT
The Moreno Valley Fire Department is the primary response agency for fires, emergency medical service, hazardous materials incidents, traffic accidents, terrorist acts, catastrophic weather events, and technical rescues for the City of Moreno Valley. The Fire Department also provides a full range of fire prevention services including public education, code enforcement, plan check and inspection services for new and existing construction, and fire investigation. Additionally, the City's Office of Emergency Management is located within the Fire Department allowing for a well-coordinated response to both natural and man-made disasters. The Moreno Valley Fire Department is part of the CALFIRE / Riverside County Fire Department's regional, integrated, cooperative fire protection organization.

ABOUT THE DIVISION
The Fire Department's Office of Emergency Management and Volunteer Services is responsible for minimizing the impact of natural and man-made disasters by establishing readiness through city-wide prevention, preparedness, response, recovery and mitigation. This includes coordinating and conducting drills for the City's Emergency Operations Center (EOC) as well as providing a wide variety of training to both employees including Community Emergency Response Team (CERT) training, Terrorism Awareness training, and emergency preparedness training.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  1. Performs analytical and administrative assignments such as preparation or maintenance of department or division budgets, grant budgets; prepare and process purchase orders, credit cards, and other financial payments or processes; order equipment and supplies for various programs, projects, or office.
  2. Responsible for Community Emergency Response Team (CERT) and/or Listos program coordination, oversight, and maintenance. Administer program in accordance with pre-established federal, state, county, and local guidelines, rules, and regulations. Coordinate all program elements to include room coordination, material preparation, course instruction, logistics support, and course documentation. Abide by all grant guidance requirements to include maintenance and submission of reimbursement documents annually, quarterly, monthly to include timekeeping/payroll records, tracking of program management-related activities, program outreach efforts, and other training conduct materials such as agenda's, sign in sheet's, etc.
  3. Instruct employee and/or community First Aid/CPR, CERT, Listos, fire extinguisher, emergency operations and other emergency-related training courses; coordinate and conduct community outreach by way of fairs, safety expos, citywide planned events, etc.
  4. Conduct research, analyze data, and drafts policy and procedure documents to address identified needs and issues; drafts associated communications materials for review; prepares staff reports and exhibits for City Council in accordance with established procedures.
  5. Emergency Response Force (ERF) volunteer program management to include recruitment, onboarding, and program oversight and coordination; maintain standard operating procedures; conduct periodic planning meetings and maintain documentation such as agendas and minutes; maintain confidential volunteer records; provide oversight of volunteers during emergency response or planned events; train volunteers to appropriate levels.
  6. Assist in planning, conduct, review, and documentation of emergency operations drills, exercises, and workshops; support emergency operations planning, response, and recovery efforts as identified.
  7. Compiles materials, research problems and complaints and responds to requests for information; provides information to internal and external customers; may attend internal or external coordination meetings.
  8. Coordinate citywide volunteer application processing to include maintaining documentation, conducting fingerprint scans, receiving and processing results to appropriate departments; serve as Custodian of Record; assist in coordination of volunteer recognition program.
  9. Serve as program coordinator for citywide safety program to include annual city facility evacuations, employee training coordination, safety monitors, and maintaining training records,
  10. Ensures Division vehicles are properly stocked and ready for use; ensure cleanliness and fuel levels of vehicles are maintained; coordinate necessary preventative or other maintenance with fleet services.
OTHER DUTIES
  1. Develops and utilizes spreadsheets, databases, and other computer applications to assist with assigned studies, projects and reports.
  2. Conduct monthly internal and external radio checks; coordinate necessary repairs and reporting.
  3. May provide work direction and guidance to office support and/or temporary staff.
  4. Respond to the Emergency Operations Center and/or emergency incidents as back-up to the Division Manager if requested; may serve on on-call basis when an actual or potential emergency or disaster is occurring or when requested.
  5. Aide in development of marketing, notification, education, or other materials.
  6. Performs a variety of special projects as assigned.

Typical Qualifications
Knowledge of:
  1. Community Emergency Response Team (CERT), Listos, First Aid/CPR, Stop the Bleed, and other emergency-related curriculum.
  2. Principles, practices and methods of administrative, organizational, financial and procedural analysis.
  3. Uses and operations of computers and standard business software.
  4. Basic principles and practices of public administration.
  5. Principles, practices and methods of municipal budget development and management.
  6. Federal, state and local laws, regulations and court decisions applicable to assigned areas of responsibility.
  7. Basic research methods and analysis techniques.
  8. Principles and practices of sound business communication.

Ability to:
  1. Instruct students in assigned curriculum effectively and appropriately.
  2. Analyze administrative, operational, procedural, organizational, and financial problems, evaluate alternatives, and reach sound, logical, fact-based conclusions.
  3. Collect, evaluate, and interpret data, either in statistical or narrative form.
  4. Analyze, interpret, explain, and apply relevant laws, regulations, ordinances and policies
  5. Prepare clear, concise, and comprehensive reports, correspondence and other documents appropriate to the audience.
  6. Communicate effectively, orally and in writing.
  7. Maintain files, records, and documentation.
  8. Exercise independent judgment and initiative within established guidelines.
  9. Establish and maintain effective working relationships with department managers and staff, staff of other departments, representatives of other governmental agencies, developers, consultants, property owners, the public and others encountered in the course of work.

Education, Training and Experience:
A typical way of obtaining the knowledge, skills and abilities outlined above is graduation from a college or university with a major in business administration, Emergency Management, or a related field OR, equivalent related work experience; AND
A minimum one (1) year of professional experience performing functions within one or more of the four Emergency Management phases: mitigation, preparation, response, or recovery.
One (1) year of experience teaching or instructing courses is desired.
One (1) year of experience working in an emergency operations center or similar capacity is preferred.
Licenses; Certificates; Special Requirements:
A valid California driver's license and the ability to maintain insurability under the City's vehicle insurance policy.
