This position is covered by the Partnership Agreement between the State of Colorado and Colorado Workers for Innovative and New Solutions (COWins).
New employees to the State will be paid biweekly. There are 26 biweekly pay periods in a year.

Description of Job
About the Position
This position is a fully operational Electronics Specialist in CDOT's Region 4 Traffic & Safety Program, located in Limon. This position inspects, tests, diagnoses, installs, repairs, modifies, and maintains equipment such as radios, microwave, modems, switching equipment, and fiber that are part of the network that provides communications to traffic signal devices, and/or to Intelligent devices such as ramp meters, school flashers, and other equipment. The Electronics Specialist position also inspects, tests, diagnoses, installs, repairs, modifies, and maintains the systems that support the network including computer hardware and software and modems. This position is also responsible for testing in-pavement detectors and performing power/utility inspections.
Major duties and responsibilities include, but are not limited to:
  • Inspect, test, and diagnose issues with the central traffic system which includes the computer hardware and software, communications devices, and interconnecting devices that run the traffic signal devices. This will include fiber optic, radio, cell modems, copper, and others as needed.
  • Install, repair, modify, and/or maintain communication devices in the central traffic system which may include reprogramming - defragmenting memory, integrating new equipment and system upgrades with other systems to ensure that systems communicate with each other, performing security updates, installing upgrades to the central system computers, upgrading servers, repairing, and installing fiber.
  • Install, inspect, test, and diagnose devices and equipment such as school flashers, ramp metering systems, fiber optic cable, and traffic signal devices including traffic signal controllers, detection devices, video equipment, communications devices, pedestrian push button traffic signal devices, traffic signal controllers, traffic signal poles and ramp meters, etc.
  • Install and repair ITS devices including signs and signals such as digital signals, cameras, school flashers, and railroad signals.
  • Install programmable logic devices in the field. Test problems/malfunctions with programmable logic devices.
  • Diagnose, test, and repair in response to emergencies in all weather conditions on a rotating on-call structure.
  • Coordinate with Traffic Engineers to test timing plans or designs in the field and troubleshoot problems.
  • Work with contractors to assign work, provide direction on testing protocols and procedures, and troubleshoot issues.
  • Coordinate/communicate with vendors and manufacturers for information on new products or product upgrades.
  • Work with railroads, police and fire departments, and emergency services to ensure signs and emergency signals are operational.
  • Coordinate with electricians on power systems and clean power systems for signals, building, and equipment issues that involve power greater than 50 volts; troubleshooting and service of lights and lighting systems.
  • Uses equipment to repair systems including, but not limited to bucket trucks, truck and trailer, crane truck (with or without drill), Ditch witch, backhoe, front end loader and others as needed.
  • Install, maintain, and repair fiber network. Use OTDR to measure where faults are in fiber; use fusion splicer and fiber equipment.
  • Adjust priorities and activities based on circumstances, conditions, and direction.
  • Use computer software and CDOT programs to enter data and information in order to complete email, paperwork, reports, work orders, time sheets.
  • Continuously learn and develop job knowledge and skills through on-the-job training, self-study, and training courses.
  • Ensure interactions with internal and external customers are professional. Provide effective customer service.
  • Follow safety protocols, wear proper protective equipment, and maintain a safety consciousness and situational awareness.
  • Operate equipment such as aerial device, backhoe, loader, trencher, concrete saw, paint truck, auger truck, other specialized equipment and hand and power tools.
  • Other job duties as assigned.
Work Environment:
  • Typical work schedule is 6:30 AM - 5:00 PM in the summer (Mon-Thu), and 6:30 AM - 3:00 PM in the winter (Mon-Fri)
  • The average work week is 40 hours, with periodic overtime due to location of equipment, emergencies, or inclement weather
  • Periodic on-call work
  • Periodic shift work
  • Required to work on ladders and/or bucket trucks at heights from 10-80 feet
  • Occasional in-state/overnight travel
  • Frequent travel during workday for repair of equipment, training, and meetings
  • Required to drive CDOT vehicles
  • Exposure to loud noises
  • Exposure to hazardous materials such as batteries, tack oil, solvents, paints, epoxies, general chemicals, fire hazard potentials, explosives, etc.
  • Exposure to fumes, odors, gases, dusts, etc. that may affect breathing, eyes, and skin
  • Exposure to High Voltage (anything over 600V) and electrical shock
  • Required to respond to emergencies outside regular work hours and work overtime, including weekends and holidays
  • Required to work in extreme temperatures and weather conditions for long periods of time - hot and cold
  • Due to locations of some of the equipment, must be physically able to work at 11,000 feet altitude
  • Work in proximity to traffic, heavy equipment, and other hazards
  • May be required to assist other work groups and patrols

