Job Description

Education/Disabilities/Home-Based Coordinator Rate of Pay: $20-30/hr.


The Education/Disabilities Coordinator oversees and directs the planning, organizing, and implementation of education and disabilities services for children in the center and in home based under the direction of the program director. These services contribute to the increased social competence in children and the recognition and enhancement of parents as the primary educators of their children.


QUALIFICATIONS AND REQUIREMENTS:

  • A baccalaureate or advanced degree in early childhood education or development. Preferred Master's degree in early childhood education or development.
  • Have knowledge and experience in the philosophy and practices of Head Start/Early Head Start, early childhood education and developmentally appropriate practice.
  • Personal qualifications of professionalism, managerial skills, and willingness to cooperate with the aims of the program, respect for children and adults, flexibility, patience, good personal hygiene, and physical and mental health which does not interfere with responsibilities
  • Have education or experience in collaborating with parents in the education of their children.


ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

  • Participate in program component pre-service training;
  • Perform the functions of this position with a strong working knowledge of the Head Start Performance Standards, Head Start Act of 2007, component service plans; Early Head Start child development outcomes; and through knowledge and application of developmentally appropriate practices.
  • Deliver pre-service and regular in-service training sessions to teaching staff.
  • Monitor the implementation of the adopted curricula in the classroom;
  • Monitor children files and service area monthly as required for ongoing monitoring.
  • Supervise the completion of 45-day developmental screening on all enrolled children;
  • Supervise all classroom practices - room arrangement, lesson plans, daily schedules, routines and transitions to assure their adherence to program policies and Head Start Performance Standards;
  • Supervise children's assessment, including weekly observations in each classroom, examples of the child's developmental assessments;
  • Guides the caregivers in supporting parents in administering the screens, Ages and Stages 3 (ASQ 3) and Ages and Stages Social Emotional (ASQ-SE) to center based children and the Brigance Screen to Home Based children.
  • Participates in the collection, data entry and updates of the Early Childhood information in the Child Plus data base and Teaching Strategies GOLD;
  • Determine that (2)Home Visits and (2) parent conferences are done per EHS/ Burke County EHS requirements and that they are used to discuss the child's individual development and progress, assisting the parents in developing observational skills and soliciting parent observations;
  • Identify and prioritize materials and equipment needed in classrooms and playground, and coordinate with director in making purchases;
  • Lead responsibility for parent engagement in education services as per EHS requirements;
  • Coordinate the transition of children to Head Start;
  • Work cooperatively with other component coordinators to plan education services integrated with health, mental health, nutrition, parent involvement, and social services;
  • Attend staff trainings and meetings, and board and parent meetings as scheduled/requested;
  • Assist individual caregivers in identifying their training needs, and improving their knowledge and abilities;
  • Participate in the development of the Individual Family Service Plan (I.F.S.P) or Individual Education Plan (I.E.P.) for children with identified disabilities;
  • Assist in recruiting and orienting volunteers, providing them with guidance as needed;
  • Complete and submit required reports to the director as required in a timely and accurate fashion;
  • Assist with the evaluation of caregiver performance at the end of probation and annually thereafter, and recommend subsequent personnel action to the director;
  • Actively participate in the development and implementation of the Caregiver Professional Development Plan;
  • Assure that files and documentation are complete, accurate, and confidentially maintained; and
  • Perform other duties, as required.

DISABILITIES

  • Participates with Family Service Workers in the outreach and recruitment plan to ensure enrollment of at least ten percent (10%) of children with special needs into the program.
  • Consults with staff from referral agency, teachers, and parents regarding children with special needs;
  • Provides training and resource material for staff and parents;
  • Coordinates program staff attendance at the IFSP and IEP meetings for Early Head Start children;
  • Recommends the purchase of appropriate special equipment and materials;
  • Ensures the provisions of special education laws are fulfilled to the fullest extent possible (Part B & C)
  • Participates as an advocate for Early Head Start families and other children with disabilities by attending community meetings relating to special education.


REQUIRED SKILLS:

  • Ability to use abstract reasoning, problem solving, planning and analytical skills in; training, evaluation, and program development;
  • Effective interpersonal and oral communication skills for supervisory duties;
  • Effective writing and oral communication skills to conduct meetings and training sessions, and to prepare reports that are clear, complete, comprehensive, and use good grammar and punctuation;
  • Successful experience working in a team setting while also able to work independently;
  • Ability to present a positive image of the organization to members of the community;
  • Facilitates the professional development of the caregivers;
  • Must be able to lift 40 pounds;
  • Must be able to travel as required, locally and regionally with possible extended time periods.


WORKING CONDITIONS:

  • Possible exposure to blood and bodily fluids or tissues;
  • Possible exposure to communicable diseases;
  • Job requires sitting for long periods of time (during planning and reporting) and standing for long periods of time (during observations and training), as well as stooping, squatting, and running

Terms of Employment: Full Time (230 days)

Evaluation of Performance: Performance of duties will be evaluated annually by the Director.
