Position Summary:

This position will serve as the point-of-contacts to manage the award agreements, quarterly progress reports, and program administration of the FY23 Legislative ARPA higher education allocations and SPARK-designated programs, including BASE 1 & 2, SPRINT, ABODE, DRAW, and ALOFT. This position will oversee a combined total of $315 million in ARPA funds, spreading over approximately 100 individual projects.

Job Responsibilities may include but are not limited to the following:

  • Completes pre-award checklist for awarding grant recipients, including project timeline, schedule of fund distribution, proof of property ownership, matching funds possession, and agreement of all partners and parties. Organizes electronic documentation system to comply with privacy and confidential requirements. Tracks progress of projects to ensure timeline and project completion by all required deadlines. Confirms all quarterly reports are approved and notifies awardee. Provides clarification on progress report status. Initiates funding for grant completion. Determines matching funds have been spent according to project timeline.
  • Maintains relationships with awardees of grant-funded programs within the Commerce Department. Reviews award agreements to ensure compliance and required regulations. Requests funding payments to approved awardees upon execution and completion of award agreement. Reviews project tasks for completion by awardee. Identifies potential lag in project completion and modifies Scope of Work as necessary. Reviews progressive and final reports by awardees for completion of project.
  • Provides required reporting data to Assistant Director and Director. Tracks progress of assigned Economic Recovery projects to ensure completion of all regulatory requirements
  • Travels to awardee project sites for site visits and evaluation of project status. Documents project status with corresponding photographs of construction progress
  • Works collaboratively with Economic Recovery staff to provide support all grant-funded projects. Assists with reviewing project applications and making recommendations on application approvals

Qualifications:

Minimum Qualifications

  • 3-5 years’ experience in project/program management, data analytics, contract management, grant administration, or financial management

Preferred Qualifications

  • Bachelor’s degree from an accredited university
  • 5-10 years’ experience in project/program management, data analytics, contract management, grant administration, or financial management
