Job description

EHS Regional Manager
 
Our client is looking for an Environmental Health & Safety professional to oversee multiple locations of construction and scrap metal yard type facilities based out of their Dallas, Texas facility. 
 
They are looking for an EHS Regional Manager to support the (4) facilities and personnel they are assigned to by conducting activities to ensure compliance to all Federal, State, local and company standards. 
 
This person is responsible for:
o Audits/Inspections/Reports 
* Permit review 
* Walk the entire facility, preferably with the GM to conduct monthly inspections 
* Pull detailed reports from TRAC as needed to review open items and statistics as needed 
* Escalate unresolved issues from previous month(s) to the Director of Safety and/or Environmental Director 
* Binder review (Hot work permits, contractor orientations, Lockout Tagout removal forms, SPCC, SWPPP, Recyclable Materials and Waste Records, Air Quality, etc.) 
* Recordkeeping- maintain proper and up to date records in TRAC, on SA Connect and on the Facility EHS Share drive. 
* Respect deadlines and priorities (notify ahead of deadline if assistance is needed) 
 
o Training 
* Provide training material and conduct training according to the Safety/Environmental Training Calendars 
* Ensure proper documentation and recordkeeping storage in either electronic and/or 
* Ensure all employees are trained for their specific job function(s) according to regulatory standards and company policy (new hire, transfers, temp, etc.). 
* Update training matrix by topic by employee as training is completed 
* Take training courses as directed to stay up to date with certifications and regulatory requirements. 
* Assist in facilitating third party vendor training as needed (ISRI Material Handler Training, Fall Protection, Electric/Hybrid Vehicle Processing, CNG Cylinder Management) 
 
o Yard Visits (expectations set by RGM, GM's, Environmental Director, and Director of Safety) 
* Inspect and ensure employees are wearing proper PPE (no outdated hard hats, goggles/face shield when needed, etc.) for the job function they are performing. 
* Walk the yard (preferably) with the GM and/or Supervisor. If the GM is unavailable, de-brief the GM before leaving the facility where possible. When the GM is unavailable while on site, email a copy of the Monthly Safety and Environmental Inspections for the GM to review. 
* Optimize your time accordingly to spend most of it out in the facility, conversing with employees and observing operations 
* Facility visits should be both planned and unannounced Planned: Setting time with the GM to conduct needed training 
Unannounced: randomly visit a facility to inspect the site or particular operation as a regulatory agency would 
 
* Communicate unresolved issues from previous visits, incidents, or inspections to the GM, RGM, Environmental Director or Director of Safety as needed. Escalate as needed. 
* Encourage personnel to identify and correct hazards immediately 
* Assist the personnel with determining corrective actions 
* Manage and coordinate your facility work schedule to implement consistent presence at assigned facilities. 
* Attend morning tailgate meetings 
* Schedule facility visits to coordinate with GM for MCM meetings 
 
o Manage regulatory inspections 
* Immediately notify the Environmental Director and/or Director of Safety, by phone, when a regulatory agency (e.g., OSHA, EPA, CUPA, GA EPD, etc.) shows up at the facility 
* Direct the GM and supervisors to follow the Regulatory Inspection Training guidance 
* Be actively engaged in the corrective action follow up through closure of case 
* Communicate to involved parties through DL.Inspections 
 
o TRAC Reporting 
* Assist GM and/or supervisors in conducting investigations and creating corrective actions 
* Pull reports to keep the GM informed of open case status 
* Input data into all modules 
* Follow up on reports through closure, respecting deadlines 
* Train other staff on how to input information into TRAC 
 
Follow up on open items at each yard: 
o MCM Meetings 
* Actively participate, by being a resource, in MCM meetings by coordinating with the GM's schedule 
* Review open corrective actions to ensure safety issues are handled in a timely manner 
* Monitor the maturity of the MCM program at each facility report back to the RGM and Director of Safety 
 
o Environmental and Safety Responsibilities 
* Help implement Environmental, Health and Safety policies, programs, and trainings to ensure regulatory compliance. 
* Where the facility does not meet regulatory standards, report items which are non-compliant to the GM, RGM, Environmental Director and Director of Safety 
* Attend and actively participate in Region, Facility, Company-wide and Department meetings and conference calls. 
* Ensure facility regulatory compliance activities and inspections are occurring as required (e.g., preventative maintenance of control equipment, change out of BMPs, hazardous waste area inspections, stormwater inspections, vehicle and equipment inspections, air permit conditions, etc.) 
* All administrative tasks (e.g., expense reports, requests for: PTO, education/training, seminars, and conferences) shall be submitted to your direct report (Environmental Director or Director of Safety) 
* Provide good customer service to all SA Recycling personnel 
 
REQUIRED EXPERIENCE:
  • Previous experience in an occupational health / safety / environmental position in an industrial environment OR related degree 
  • Ability to travel between responsible facility, maintain a valid Driver's License, & have access to personal transportation is required to visit the various locations.
  • Ability to effectively communicate with government regulators, insurance specialists, and legal professionals, as well as employees who may have been affected by an injury.

PREFERRED EXPERIENCE:
  • Bilingual (English & Spanish) required/preferred
  • Completion of Cal/OSHA 30-hour training in general industry, safety & health hazard recognition, & prevention preferred.
  • Completion of training in 511, 501, IIPP, incident investigation, industrial hygiene principles, respiratory protection, fall protection, LOTO, first aid & CPR, hazard communication, emergency response, Lead, and workers compensation principles training preferred.
  • Preferred experience with DTSC, Asbestos, Stormwater, 608 & 609 Certs
