Position Description
About Harris County Community Services Department:
This office is focused on addressing the housing, infrastructure and public service needs of the low to moderate-income community in Harris County. This is accomplished through a process of securing and managing grants from the U.S. Office of Housing and Urban Development (HUD) and partnerships with other government and non-profit agencies, resulting in a variety of programs, projects, and services.
DR Housing Navigator Overview:
The DR Housing Navigator is responsible for housing services for low income and/or homeless clients approved to receive housing assistance. The DR Housing Navigator works closely with the housing coordinator, housing case managers and clients to ensure appropriate, affordable housing is located based on a client's housing needs. Assists clients, as needed, with completion of appropriate documentation to secure housing placement.
Duties and Responsibilities:
  • Provide assistance with completing housing applications and associated paperwork, as needed.
  • Provide list of units and assist clients with their housing search.
  • Work closely with housing case manager in identifying known housing barriers.
  • Advocate for participants with prospective landlords.
  • Negotiate requested rent with landlord when rent is determined not reasonable.
  • Follow-up with landlord when unit fails County-required condition inspection ("HQS") to ensure landlord is willing to correct deficiencies and/or confirm deficiencies are corrected so that another inspection can be conducted.
  • Ensure lease terms are accurate and lease is executed by participant and landlord.
  • Compile statistics and data related to apartment owners, agencies, and other housing resources beneficial to the housing search process.
  • Attend routine case conferences and other meetings to ensure proper coordination and communication of client's needs.
  • Performs other duties as assigned.

Requirements
Education:
  • High School Diploma

Experience:
  • Must be experienced in working with the public.

Licensure:
  • Valid Driver's License (Texas upon hire)

Knowledge, Skills & Abilities:
  • Good organization, and strong verbal, and written communication skills.
  • Problem solving and conflict resolution skills.
  • Ability to maintain and execute confidential information.
  • Ability to work in diverse communities and exercise mature judgment.
  • Ability to establish and maintain effective working relationships with clients, property owners/ managers, co-workers, county officials, and the public.
  • Must be proficient in word processing.

Preferences
Education:
  • Some college in one or more of the following: Social Work, Sociology, Psychology, or other Liberal Arts discipline.

Experience:
  • 5 years of experience with real estate leasing, residential property management, housing location services, or housing navigation.

Licensure:
  • Texas Real Estate license

General Information
Position Type and Typical Hours of Work:
  • Full-Time | Grant-funded
  • Monday - Friday | 8:00 a.m. - 5:00 p.m.

Work Environment:
  • Cubical workspace
  • Working in the field and visit properties to find units for clients
  • Working with homeless clients in shelters, encampments (tent cities), under bridges, and shelters

Physical Demands:
  • Be able to work in the field, climb stairs, and in outside elements.
  • Drive own vehicle if a county car is not available.
  • Visit homeless encampments.
  • Work outside for short periods of time.
  • Work in field 40% to 60% of the time.
  • Work with clients that have a criminal background, mental health conditions and are vulnerable.

Employment may be contingent on passing a drug screen and meeting other standards.
