Legacy Community Health is a premium, Federally Qualified Health Center (FQHC) that provides comprehensive care to community members regardless of their ability to pay. Our goal is to treat the entire patient while improving their overall wellness and quality of life, in addition to providing free pregnancy tests, HIV/AIDS screening. At Legacy, we empower patients to lead better lives by promoting healthy behaviors and offering resources such as literacy classes, family planning services, and nutrition and weight management information.
Our roots began in 1981 as the Montrose Clinic, with specialization in HIV education, testing, and treatment. Since then, the agency has expanded to >50 clinics in Houston, one in Baytown, two in Beaumont, and one in Deer Park with extensive services that include: Adult primary care, HIV/AIDS care, pediatrics, OB/GYN and maternity, dental, vision and behavioral health. Job Description
The Director of Operations, Information Management at Legacy Community Health Services (Legacy) plans and directs the design, implementation, and maintenance of clinical and operational information systems (IS) to effectively apply technology solutions to improve clinical and operational IS functions and health record management. The Director performs administrative and management duties for Legacy's clinical and operational IS. The Director is also responsible for translating Legacy's mission, strategic goals and program priorities into clinical and operational IS objectives. The Director will be responsible for providing leadership, direction, support and management of clinical and operational IS solutions. The Director manages the analysis, selection, design, implementation and support of clinical and operational IS solutions to manage and improve clinical and operational objectives. In performing some of these duties, the Director may also work collaboratively with staff/consultants in Legacy's Information Technology (IT) department.
Essential Functions
  • Leads and develops a cross-functional team to promote the adoption and optimization of clinical and operational IS solutions. This includes overseeing the day-to-day aspects of the team, including management of direct reports.
  • Directs & coordinates the design, implementation and maintenance of clinical and operational IS solutions to improve daily clinical and operational functions and objectives.
  • Coordinates HIMS projects with internal Legacy stakeholders to achieve effective integration and interoperability of clinical and operational IS solutions with other Legacy and/or IT applications and processes.
  • Collaborates with internal Legacy stakeholders to implement process improvement initiatives across new IS products, and launches that moves Legacy towards operational excellence that is measurable, repeatable and scalable.
  • Leads clinical and operational IS project implementations, as well as post implementation activities such as monitoring IS project performance and sustainability, providing outcomes to oversight committees/internal stakeholders, monitoring overall success and shortcomings of clinical and operational IS program design and function, and refining processes for continued success and scalability.
  • Implements processes and systems to ensure accurate and complete health record documentation
  • Works with providers to improve the quality of documentation
  • Tracks and trends audits and denials from third-party payers and auditors and addresses related documentation issues to address/correct the denials.
  • Prepares and analyzes clinical data for research purposes, process improvement, utilization management, etc.
  • Analyzes new HIMS/clinical and operational IS product/collaboration launches and project risks, develops recommendations for risk mitigation related to the products/launches, and communicates risk mitigation options to Legacy leadership and internal stakeholders.
  • Proactively works to promote a positive and customer service-focused HIMS team.
  • Proactively engages with HIMS team members to understand each individual's needs and career objectives, promoting employee career growth and establishing aligned team and individual goals in support of Legacy.
  • Coaches HIMS team members with regard to career growth and improving their contributions to the team and to Legacy.
  • Assists in identifying, evaluating and hiring HIMS team members and, when requested, employees outside HIMS.
  • Demonstrates customer service and solution-oriented focus through leadership.
  • Participates in Legacy committees as requested.
  • Other duties as assigned

Education & Training Experience Requirements
  • Bachelors' degree or equivalent in business, management, healthcare informatics, data science, software engineering, healthcare administration, or similar discipline or equivalent job experience required.
  • HIMSS Certification
  • Master's degree preferred
  • Certification related to program or project management, healthcare IT, and/or IT management preferred.
  • Five or more years' experience related to electronic health record (EHR) or related information system implementation, support, training or administration preferred.
  • Five or more years of experience in the healthcare industry required.
  • Three or more years of experience working in or delivering IT services, record management, support and/or training to a healthcare organization required.
  • Three or more years of EHR, Care or Case Management or similar clinical software experience required.
  • HIMSS Certification
  • Self-directed with strong communication skills, high level of customer service, a proven ability to follow through on projects and tasks and an understanding of clinical, financial and operational functions.

Work Experience Requirements
  • Six years of relevant clinical and operational healthcare experience in software configuration, implementation, support, and delivery.
  • Three years of progressive leadership experience in healthcare clinical settings (IT or Operations).
  • Ability to meet Legacy Community Health's EPIC proficiency requirements.
