Job description

This position will lead the City's Cost Recovery/reimbursement efforts from natural and man-made disasters through our involvement in the FEMA Public Assistance program and related recovery grant programs from initiation to close out. Performs professional responsibilities involving complex work including major administrative tasks, project tracking, training, and financial tracking. Ensures targets and requirements are met and that assignments are completed and delivered on FEMA's schedule. Will perform monitoring, coordinating and submission of financial recovery with City staff, consultants, and public agencies. Develops and implements program guidelines, training and procedures while maintaining program compliance with minimal supervision. Work is performed under the general direction of the Grants Division Manager.

  • Leads cross functional project teams to identify, prioritize, and coordinate various governmental disaster recovery programs, and acts as primary point of contact with local, state, and federal government officials as it relates to disaster financial recovery programs.
  • Performs all tasks in FEMA Grants Portal, FloridaPA, F-ROC and other agency portals.
  • Initiates and implements improvements to meet federal, state, and local compliance requirements.
  • Performs document coordination with a large team and organizes/submits for tracking and submittal to FEMA and other agencies.
  • Manages document processes such as capturing, recording, summarizing, and retaining financial/cost transactions and supplemental materials to meet the necessary compliance and retention requirements.
  • Understands and applies relevant policies and structure including F-ROC, PAPPG, FHWA, NIMS, ICS, NRF, Stafford Act and Uniform Guidance.
  • Reviews documentation, project work records, insurance documents and related paperwork, and recommends course of action for maximum Cost Recovery.
  • Completes all reports, requests for information, audits, extension and close out processes.
  • Monitors and applies FEMA, F-ROC, and other agency best practices.
  • Creates, trains and tracks employee training under FEMA, F-ROC and other disaster related programs.
  • Examines and evaluates best practices of other departments, governments, or agencies for potential departmental process improvements.
  • Monitors progress on subject matter assignments, special projects, services, operations, construction, or other activities in accordance with established requirements and schedules and addresses any delays in a timely manner.
  • Oversees projects and creates reports for upper management.
  • May supervise employees on an intermittent basis.
  • May be asked to assist with other grant related duties within the Division.
  • Performs other related job duties as assigned.

  • Knowledge of public administration principles and practices.
  • Knowledge of budget, finance, FEMA, FDEM and grant management systems.
  • Knowledge of principles and procedures of accounting, public administration and federal grant management, including understanding of applicable local, state and federal codes.
  • Skill in identifying, analyzing, and isolating problems, and finding problem resolution.
  • Skill in interpersonal skills, communications, team building, facilitation, networking, and negotiations.
  • Ability to coordinate and lead, work completed or performed by others.
  • Ability to work cohesively in a large team setting.
  • Ability to complete work assignments efficiently, accurately and within established time frames, working independently and cooperatively.

  • Ability to apply computer applications and software.

Working Conditions:

While performing the duties of this job, the employee's work is typically performed in a safe and secure work environment that may periodically have unpredicted requirements or demands.

Work is expected to be primarily remote following the satisfactory completion of the probation period. This position also requires occasional visits to various city worksites and locations.

Risk/Safety Conditions:

This position requires minimal exposure or risk to physical health and/or physical safety (e.g., exposure to environmentally hazardous material, heavy equipment, etc.)

Physical Activities:

The work is sedentary work: exerting up to 10 pounds of force occasionally and negligible amount of force constantly to move objects. Additional requirements include balancing, bending, climbing, crouching, feeling, fingering, grasping, handling, hearing, kneeling, lifting, mental acuity, pulling, pushing, reaching, repetitive motion, speaking, standing, talking, visual acuity, and walking.

Position requires the operation of a City vehicle.

(Occasional=1-3 Hrs.; Frequent=3-5 Hrs.; Constant=5-8 Hrs. - Per Workday)


Education and Experience:

  • Bachelor's Degree from an accredited college or university in Finance, Public or Business Administration or other related degree.
  • Three (3) years of demonstrated successful experience with the FEMA Public Assistance Process or federal grant administration.
  • Relevant experience in federal grant administration may supplement degree requirements or an equivalent combination of education, training, and experience, which would provide the necessary knowledge, skills, and abilities.

(A comparable amount of relevant training, education and/or experience may be substituted for the above qualifications.)


Licenses and Certifications:

Must possess a valid Florida driver's license.
