Education/Disabilities Manager

Pay Rate: $2189.60 Bi-Weekly

Required Education: Bachelor's in ECE

The Education and Early Childhood Development content area is an integral part of the larger system of services provided by Head Start/Early Head Start. It plays an important part in supporting the goals of the program. This position is responsible for the education and early childhood development portion, as well as being responsible for services to children with disabilities according to the Head Start Performance Standards. This includes working to develop an early childhood education curriculum and providing educational resources for staff and parents, ensuring compliance with performance standards and recognized best practices in the field of early childhood education, working to develop appropriate placement, ensuring compliance with performance standards and recognized best practices in the field of early childhood education and special education.

The position ensures the education, child development services, and disabilities services provided are supported by staff and/or consultants with training and experience in field(s) related to theories and principles of child growth and development, early childhood education, social, human, or family services so that needed services for children with disabilities can be individualized and secured. This position could involve provision of direct services in the disabilities area only if the individual is licensed, certified or registered as such in the state of service.

Examples of Job Duties:

Takes the lead in initial development of the Disabilities Work Plan, then administers, monitors and revises as necessary. Makes sure that all staff are familiar with the plan.

Coordinates the Education and Early Childhood Development content area as well as Staffing Requirement and Program Options of the Head Start Program.

Ensures Head Start services to children with disabilities are following federal regulations and laws governing disabilities efforts as defined in IDEA and ADA.

Coordinates with the local early intervention program and/or local education agency.

Coordinated the recruitment of children with disabilities into the program with other staff and community agencies.

Ensures attendance of a Head Start staff member at the IEP/IFSP process.

Establishes policies and procedures for implementation of the disabilities portion of the program with parents and staff.

Assists in locating, setting up and accessing contract services to meet the needs of the children and families.

Understands, generates and documents in-kind and other allowable costs applied toward the non-federal share requirement.

Attends all workshops and meetings as deemed necessary by the immediate supervisor.

Responsible for understanding Head Start Performance Standards and local childcare licensing regulations.

Current minimum qualification is one of the following:

1. A baccalaureate or advanced degree in Early Childhood Education; or

2. A baccalaureate or advanced degree in any field and coursework* equivalent to a major relating to Early Childhood Education with experience in an early childhood setting teaching preschool-age children.

*Coursework equivalent to a major related to Early Childhood Education includes but is not limited to the following:

A. Teaching Credentials: licensure or certification by the state for Pre-K teachers recognized by the local school district or state education agency as qualifying teachers to teach pre-school children in that school district or state if the individual also has experience in an early childhood setting teaching pre-school aged children. This typically requires a bachelor’s degree plus licensure or certification.

OR

B. *Coursework: No less than 18 credits within the bachelor’s degree in courses that focus on child development, early childhood education and curriculum, early childhood teaching and assessment, psychology, family development, health and physical development, mathematics, science, and children’s literature. Such courses may have been taken in various departments, such as Education, Home Economics, Music, Art, Library Sciences, Physical Education and Recreation, Psychology, Family Studies, and others.
