General Overview:
The City of Newberry seeks a candidate who is dedicated to serving our citizens and customers, and to upholding its mission, vision, and values. We are looking for an experienced PUBLIC WORKS director to provide efficient and effective operations for the streets and grounds, vehicle and equipment maintenance, and the building maintenance divisions. This is a crucial role that will oversee the engineering and inspection related functions as needed in the areas of land development, capital improvement projects, traffic, and special projects. In this role, you will provide highly complex and responsible support to the City Manager.
Job Duties:
- Manages department employees to include instructing, assigning, and reviewing work, as well as disciplinary actions, selecting new employees, recommending promotions, terminations and salary increases.
- Maintaining local, state, and federal regulations regarding the programs and divisions for sidewalk construction, street resurfacing, “C” bonds; responsible for maintaining SC DOT communications, including encroachment permits; applying for grants and following guidelines as dictated in the grants.
- Prepares annual departmental budget; monitors expenditures and capital project budgets; prepares cost estimates for City projects; develops and manages Capital Improvement Projects; directs the preparation of plans, specifications, cost estimates, and contract documents.
- Meets with vendors, city departments, contractors, and consultants to evaluate, negotiate to coordinate and implement various City projects and programs; serves on committees as needed; acts as the City’s agent for CTC meetings.
- Oversees bridge reconstruction projects, roadwork projects, and the expansion of the Capital Sales Tax program to ensure we meet federal and local regulations, project scope and timelines for completion.
- Ability to research property titles; negotiate and acquire easements; confer with agencies and residents and acts to resolve problems and conflicts.
Minimum Qualifications and Experience:
- HS Diploma/GED minimum; prefers a bachelor’s degree in civil engineering, or related field, supplemented by five to eight years of progressively responsible experience in a PUBLIC WORKS department with at least one to two years of related supervisory experience; or an equivalent combination of education, training, and experience which provides the required knowledge, skills, and abilities.
- Must possess, or have the ability to obtain, a valid SC commercial driver’s license class ‘A’

Salary Exempt Pay Range: $86,060 - $105,297 annually based on credentials, education, experience, and achievements
In this position, the PUBLIC WORKS director has a take home car. All full-time employees have many benefit options including 97% of the employee’s individual health insurance is paid by the City, along with 100% paid premiums for basic life, basic LTD and basic dental. As an employee, you would be a member of the SC Retirement system contributing 9% with an employer 18.56% match, accrue paid sick leave and vacation from date of hire, have the option to enroll in a 401k or 457b, and be eligible to take part in the City’s Wellness program.
Fringe Benefits:
- 11 holidays per year + 1 annual floating birthday;
- Accrue two weeks of sick leave annually starting from date of hire;
- From date of hire, accrue two weeks of vacation time annually up to 2 years of service; then accruals increase to three weeks; at 15 years of service, accruals increase to four weeks.
