Summary
This position is located in the Management Tradecraft Division. The incumbent serves as a management official and professional expert in the field of program management, instructional design, leadership, and with wide-ranging expertise in strategic planning, curriculum development, training delivery, and evaluation of training programs. Ensures programs are strategically sound, effectively executed, and meet the needs of DOS personnel and the larger foreign affairs community.

Duties
Manages the division course evaluation program, establishes evaluation methodologies, and formats and ensures they are applied, and data is collected for use of Division and SPAS management, as well as other members of the MTT team.
Serves as a member of the planning and management staff, making contributions to annual and strategic planning as well as to program development for the Division. Manages portfolio of coordination across space planning, human resources and hiring.
The incumbent serves as a first level supervisor and performs the full range of supervisory duties in directing, managing, and evaluating the work of a small group of professional, administrative, and support staff.
Develops and maintains contacts with to ensure new training programs and curricula are developed to achieve specific development objectives and existing training programs are revised, updated, and improved to reflect Department requirements.

Qualifications

Applicants must meet ONE of the required basic entry qualification requirements described below:
BASIC REQUIREMENTS:
A. Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to this position;
OR
B. Combination of education and experience - courses equivalent to a major in education, OR in a subject-matter field appropriate to the position, PLUS appropriate experience OR additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above.

IN ADDITION to meeting one of the basic entry qualifications requirements listed above, you MUST have at least 1 year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-13 level in the Federal service. Qualifying experience must demonstrate the following:
Experience coordinating training and education functions.
Experience analyzing and recommending financial, human capital, and physical resources necessary to support training mission objectives.
Experience leading the process of developing and improving initiatives to internal and external customers.
There is no substitute of education for specialized experience for the GS-14 position.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:
Ability to assign, review, and supervise the work of others;
Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
Ability to adjust to change, work pressures, or difficult situations without undue stress;
Willingness to consider new ideas or divergent points of view; and
Capacity to "see the job through."
