Summary
As an Electrical Engineer you will provide technical expertise in the design/coordination of complex/sophisticated projects involving the construction, renovation, maintenance, and repair of systems and structures at the Central Heating and Refrigeration Plant.
Location of position: GSA Heating and Operations Transmission Division (HOTD), Public Buildings Service (PBS), Washington, DC
Duties
Project Management Duties:
- Provide technical assistance to the Plant in the Electrical Engineering field. Liaise with Operations, Maintenance, Environmental and Finance Departments, managers, contractors, and other related areas to maintain operation of boilers, chillers, and gas turbines to generate steam, chilled water, and electricity. Prepare, review, and approve project documents including Power Plant systems and auxiliary equipment, designs, estimates, specifications and bid packages.
- Provide assistance in administration of such programs as energy conservation, chiller plant optimization, cooling tower design, etc. Assist in developing planning criteria and standards, schedules for design and construction projects, and quality control standards for: construction management contracts with oversight for contract compliance and performance issues.
- Investigate and resolve problems and conditions in electrical systems and equipment impacting costs, efficiency, safety, and performance.
- Design projects to include boiler and chiller replacement studies, electrical upgrades, material, and systems selections, etc. Make recommendations with regard to contract disputes and resultant final decisions. Administer, or assist in administering contracts for design, construction, renovation, or repair. Serve as a consultant to project design teams; assists in design projects on a periodic basis.
- Provide spend plan updates, IRIS archiving requests, project authorization requests, procurement requests, budget related activities, portfolio activities and overall asset management.
- Provide energy management analyses, energy efficiency calculations and conceptual engineering design and development for Plant Energy and Efficiency Reports
- Must have in-depth knowledge in developing of SOW, IGE, bid evaluation, and acting as COR for the agency.