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Minimum Qualifications
  • At least two (2) years of technical experience repairing, performing maintenance, installing, modifying, calibrating, certifying, or fabricating electronic or communications equipment and devices. Equipment and devices should primarily be in one or more of the following areas: telecommunication electronics, close circuit and detection video cameras, radios, programmable controllers, modems, switching equipment/devices, fiber optics and/or Intelligent Transportation Systems. Experience must have included work with computers and information technology
Substitution
  • An Associate's degree or successful completion of the equivalent of 60 semester hours of training at an accredited college or university or recognized non-correspondence technical school with 30 semester hours of course work in any of the following areas: electronics, electrical engineering, computer science, communication technology, and information technology, may be substituted for two years of the required experience.

  • Essential Services Designation - Required to report without delay or interruption to provide essential or emergency services to ensure health, safety, and welfare.
  • May be required to live within thirty (30) minutes' driving time in normal weather conditions to be able to respond in a timely manner after being notified to report to work. Knowledge of an emergency or hazardous condition may be considered to be notification to report to workstation.
  • New employees are required to attend two weeks of maintenance training at our KOA location in Aurora, while veteran CDOT employees are required to attend training one week out of each year in Aurora.
Preferred Qualifications
Theexceptional applicantwill be an experienced Electronics Specialist and will possess the proven ability or accomplishment in the following:

  • Comprehensive knowledge and understanding of the theories, principles, and best practices of digital and analog electronic theory, telecommunications, and computer wireless networks;
  • Comprehensive knowledge and understanding of the theories, principles, and best practices of communication protocols such as IP/TCP/UDP/FTP;
  • Comprehensive knowledge and experience in installing, repairing, replacing, and troubleshooting a wide variety of electronic systems and equipment;
  • Knowledge and understanding of point-to-point, point-to-multi-point, microwave, and other wireless communications;
  • Knowledge and understanding of computer hardware implementation and handling;
  • Knowledge and understanding of power generation and distribution;
  • Knowledge and understanding of fiber optic cabling handling, termination, and splicing;
  • Knowledge and understanding of fiber optic and wireless transceivers, transmitters, receivers, and repeaters;
  • Knowledge and understanding of electronics and control programming;
  • Knowledge and understanding of signaling devices (e.g., ramp metering devices, Close Circuit TV, etc.);
  • A Commercial Driver's License Class B that allows operation in Colorado;
  • Excellent reasoning, analytical, troubleshooting, and problem-solving skills;
  • Strong attention to detail and accuracy;
  • Excellent time and project management skills;
  • Strong oral and written communication skills;
  • Excellent organizational skills;
  • Experience working with multiple and diverse stakeholders, with sensitivity to their needs and priorities;
  • Work effectively in both independent and team situations;
  • Able to adjust priorities and activities based on changing circumstances, conditions, and directions;
  • Able to adapt to changing tools, materials, and technology;
  • Familiarity with electrical work;
  • Traffic control coursework is a plus;
  • Fluency in MS Word and Excel, Gmail, Google Docs, SAP, and the ability to quickly learn new software.
