Position Overview: The Program Manager will oversee residential services provided at a designated program area. This includes clinical evaluations of services at a program level and with individual participants with a diagnosis of a mental illness, developmental disability and or traumatic brain injury.
Compensation: $44,000 - $46,000. Full-time Exempt

Organization:
- This role reports to the Area Director
- This role has direct reports.
Location:South St. Paul
Role Responsibilities:
- Supervising, hiring, and terminating Mental Health Practitioners who provide Independent Living Skills support and 24 HR Emergency Assistance to RTI’s participants.
- Providing supervisory direction, annual reviews, and clinical/professional feedback for Mental Health Practitioners to enhance RTI’s participant’s coping skills development, independent living skills development and personal development.
- Providing tours to potential participants and their provider.
- Developing and managing program budgets and creating.
- Managing GRH amounts to applicable participants (scheduling and taking participants to purchase household items in timely manner each month, gathering client bills, oversee submission of appropriate paperwork to county monthly).
- Assist with the decision-making processes related to selection of new participants to the program.
- Document all significant events and follow-up on any incident reports.
- Review participant progress notes daily.
- Ensure program development and licensing compliance are met.
- Schedule client ILS meetings weekly.
- Facilitate team meetings and collaborative conversations with other programs and external Senior Program Manager
- Providing independent living skills training directly to participants.
- Providing 24 HR Emergency Support Services which require evaluation of participants in mental health crisis and implementing crisis intervention plans. RTI participants may exhibit verbal and/or physical aggressive behavior directed toward Staff. RTI practices non-violent interventions to crises, including de-escalation techniques and motivational interviewing techniques to de-escalate a person’s behavior before it poses an imminent risk of physical harm to self or others.
- Completing the necessary purchases for designated programs.
- Completing the necessary requirements for 245D licensure. Tracking, implementing, and developing required staff training.
- Implementing and maintaining person centered programming.
- Other, as needed, as company and role grows or evolves.
Required Experience, Education and Other Requirements:
- 4-6 years of combined education and or experience. Acceptable forms of years of experience include, but are not limited to:
- Bachelor’s (4 year) Degree in Social Work, Human Services, or another industry related field.
- Associate’s (2 year) Degree in Social work, Human Services, or another industry related field.
- A Diploma (1 year) from an accredited post-secondary institution in Social Work, Human Services, or another industry related field.
- Full-time work experience providing direct care services to persons with disabilities or persons aged 65 and older, under the supervision of an authorized staff person as defined by the state.

- Ability to pass a Department of Human Services background check.
- Ability to pass the BCA Criminal Background Check and the Sexual Exploitation of Patients by Psychotherapist screen required by DHS.
- Ability to pass screening required by Federal Human Services office of the Inspector General
- Ability to organize and work independently.
- Willingness to travel within the Metro Area, for applicable mileage reimbursements, with a current driver’s license, clean record, and personal vehicle with insurance.
- Posses a person-centered approach, consistent with the Philosophical approach of the individual program and RTI
- Ability to work with culturally diverse populations.
