General Description
Join our team as an Emergency Management Coordinator II!
The Emergency Management Coordinator II- Planning is responsible for prevention, preparedness, response, recovery, and mitigation work in coordinating and promoting a Countywide comprehensive Emergency Management program and for organizing emergency plans for various phases of the program.
Essential Job Functions
Maintains liaison to and conducts meetings with local, State, and Federal agencies and the public for the coordination of emergency procedures, preparedness measures, training and operating plans. Develops, updates, and performs periodical testing of plans that will minimize the effects of technical or natural disasters within the County. Makes periodic and special reports of activities and accomplishments.
Develops and improves plans to effect response and recovery in the post-disaster period. Administer programs to render support to the State and Federal government in their public and private assistance recovery efforts. Supports the efforts for the continuity of County government in a disaster situation. Assists in the coordination of all County, municipal, and private agencies during time of major disaster. Represents the County in matters pertaining to hazardous materials, including planning, response, and technical assistance as related to Federal, State, and local regulations. Develops operational procedures and ensures that needed personnel and equipment are obtained and effectively used within the budget appropriation. Responds and provides on-scene assistance as needed to other County, municipal, and volunteer response personnel. Prepares and delivers public speaking engagements before official and civic groups. Provides guidance, support, and supervision to Emergency Management staff as related to the performance of duties and assignments. May supervise volunteers, interns, part-time, and/or temporary grant employees. Ability to lift a minimum of up to 50 pounds. Performs related work as required.
Knowledge, Skills and Abilities

• Knowledge of local, State, and Federal laws and regulations relative to organizing and maintaining an Emergency Management Program.
• Knowledge of the technical, tactical, and educational techniques involved in the development of an Emergency Management Program, including skills involving the detailed preparation of plans and operating procedures.
• Knowledge of organizational techniques.
• Ability to establish and maintain effective working relationships with associates, officials, civic groups, and the general public.
• Ability to conduct effective public relations programs relating to Emergency Management.

Minimum Requirements
PHYSICAL SKILLS/WORKING CONDITIONS: Ability to communicate effectively using verbal, written and visual communication. Ability to lift a minimum of up to 50 pounds and work in environmental extremes of heat and cold. Must be available and prepared to respond to any emergency/disaster or potential emergency seven days a week, 24 hours a day.
EDUCATION, TRAINING AND EXPERIENCE: Graduation from an accredited college or university with a Bachelor's Degree in Emergency Management, Public Administration, or related field; or Certified Law Enforcement Officer, Certified Firefighter/EMT, and two (2) years' experience in Emergency Management, with one (1) year of experience maintaining or creating Emergency Management Plans (CEMP, COOP, HSP etc.). Experience with Microsoft Office preferred.
LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must possess a valid Florida driver's license. Certified Emergency Manager (CEM) under International Association of Emergency Management (IAEM) or Florida Professional Emergency Manager (FPEM) though the Florida Emergency Preparedness Association (FEPA), FEMA Level I - Professional Continuity Practitioner, L-146 HSEEP: Homeland Security Exercise and Evaluation Program Training Course, and DHS National Planner's Course certifications preferred. Florida Professional Emergency Manager (FPEM) through the Florida Emergency Preparedness Association (FEPA), FEMA Level I - Professional Continuity Practitioner, L-146 HSEEP: Homeland Security Exercise and Evaluation Program Training Course, and DHS National Planners Course certifications preferred. Certified Emergency Manager (CEM) under International Association of Emergency Management (IAEM) preferred.
