Electric Senior Systems Operator - $36.94 - $53.11 per hour
The purpose of the class is to monitor Electric and gas services, coordinate and dispatch field personnel, neighboring utilities and contractors to safely resolve customer and system problems. The class is responsible for monitoring and controlling the electric Supervisory Control and Data Acquisition Systems (SCADA), and reacts and implements strategies to mitigate potential system operating and loading problems, diagnosing problems, dispatching work crews, coordinating restoration efforts, and maintaining logs and reports. Initiates work orders for system repairs, engineering evaluation, tree trimming, and others as required. Assist in training, establishing, and revising standard operating procedures. The class works scheduled shifts in normal and adverse conditions within a general outline of work to be performed; develops and prioritizes work methods under general supervision.
Electric Systems Operator - $31.58 - $45.40 per hour
The purpose of the class is to monitor Electric services, coordinate and dispatch field personnel, neighboring utilities and contractors to safely resolve customer and system problems. The class is responsible for monitoring and controlling the electric Supervisory Control and Data Acquisition systems (SCADA), and reacts and implements strategies to mitigate potential system operating and loading problems, diagnosing problems, dispatching work crews, coordinating restoration efforts, and maintaining logs and reports. Initiates work orders for system repairs, engineering evaluation, tree trimming, and others as required. The class works scheduled shifts in normal and adverse conditions within a general outline of work to be performed; develops and prioritizes work methods under general supervision. The class is also responsible for receiving after hours' gas service calls and dispatching appropriate personnel.
Essential Job Functions
Electric Senior Systems Operator
  • Identify appropriate sources of information required to monitor, operate, and restore electric and gas services; by navigating, interpreting, and communicating proper information found in one-line diagrams, schematics, and other system and customer related documents in an electronic or hard copy format.
  • Monitor and evaluate the electric SCADA systems on a continuous basis, anticipating potential operating and loading problems, and implement strategies to mitigate and/or react to the adverse system conditions.
  • Operate the electric SCADA systems in a safe, efficient, and reliable manner under normal and emergency conditions in accordance with operating procedures.
  • Communicate with internal and external customers on a continuous basis using phones (land line/ or cellular), radio systems, computer systems, and other designated means of communications, during emergency and non-emergency conditions.
  • Dispatches, directs and coordinates electric and gas restoration efforts to customers, minimizing the scope of any system upset or service interruption, and limiting potential damage to either utilities equipment and/or customer equipment.
  • Perform routine dispatch, crew, and personnel tracking/recording functions, for the electric and gas personnel, contractors/vendors, public agencies, and neighboring utilities.
  • Maintain electric system magnetic map board to reflect system changes resulting from switching and tagging, system upsets, construction, or other temporary system configuration changes.
  • Monitor weather conditions and implement corrective action to the electric and gas systems.
  • Coordinate daily work efforts such as switching and tagging, issuing work orders, scheduling work crews, coordinate neighboring utilities/contractors work, responds to complaints, and other related activities.
  • Generate daily operational reports and logs such as outages, gas leak resolution, load schedules, max-min, history, reliability, billing, truck, operator checks, shift info, and others as required.
  • Performs security checks and monitors and responds to the security system.
  • Perform routine office tasks, such as typing, filing, faxing, phoning, copying, maintaining office and work area.
  • Attends in-house training, technical and professional classes, seminars, and conferences to improve technical and professional skills.
  • Assist in providing technical guidance and on the job training to Electric & Gas System Operators, and ensuring all procedures are understood and followed.
  • Assist in generating system analysis for reviewing and approving requests for planned and emergency switching for neighboring utilities, customer, and equipment/system maintenance.
  • Assist in establishing, revising, and maintaining procedures and guidelines for the operation of the electric and gas systems.
  • Maintain compliance with City of Leesburg policies and procedures.

  • Ability to speak clearly and concisely using compound sentences using normal grammar and word form, and follow complex oral and written instructions under normal and stressful conditions.
  • Performs specialized technical and entry level professional work, requiring advanced understanding of operating policies and procedures and their application to problems not previously encountered; applies technical and professional principles and practices in the resolution of problems; requires normal attention with periods of intense concentration for accurate results and exposure to unusual pressure while multitasking.
  • The operator must be able to make critical decisions affecting the individual, coworkers, customers, and others that depend on safe and reliable operation and restoration of the electric & gas system, under normal and stressful conditions.

Minimum Requirements
Electric Senior Systems Operator
Requires a high school diploma or GED.
This position requires five (5) years of experience as an electric system operator, in distribution, transmission, or generation, (5) years of experience in switching and tagging, in electric distribution, transmission, or generation and extensive knowledge of electric substation and field devices and their functions. Natural gas experience preferred.
This position requires proficiency with the use of WORD and EXCEL. The holder of this position will be trained in the use of ESRI suite of products including ARCFM. Familiarity with ACCESS, and PowerPoint are preferred. This position will require knowledge of, or the ability to learn specific mainframe applications and become proficient in adding and changing SCADA parameters, and perform SCADA system backups.
Ability and willingness to work a shift schedule and extra and irregular hours as required, including holidays. Must be available for call back at any time pertaining to system emergencies.
Participation in the Electric and Gas Department random drug testing program is required.
Must possess a valid Florida driver's license and satisfactory driving record as a condition of initial and continued employment.
Required to obtain within three (3) months of hire date; senior level of the Leesburg Electric System Operator Skill Qualification and Certification of Safe Work Practices and Procedures.
Required to obtain within three (3) months of hire date; Gas Operator Qualification and Certifications for Units 101, 102, 103, 104.
Required to obtain within three (3) months of hire date; Leesburg Electric Switching and Tagging Certifications.
Required to obtain within six (6) months of hire date National Incident Management System (NIMS) unit Certifications (NIMS 100, 200, 700, 800, and G-300.
Special skills or equipment certification may be required. Inability to obtain requirements within stated time frames may result in termination.
Electric Systems Operator
Requires a high school diploma or GED. Requires two (2) years of experience in the electrical industry. Experience in electric distribution, transmission, or generation related fields will be preferred. This position requires proficiency with the use of Microsoft Suite to include: Word, Outlook, and Excel. The holder of this position will be trained in the use of ESRI suite of products including ARCFM, Responder. Familiarity with Access, Microsoft One Note, Microsoft PowerPoint are preferred.
Initial training for an Electric Systems Operator provides the basic knowledge, tools, certifications, processes and procedures necessary before they are permitted to operate independent from the supervision of an experienced Electrical System Operator.
The Distribution Operations Center Training Program provides the requisite skills that need to be demonstrated to satisfy the job requirement, while also specifying the required Continuing Training Area/Topics.
This position requires the ability to complete Continuing Education Training as referenced in the Distribution Operations Center Training Program.
Required to obtain within six (6) months of hire date; the Leesburg Electric System Operator Skill Proficiency Checklist as referenced in the Distribution Operations Center Training Program.
Shift work experience is highly preferred.
Ability and willingness to work a shift schedule and extra and irregular hours as required, including weekends and holidays. Must be available for call to duty at any time pertaining to system emergencies.
