Description
The County of San Mateo's Department of Emergency Management (DEM) is accepting applications from dedicated individuals for the position of Department ofEmergency ManagementCoordinator, with a specialization in Geographic Information Systems.
Under general direction, DEM Coordinators design, plan, coordinate, implement, review, and evaluate a designated program within DEM such as community preparedness, mitigation and recovery planning, public outreach, or training and education. In addition, the DEM Coordinators participate in the Duty Officer rotations and perform related duties as assigned. The DEM Coordinators also address diverse and varying tasks to ensure the County is prepared to respond to any event, including participating in a weekly on-call rotation, maintaining 24-hour readiness, and responding to the field for local level incidents.
The Department of Emergency Management is responsible for alerting and notifying appropriate agencies within the county's 20 cities when disaster strikes, coordinating all agencies that respond, ensuring resources are available and mobilized in times of disaster, developing plans and procedures in response to and recovery from disasters, and developing and providing preparedness materials for our residents.

Because of the addition of two new positions in the department, there are currently four DEM Coordinator vacancies, one for a DEM Coordinator specializing in technology, one for a DEM Coordinator specializing in GIS, and two for DEM Coordinators specializing in earthquake preparedness and response.
Each of these specialized positions has its own recruitment, and each recruitment is currently active.
This recruitment is for a DEM Coordinator specializing in Geographic Information Systems (GIS). The weekly on-call rotation is not required for this position.
The DEM GIS Coordinator vacancy is for a Limited Term position. Limited term positions are full-time, temporary, at-will positions. Limited Term employees are assigned to projects for the duration of the project, and not to exceed three years. Limited term employees receive medical and dental benefits, like regular employees, and a defined contribution retirement plan.
The estimated duration for this position is three years. Because of restructuring within the department, there is a likelihood the position will become a regular (permanent) position.

Examples Of Duties
The DEM Geographic Information System (GIS) Coordinator will manage the areas and perform the duties listed below:
  • Geospatial Data Management - Acquire, organize, and maintain geospatial data relevant to Emergency Management activities. Develop and manage GIS databases ensuring data accuracy, currency, and integrity.
  • Mapping and Visualization - Build GIS dashboards incorporating knowledge of online web mapping. Create detailed maps and visualizations to support emergency planning, response, and recovery operations. Utilize GIS tools to analyze spatial data and generate meaningful insights for decision-making.
  • Emergency Planning Support - Collaborate with Emergency Management personnel to integrate GIS into emergency plans and procedures. Assist in identifying and mapping critical infrastructure, evacuation routes, and vulnerable areas.
  • Real-Time Situational Awareness - Monitor and analyze real-time data feeds to provide up-to-date situational awareness during emergencies. Support incident commanders with GIS-based information for effective on-the-ground decision-making.
  • Disaster Response and Recovery - Deploy GIS tools to assess and analyze the impact of disasters on the affected areas. Assist in damage assessment, resource allocation, and recovery planning.
  • Collaboration and Communication - Collaborate with internal teams, government agencies, and external partners to share geospatial information. Communicate GIS findings and recommendations to non-technical stakeholders in a clear and accessible manner.
In addition to the above specialized duties, the DEM GIS Coordinator may also:
  • Liaise between County personnel and stakeholders to facilitate implementation of Emergency Management programs.
  • Maintain Emergency Operations Center (EOC) functionality through resourcing, training on, and developing best practices.
  • Support situational awareness in coordination with State and Federal Agencies.
  • Facilitate planning meetings with County personnel and stakeholders to develop comprehensive all-hazards emergency plans and provide input to all-hazards planning for the unincorporated areas of San Mateo County.
  • Represent the Department at stakeholder meetings, tabling functions, and public facing events.
  • Review and update Operational Area Plans on a regular and routine basis.
  • Adapt Emergency Plans to changing parameters as outlined by State and Federal stakeholders.
  • Maintain inventory and asset control through tagging, typing, and tracking resources; provide semi-annual audits of physical equipment, inventory, and nonphysical assets and reconcile any discrepancies, dispositions, or deficiencies; and administrate Inventory Management Software.
  • Schedule maintenance of County vehicles through the County motor pool.
  • Administer grants and grant programs to ensure financial accountability.
  • Act as a system administrator for the alert and warning emergency notifications tool.
  • Conduct after-action reports to identify areas of strengths and areas for improvement.
  • Identify local at-risk areas and develop materials best suited for communicating with populations at risk; and compile data and prepare program papers and progress reports for the jurisdictions served.
  • Develop, review, and update detailed standard operating procedures, checklists, and resource documents.
  • Assist in the planning and presentation of exercises, drills, and emergency services training programs for municipal employees and other related individuals and agencies.
  • Work cooperatively with other office staff on area-wide projects and training programs.
  • Perform related duties as assigned.

