Job description

Performs technical work to assist in the development, coordination, maintenance, review and updating emergency preparedness, response, recovery, and mitigation plans and operations within the Office of Emergency Management, in accordance with local, state and federal guidelines.
ESSENTIAL RESPONSIBILITIES:
  • Assists in developing, revising, and maintaining the Comprehensive Emergency Management Plan and other emergency and disaster mitigation, preparedness, response, and recovery plans.
  • Conducts public education and awareness activities: prepares and presents seminars, classes, and workshops; prepares and distributes printed materials and news releases; and conducts tours of the Emergency Operations Center (EOC.
  • Assists in developing and implementing annual budget: and monitors expenditures against approved budget.
  • Administers emergency center and emergency public notification computer programs: monitors and ensures functionality of programs; creates user accounts; prepares messages; and coordinates with vendors regarding maintenance, repairs and upgrades to assigned programs.
  • Conducts training and exercises: plans, schedules and facilitates classes; coordinates training activities with County staff, volunteers, and other emergency preparedness agencies and organizations; prepares and/or provides training materials; attends and implements emergency exercises; mediates critiques; and makes recommendations for improvements and changes to Emergency Management plans.
  • Provides analysis and technical expertise in response to, and recovery from, emergencies and disasters in both the Emergency Operations Center setting, as well as in the field.
  • Coordinates with federal, state, County, city, private, and volunteer entities dealing with emergency mitigation, preparedness, response, and recovery planning issues.
  • Enters and maintains data for notification systems and Special Needs registry: verifies accuracy and completeness of data; and updates information as needed.
  • Responds to major/critical incidents and/or disasters: provides logistical support to emergency personnel; and facilitates communication between employees, citizens, volunteers, local government agencies, etc.
  • Coordinates and maintains all Emergency Management activities related to the County Community Rating System under the National Flood Insurance Program.
  • Serves as Director, Emergency Management in absence of the same.
  • Provide exceptional customer assistance, problem-solving, and/or complaints by all forms of communication.
Minimum Education and Experience:
  • Bachelor's degree in public safety, Emergency Management or related field.
  • Five (5) years of experience in Emergency Management, public safety or related field, to include lead or supervisory experience.
  • Or an equivalent combination of relevant training, education, and experience.

Licenses and/or Certificates:
  • Must possess and maintain a valid Florida driver's license.
  • Must possess and maintain Florida Professional Emergency Manager certification.
Knowledge, Skills, and Abilities:
  • Knowledge of operations and practices of local government; ability to analyze and interpret departmental functions, procedures and policies.
  • Ability to exercise judgment and discretion in applying and interpreting department rules, regulations, policies, and procedures.
  • Knowledge of local, state, and federal Disaster Preparedness ordinances, regulations, and guidelines.
  • Knowledge of Emergency Management procedures.
  • Knowledge of the geography and special characteristics of the various parts of Charlotte County, adjoining communities, and the City of Punta Gorda.
  • Ability to speak clearly, remain calm and be decisive during emergencies and other high-pressure situations.
  • Ability to make recommendations and to use resourcefulness and tact in solving new problems.
  • Strong quantitative, analytical and research skills; ability to ascertain priorities and meet deadlines and objectives.
  • Strong written and oral communication skills to include public speaking and the ability to develop effective proposals.
  • Skill in the use of standard office computer equipment and software applications; ability to maintain accurate records and reports.
  • Ability to establish and maintain effective working relationships.
  • Ability to provide internal/external guidance and customer assistance via all forms of communication.
PHYSICAL DEMANDS
Walking, sitting, hearing, seeing up close, talking, standing, finger movement, repetitive motions. Occasional lifting up to 50 pounds.

Work is performed in a relatively safe, and secure work environment.
RISK/SAFETY CONDITIONS
The position requires no exposure or risk related to physical and/or mental health and safety.
