The role you'll contribute:
The Divisional Director, Design and Construction, Center of Excellence, provides vision, oversight, and direction for construction planning and projects for the organization in an assigned Division where D&C support is required. The position is responsible for but not limited to administrative implementation, budgeting and finance, team member and staffing performance management, talent development, operational efficiencies and timely execution of organizational processes, programs, and projects.
Develops and administers programs to design projects in accordance with local state, and federal regulations, and AdventHealth guidelines. Areas of responsibility include planning, Design and Construction management including equipment integration, activation and transition planning through occupancy and project closeout. Responsible for RFP issuance, bid analysis, contract negotiations and ensuring a competitive selection and evaluation process for all AEC, CX, OR consultants. This role reports to the Executive Director. Actively demonstrates outstanding customer service and accepts responsibility in maintaining relationships that are equally respectful to all.
The Divisional Director of Planning & Construction is accountable to the Regional Executive team in supporting the organization's mission and strategic objectives through the development and implementation of a comprehensive, regional-wide facility master plan. In this capacity, the Divisional Director will work closely with senior executives at each campus to translate growth projections across all dimensions into real estate and space requirements, and with the regional finance team to develop capital budget projections that are in line with AdventHealth's financial objectives. The Divisional Director will oversee all aspects of project development, space planning, and Design and Construction; and ensure that construction and renovation projects stay within budget and on schedule.
Key success indicators are as follows:
o Maintaining compliance with federal, state, local jurisdictions and The Joint Commission /DNV requirements.
o Successful budgeting and completion of multiple, simultaneous projects.
o Development of staff
o Coordination of project stakeholders to meet the needs of the organization
Must have experience in managing and directing a portfolio of projects up to One (1) Billion Dollars
The AdventHealth Design & Construction Center of Excellence (D&C CoE) will centralize and enable standard processes, policies, and industry-best practices, while also improving the execution, consistency, stewardship, and delivery of projects
The value you'll bring to the team:
  • Participates in needs assessments. Assists in the development of specifications for all construction, repair, and modification projects. Participates in bid analyses.
  • Participates in evaluating potential sites and/or conditions of existing locations to determine construction and/or renovation requirements. Ensures selected locations meet project needs, requirements, and specifications
  • Coordinates all capital project activities in collaboration with regional D&C leaders. (e.g., renovations, inspections, contractor, and architect meetings, permitting activities, project close-out and building commission activities, calendars, mandated reports, etc.) to ensure all construction project phases are completed within specifications and with minimal interruption to site personnel
  • Monitors project activities including costs, time, materials, schedules, budgets, and change orders to ensure Center objectives are achieved within budget and schedule and in compliance with governing regulations
  • Inspects all aspects of construction (i.e., exterior, interior, walls, electrical, roof, concrete, paint, systems, and equipment, etc.) to ensure compliance with plans, specifications, and local codes and ordinances
  • Coordinates work schedules with other departments and reviews completed projects for quality and user satisfaction
  • Oversees the space allocation function and related moves
  • Ensures files of all project-related documents, including architectural publications, material samples, district directives, job-related communications, etc. are maintained and accessible. Ensures all governing bodies and permitting agencies receive required documentation and all documents are received from contractors as requested and at project close-outs
  • Assists with resolution of warranty issues with design architects and general contractor representatives
  • Manages assigned direct reports recruitment and selection, on-boarding, development, performance evaluation, coaching and counseling, and administering discipline as needed
  • Leads and is accountable for system-wide delivery and performance of the D&C CoE.
  • Evaluates current systems and processes, develops, and implements system-wide standards for a comprehensive design management program including; vendor management, project management, equipment procurement, and other applicable standards and processes.
  • Directs the Design and Construction process on key projects. Provides department oversight to project managers and other key staff to ensure projects are completed on time and within budget.
  • Oversee and manage the department's project assignments.
  • Works with leadership to inspect progress of projects; ensure that work is completed on time, with consistent quality and in conformity with established procedures of the Office of Design & Construction.
  • Serves as the expert and effectively provides project management on high dollar, large and complex projects typically $15Mi and higher.
  • Develops support and training programs to ensure all staff are knowledgeable of current codes and regulations with local jursidication requirements , OSHA, DNV, CMS), and with internal policies and procedures.
  • Provides JCAHO/DNV advice and guidance to hospital department managers and other personnel in policy interpretations and related matters ensuring compliance.
  • Key advisor to Senior Leadership with capital project Design and Construction budgets. Works with department to ensure consistent and accurate financial data.
  • Manages budget, expense priorities and constantly striving to eliminate unnecessary costs to the hospital.
