About :The mission of the Colorado Energy & Carbon Management Commission (ECMC) is to regulate the development and production of oil and gas, deep geothermal resources, the capture and sequestration of carbon, and the underground storage of natural gas in a manner that protects public health, safety, welfare, the environment and wildlife resources.
The finance work unit exists to direct and implement the policy, planning and budget mission of the Energy and Carbon Management Commission (ECMC). It is responsible for the fiscal policy, financial planning and budgeting, accounting, contracting and procurement functions of the division. This unit provides accountability of all funds related to the various programs of the division, directs the legislative coordination for the division, and manages purchasing and accounts payable for the division.
Description of Job

Position Summary: The position works closely with the ECMC accountant work leader to carry out tasks and duties as assigned, The position reports to the Accounting Supervisor. This position exists to provide technical accounting support to ECMC which includes ,but is not limited to, the following:
  • Accounts payable
  • Accounts receivable
  • OneCard allocation for assigned ECMC staff
  • Backup for OneCard coordinator duties
  • Purchasing duties
  • Other duties as required

Accounts Payable - process payment and reimbursement:
Performs accounts payable functions for ECMC including:
  • Auditing invoices and travel reimbursements submitted to ensure that fiscal rules and DNR accounting procedures and ECMC guidelines have been followed.
  • Providing information and interpretation to staff regarding auditing and travel policies.
  • Preparing payment documents (GAX, IN, RTGPF, RC) and internal transfer documents (ITI/ ITA) in CORE.
  • Submitting payment documents for approval and maintaining the payment files (This requires an understanding of the Division's funding and the accounting code structures assigned to the various functional areas (expense budgets), as well as the ability to select the appropriate accounting code structure and check the availability of funds for each expenditure).
  • Researching and following up on questions and problems regarding non- or late payments.
  • Awareness of monthly closing dates and making every effort to pay invoices in the accounting period in which they were incurred.
  • Establishing internal procedures to make the accounts payable process as efficient as possible.
  • Educating staff in accounts payable procedures.
  • Tracking invoices and CORE payment document information on shared Google sheets.
  • Keeping up-to-date with CORE and learning new CORE skills in order to perform job duties.

Accounts Receivable - process levy, penalty, annual registration fee and other deposits:
  • Maintains electronic records of each deposit.
  • Prepares and processes cash receipt documents (CR, CR1, CR3) in CORE to deposit moneys received for quarterly Oil and Gas Conservation Levy, penalties assessed by the Division, annual registration fee, cash bond, bond claim, public room items, and publications following procedures established by the State Treasury.
  • Processes both electronic deposit and cash revenue received at the ECMC in a timely manner, as established by state fiscal rule, and DNR policies and guidelines.
Purchasing Duties:
The position assists ECMC staff with office and field supply, PPE, equipment and other operating purchase needs such as training and conference registration that do not require encumbering funds.
  • Keeps up-to-date with CORE and learns new CORE skills in order to perform job duties.
  • Occasionally, the position may backup for procurement duties to prepare and process certain procurement documents (RQS) to encumber funds for procurements of goods and services, typically for routine purchase orders with low dollar amount that do not go through competitive bidding process, for example, routine IT hardware and software purchases.
  • Establishes internal procedures to make the purchasing process as efficient as possible, and educates staff on these procedures. This work requires an in-depth knowledge of State fiscal and procurement rules, internal DNR purchasing processes, and the ability to interpret and instruct staff regarding these guidelines.

OneCard Transactions Allocation, and backup for OneCard Division Liaison:
The position has the responsibilities for the roles as OneCard division liaison, cardholder and allocator for designated cardholders.
  • This requires an understanding of the Division's funding and the accounting code structures assigned to the various functional areas (expense budgets), as well as the ability to select the appropriate accounting code structure and check the availability of funds for each expenditure.
Special Projects/ Other Duties as Assigned.

Minimum Qualifications:
Three years of experience in technical accounting/book keeping, or related to the work assigned to the position.
Substitutions:Additional appropriate experience will substitute for the degree requirement on a year-for-year basis. Additional appropriate education will substitute for the required experience on a year-for-year basis.

Preferred Qualifications:
  • Excellent verbal and written communication skills
  • Expertise with MS Office, Google Suite, Adobe, Zoom, Asana or other project management software, and survey software.
  • Current or former State experience relevant to this position.
  • Experience applying accounting principles related to recording and processing expenses and accruals; revenue recording and recognition; and customer refunds.
  • Working experience in CORE.
  • Attention to detail; excellent oral and written communication skills; significant experience providing customer service.
  • Proficient in Excel at an intermediate level.
