Title: District Bookkeeper
Qualifications:
- Bachelor's Degree in Accounting, Finance, Business Administration, or a related field
- Five (5) years' experience of payroll management or human resources management, preferably in an educational setting
- Strong knowledge of payroll processing, tax regulations, benefits administration, and employment laws and regulations.
- Proficiency in payroll software, preferably Skyward, and Google Suite
- Excellent interpersonal, communication, and conflict resolution skills
- Exceptional attention to detail and organizational skills
Reports To: Superintendent
Supervises: Secretarial Staff
Objective: To create a positive and inclusive work environment by ensuring accurate and timely payment of salaries to district employees, compliance with tax and employment laws, and compliance with federal and state reporting requirements.
Performance Responsibilities:
- Manage the end-to-end payroll process, ensuring accurate and timely payment of salaries, benefits, and deductions.
- Review and validate timesheets, wage computations, and other payroll-related data.
- Stay current with federal, state, and local payroll and tax laws, and ensure the district's compliance.
- Prepare and submit required payroll reports to appropriate authorities.
- Reconcile payroll accounts and resolve discrepancies.
- Administer employee benefits programs related to payroll, including health insurance, retirement plans, and leave policies.
- Handle employee inquiries and address benefit-related issues.
- Process wage garnishments, child support order, and other authorized deductions from employee paychecks, ensure compliance with legal requirements, and coordinate with relevant agencies.
- Monitor and maintain the payroll software and systems to ensure efficient processing.
- Prepare and distribute W-2s and other year-end tax forms to employees.
- Ensure accurate reporting and submission of payroll data to relevant agencies
- Handle employee relations issues, including conflict resolution, disciplinary actions, and grievance procedures.
- Ensure compliance with labor laws, regulations, and district policies.
- Develop and maintain a comprehensive onboarding program for new employees.
- Ensure the district is in compliance with federal, state, and local labor laws and regulations.
- Maintain accurate and up-to-date employee records, including personnel files.
- Assists the Administrator in charge of grants in maintaining accurate records for all federal, state, and local grants.
- Monitor and maintain an accounts payable system to ensure that vendors are paid in a timely manner and purchases are tracked and recorded appropriately.
- Performs other related duties as assigned.
Terms of Employment: The work year for this position will be a 12 month term. Starting salary will be $55,000 - $60,000. Additional compensation based on experience. Benefits can be found in the employee handbook at www.rths193.org.