The ideal candidate will have experience:
  • Researching and analyzing best practices in the field of disaster and emergency planning; assessing opportunities for improvement; and making recommendations for the implementation of improvements.
  • Determining program objectives, curriculum, and activities; coordinating with county, city, special districts, educational institutions, and other public agencies participating in the Operational Area's disaster responses; evaluating program effectiveness to improve methods and outcomes; ensuring program goals and objectives are accomplished; and developing reports on program effectiveness.
  • Evaluating exercise and/or actual emergency response results to improve future response procedures; and assisting in analyzing and problem solving operational and administrative procedures.
  • Developing, writing, and publishing operating manuals, technical reports, training materials, and operational support documents which may be disseminated to other organizations; and maintaining business continuity planning tools, record keeping systems, and databases.
  • Preparing, reviewing, and analyzing detailed reports, presentation materials, and other professional documents.
  • Engaging with the public and stakeholder organizations to identify and develop effective outreach strategies and community resources to disseminate program information.
  • Coordinating with various public and private agencies and officials to encourage active participation in disaster preparedness planning; advising other County departments, public agencies, and community groups of the needs and concerns of the public related to disaster preparedness.
  • Acting as a liaison between federal, state, and local agencies, and providing technical assistance with operational area emergency and disaster preparedness plans, mitigation, response, and recovery.

In addition to the above experience, the ideal candidate will have excellent written communication skills including experience in proposal, report, and grant writing; strong computer skills with a knowledge of variety of software programs; and the proven ability to work with a wide variety of disciplines including police, fire, and emergency medical personnel in the field and in the office.

Qualifications
Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:
  • Education: Bachelor's degree from an accredited college or university in computer science, business, public administration, Emergency Management, or a related discipline, especially related to geographic information systems.
  • Experience: One year of experience with responsibility using GIS for assisting in program planning and development, preferably related to emergency/disaster planning and management.

Ideal candidates possess a master's degree in computer science, public administration, Emergency Management, crisis communication, security studies, or a related field.
Knowledge of:
  • Geographic information systems
  • Modern methods of organization, planning, management, and supervision.
  • Basic federal, state, and local emergency services organizations, programs, and objectives.
  • Principles of staff training and development.
  • Emergency Preparedness for natural and human caused disasters, such as earthquakes, hazardous materials, civil defense, and floods.
  • Effective written communication, including the preparation of clear and concise reports, documentation, and revisions to procedures and plans.
  • Moderate level of proficiency in utilizing standard computer applications, including but not limited to word processing, spreadsheet software, PowerPoint, and email communication.

Skill/Ability to:
  • Deal cooperatively and effectively with a wide range of individuals and groups.
  • Analyze administrative problems and conduct studies in disaster planning.
  • Be self-directed in terms of project identification and development.
  • Write and speak effectively.
  • Maintain subject matter expertise of planning and the logistics of specific functions.
  • Prepare technical reports, records, and other documents related to emergency planning/management.
  • Provide operational oversight to a field location or staging area.
  • Provide operational oversight to contractor or vendor.
