About this Unit:
CDHS Accounting provides fiscal management, accounting, financial reporting and cost accounting for the Department of Human Services. This work unit serves to: Assure proper accounting for department-wide fiscal controls, payroll functions, budget execution and oversight, fund reconciliation, cash deposits, and various cost allocations; Provide customer service, training, and mentoring to division personnel associated with accounting transactions and business processes; Assist division personnel in the development of sound internal controls and/or accounting management; Maintain the integrity of financial data in the State of Colorado’s Financial Reporting System; Support and complete the fiscal year-end closing; Provide timely and accurate reports and related information to all external constituencies; Recommend and assist in the development and implementation of new policy/business processes; Ensure that financial reporting and business operations are processed in accordance with established CDHS policies and procedures, statutes, rules, regulations, GAAP, and applicable governmental accounting principles; Provide accountable financial information for the Department; and Assist Department management, the Office of the State Controller, federal government, county departments of human/social services, and others in need of information in an efficient and timely manner.
About the Position/s:
Payroll: This unit is responsible for the accurate and timely collection and reporting of hours worked and leave taken by department employees in accordance with the Federal Fair Labor Standards Act, Family Medical Leave Act and State Personnel Rules and This position works to ensure accurate and timely payment and reporting of employee's wages, benefits, and deductions in accordance with generally accepted accounting principles, federal, state and department rules and regulations. The department serves over 5,500 employees in several agencies.
Summary of Duties:
Timekeeping and Payroll:
Ensures accurate and timely payroll and timekeeping for employees in the facilities assigned. Performs critical procedures to maintain the operation of the automated timekeeping system (Kronos) in the department as they relate to the Department of Human Services. This position works frequently in the payroll system CPPS to complete pay and balancing actions. Components of that pay include various deductions, direct deposit, adjustments to pay and/or hours and interactions with the state benefits system to assure proper health, dental and life insurance coverage.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Option 1 (Minimum Qualifications)
- Three (3) years of experience in accounts payable or payroll and timekeeping
- Please note: This experience must be clearly documented on your application and the supplemental questions must be answered.
Option 2 (Substitutions)
Appropriate education will substitute for the required experience on a year-for-year basis
Preferred Qualifications:
- Two year Associates degree in accounting, finance or mathematics
- At least 12 months of experience working in payroll
- At least 12 months of experience working in timekeeping system(s)
- At least 2 years of experience working with Microsoft Office, including intermediate excel, word and email
- At least 2 years of experience with google applications including google drive and chat and web functions.
- At least 12 months experience working with cycles and deadlines of a high level of importance
- At least 12 months of experience working in a high pressure and busy work environment
- At least 12 months of experience working as a contributing part of a team
- Ability to learn new systems and processes that include many vital details
- Experience in CORE
- Ability to learn multiple systems
- Excellent organization skills
- Excellent communication skills
- Experience in high volume processing and busy work environment
- Ability to work independently and stay on task
Conditions of Employment:
- Standard Background – Name check, TRAILS, CMS and JBITS
- Occasional travel, as needed, to facilities or other offices related to training and department requirements
- Must have dependable high speed internet access
Must be able to work a Hybrid location schedule (minimum two days a week in office location)
- Former State employees who were disciplinarily terminated or resigned in lieu of termination must (1) disclose that information on the application (2) provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position, (3) provide the employee number from the applicant’s prior State employment. Absent extraordinary circumstances, prior disciplinary termination or resignation in lieu of termination and failure to provide this information will disqualify the applicant from future State employment with CDHS