  • Establish strategic objectives, directs the development and implementation of design standards to ensure projects are executed at appropriate levels of quality, are compatible with AdventHealth's sustainability plan, and are effectively commissioned prior to occupancy.
  • Stay abreast of changes in Design and Construction processes, systems and best practices and implement them as appropriate; constantly look for ways to improve and enhance business.
  • Ensures departments maintain effective and appropriate communication and customer service within all sectors of the community including; approval agencies, community boards and private citizens.
  • Supports and encourages professional development through participation in educational programs and professional organizations, and activities to maintain knowledge of national trends and to promote leading edge performance.
  • Promotes good staffing practices by maximizing human resource utilization; forecasts and anticipates personnel needs regarding fluctuations in the projected workload.
  • Builds capabilities within departments by coaching, developing, evaluating, and mentoring team members.
  • Oversee all planning, Design and Construction activities to ensure that AdventHealth's growth needs are met.
  • Work with Regional Executives to obtain Board approval for long-range capital budget projections, specific capital budget requests, and facility master plans.
  • Ensure project management teams are in place that can effectively oversee the work of outside vendors and keep projects on time and within budget.
  • Oversee processes for selecting architects, consultants, construction managers, and other major vendors, ensuring that AdventHealth is deriving the most value from these relationships.
  • Acts as a resource to all regional and system entities regarding healthcare construction standard(s), code regulatory compliance, and space planning.
  • Oversee and coordinate all activities associated with project planning, design, and Construction, and oversee the processes responsible for managing, supervising, and contracting with consultants, contractors, and vendors associated with all construction, renovation and major repair projects.
  • Responsible for the development, implementation and direction of a planned project selection and cost estimating for both short- and long-term facility needs.
  • Ensure that all legal and departmental standards are met; develop and maintain relationships with all the City and State Agencies, regulatory and enforcement offices, other committees and boards responsible for the permitting, and a variety of local community groups; and oversee the process of negotiating with, selecting, and maintaining relationships with appropriate vendors and outside contractors.

Qualifications
The expertise and experiences you'll need to succeed :
EDUCATION AND EXPERIENCE REQUIRED :
  • Bachelor's degree in architecture, Engineering, Construction Management or related
  • Minimum (10) years management experience in healthcare facility construction / physical plant operations including (7) years project management experience coordinating the conceptual planning through the completion phases in the Design and Construction of health care, research lab, or large campus facilities.
  • Experience with regulatory compliance project plans and adherence to guidelines and protocols governed by the local jurisdications including Fire Marshal, Code Enforcement, CMS, The Joint Commission, DNV etc.
  • Experience conducting long-term planning/forecasting and modeling programming to proactively make decisions about timely completion of projects and deliverables.
  • Must be knowledgeable of Energy and Environmental Design ("LEED") accreditation issued by the U.S. Green Building Council ("USGBC") or other sustainability certification programs and support AdventHealth's sustainability and ESG program
  • Minimum of five (7) years in a supervisory role responsible for recruitment and selection, evaluation, training and development, and discipline.
  • 10 years' healthcare Design and Construction project management experience. Previous experience must include overseeing renovation and new construction projects.
  • Considerable knowledge of budget practices, employee management, and working with vendor contracts and services.
  • Must have knowledge of applicable Building and Fire Codes. Complex, institutional experience required.
  • Skilled in reading and interpreting mechanical. electrical, plumbing and fire protection drawings
  • Lean Design and Construction Practitioner
  • Proficiency with AutoCAD and Revit
  • Comprehensive understanding of local Administrative Code - Hospital Licensure requirements
  • Comprehensive understanding of the National Fire Protection Association ("NFPA") 101 Life Safety Code and NFPA 99 Health Care Facilities Code
  • Comprehensive understanding of the latest version of Facility Guidelines Institute "FGI".
  • Ability to work flexible hours
  • Extensive knowledge of AHCA regulations, JCAHO/DNV standards, and other applicable codes of the construction industry
  • Advanced knowledge of the Design and Construction industry and standard practices, and how they relate to healthcare facilities
  • Comprehensive understanding of the Design and Construction of large engineering systems such as: HVAC, plumbing, electrical systems, and engineering maintenance, including ability to problem solve effectively
  • Excellent project management, financial analysis, and strategic planning skills required
  • Ability to read and interpret construction documents, CAD drawings and related documents

LICENSURE, CERTIFICATION, OR REGISTRATION REQUIRED:
  • Current certification as a Certified Healthcare Constructor (CHC) by the American Society of Healthcare Engineering (ASHE), within 1 year of hire
  • Lean Practitioner Certification from the Lean Construction Institute (LCI), within 1 year of hire
