Job description

We are seeking a Director of Operations and Maintenance who will be responsible for planning, coordinating, and directing all mechanical, electrical, plumbing, (MEP), roofing, paint, carpentry Operations and Maintenance, facilities support (grounds and custodial services) and customer services on the Homewood Campus. This includes supervision of these shops and oversight and accountability for their respective budgets. Additionally, the Director supports new building design and renovation projects with design review and works with the Design & Construction (D&C) group to ensure appropriate quality equipment, and that preferred operational schemes are employed. This position reports to the Senior Director of Facility Operations.


Specific Duties & Responsibilities

  • Plan, coordinate, and direct all MEP maintenance and operations related to buildings on the Homewood Campus. This requires direct oversight of seven maintenance and facilities support shops comprised of four managers, and at least 275 union and non-union employees. It also requires selecting and providing direction for the supervision of contract labor and outside contractors.
  • Prepares and manages an operation and Maintenance budget totaling approximately $14 million dollars. This includes oversight of expenditures and reconciliation of expenses.
  • Troubleshoots mechanical, electrical, plumbing and facilities support problems and implements corrective action through the use of in-house and contractual staff.
  • Communicates with all levels across the university community, including students, bargaining unit employees and staff members, department heads and directors, Deans, and may be called on for presentations to staff up to and including Vice Presidents. Communicates with entities outside the university including government agencies and groups doing business with the university.
  • Works with architects, engineers, general and subcontractors, and D&C on major and minor construction projects.
  • Develops and implements operations standards for building automation and HVAC systems.
  • Responsible for hiring, motivating, and disciplining staff.
  • Provides training to personnel and assists with the development and implementation of Plant Operations annual training program.
  • Negotiates and manages all Facilities Operation and Maintenance Support related contractual services for the Homewood Campus; includes assisting in the development of contracts and sole responsibility for ensuring awarded contracts are fully executed. Typical contracts include building automation controls and HVAC, electrical maintenance, life safety systems and emergency generator maintenance. Assists in developing and implementing annual and long-term capital renewal projects through the use of proprietary capital renewal software program, which necessitates performing periodic building inspections and priority updates.
  • Develops and manages preventive maintenance program for Homewood buildings. This includes data collection, prioritization and scheduling of maintenance tasks.
  • Monitors and analyzes energy usage and trends; recommends operational and/or equipment changes designed to improve efficiencies.
  • Manages the construction of maintenance improvement projects annually totaling approximately $2million. Projects include deferred maintenance and capital replacement.
  • Evaluates and selects outside vendors, contractors and consultants that best meet the needs of the university. Procures supplies and equipment necessary to maintain effective and efficient shop operations.
  • Acts as liaison between Facility Operations and the other department representatives for resolving Operations and Maintenance related issues and promoting operations ideas.
  • Ensures compliance with OSHA, BOCA, State and Federal regulations, and JHU safety standards for all work occurring in Homewood buildings.
  • Participates in MEP and facility operations comparisons with peer institutions to ensure best practices are being employed.
  • On-call at all times and is expected to be able to either physically or verbally respond to emergencies, depending upon the scope of the problem.
  • Performs annual performance evaluations and determines merit increases for supervisory staff.
  • Assists the Senior Director of Facility Operations with special projects as requested.

Minimum Qualifications
  • Bachelor's degree required, preferably in Engineering or a technical equivalent. Extensive experience may be substituted.
  • Ten years of related experience including Facilities Management and prior supervisory experience is required. Prior experience with Building Automation Control Systems is preferred.
  • Additional education may substitute for required experience, to the extent permitted by the JHU equivalency formula.

Communication

  • Must be computer literate and able to read and interpret plans, specifications, and technical manuals.
  • Must be able to establish and maintain effective working relationships with diverse constituencies and must possess strong communication skills.

Physical Requirements

  • Must be able to remain stationary for extended periods of time.
  • Ability to operate a computer and other equipment on a frequent basis.
  • Ability to frequently communicate with coworkers.
  • Ability to move about.
  • Ability to lift or move objects up to 50 lbs.

JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience.
