POSITION DESCRIPTION:
Position Summary
Under the direction of the Assistant Vice President and Dean of Students, the Director of TRiO-Student Support Services at Southern Student Affairs manages grant implementation to ensure program compliance and achievement of targeted grant outcomes. The program exists to help retain
students in their academic pursuits until they graduate from SOU. This program coordinates and provides advising, programming, referral, and resource information designed to assist students in their successful accomplishment of academic and life skills. Specifically, the objectives are to assist students in academic, career, cultural, financial, personal, and social areas as individual needs are assessed, with outcomes measured in persistence, good academic standing, and graduation rates.
The director recommends new hires, trains and supervises staff members (3), and performs other duties as assigned. The Director is a member of the AVP and Dean of Students Leadership team that helps with the strategic planning related to institutional and division goals. Other departments within the division include the Office of Dean of Students (Care Coordination and Student Conduct), Student Health and Wellness Center, Disability Resources, University Coaching and Academic Mentoring, Office of Student Belonging and Engagement (includes Student Activities, Social Justice and Equity Center, Epic! Events, Student Government, Food Pantry, New Student Programs, and the Stevenson Union), Career Connections, Veterans Resource Center, and University Housing).
Minimum Requirements
  • Master's degree.
  • At least three (3) years of experience in staff supervision, comprehensive program oversight and coordination, and fiscal management.
  • Knowledge of the needs of first-generation, low-income, academically underprepared, and/or disabled college students.

Preferred Requirements
  • Experience in designing, managing, or implementing a TRiO-SSS Program or similar Federal projects

Essential Functions
Duties - The following examples of typical work activities are meant to illustrate the general range of work functions and are not meant to be all-inclusive or restrictive:
(40%) Manages grant implementation to ensure program compliance and achievement of targeted grant outcomes:
  • Establishes specific grant outcomes, measurements, and progress benchmarks.
  • Authors and submits grant-related reports and administrative requirements, meeting deadlines.
  • Manages grant implementation to help ensure the University's compliance with the funding agency's rules and regulations.
  • Assesses program participants' needs; recommends, develops, and oversees the implementation of TRiO/SSS projects and activities designed to meet program needs by grant objectives and federal operating guidelines.
  • Oversees collection of participant and program data and ensures that required reports comply with grant regulations.
  • Develops annual budget and manages program funds by grant guidelines.

(40%) Contributes to the successful implementation and management of TRiO/SSS program services and objectives by the grant.
  • Communicates and coordinates with other programs, departments, staff, and faculty to promote awareness of TRiO/SSS and to increase participants' retention, graduation, and transfer rates.
  • Oversees designated student caseload.
  • Provides academic advising and support, transfer information, financial aid and scholarship availability, and information and support regarding other applicable processes toward students' success.
  • Ensures that a full array of programmatic efforts, Support Services, and outreach are offered to TRiO/SSS students.
  • Evaluate the effectiveness of the program, including the curriculum of success courses, orientation sessions, cultural events, TRiO/SSS tutoring services, career workshops, and other efforts identified in the grant.

(20%) Recommends new hires; trains and supervises staff members.
  • Manages direct reports (Academic Advisors (2) and Program Assistant (1)), ensuring that department deliverables and quality standards are met.
  • Conducts performance appraisals, recommends the hiring of staff when needed, and monitors conformance to College policies.
  • Contributes to the development of direct reports by providing frequent performance feedback, opportunities for professional growth, encouraging input, empowering decision-making, and equipping the employees to succeed in their roles.

Skills, Knowledge, and Abilities
  • Knowledge of principles and techniques of grant proposal writing, budgeting, administration, and compliance.
  • Ability to understand and interpret detailed regulations related to grants.
  • Knowledge of successful retention strategies utilized in higher education, particularly regarding the unique needs of community college students.
  • Ability to communicate effectively, and professionally through oral and written formats, including public speaking, teaching, and program promotion.
  • Ability to develop cooperative relationships with individuals, programs, College departments, and community agencies.
  • Proficient with Microsoft Office Suite (Word, Excel, Outlook, and PowerPoint).
  • Ability to compose and present information in a manner that is technically correct, compliant with guidelines/requirements, and well-presented.
  • Ability to develop and apply flexibility, resourcefulness, and creative approaches to unique problems with an understanding of the full College-wide context.
  • Excellent analytical, organizational, project management, employee management, communication, and interpersonal skills.
  • Ability to adapt to and work effectively in a heavily bureaucratic environment which requires regular interaction with several level within the organization and multiple outside agencies.
  • Working knowledge, or ability to quickly learn, university infrastructure, policies, and procedures
  • Ability to anticipate/recognize problems, issues, and opportunities as they arise and advise University leadership as appropriate.
  • Manage workload as appropriate and remain flexible in adapting to changing priorities. Initiative in independently planning, organizing, and performing work assignments within broadly defined parameters. Ability to handle multiple priorities in a well-organized and focused manner. Ability to meet deadlines and objectives. Demonstrated capacity to take the initiative and work productively with minimal supervision. Experience managing several complex projects simultaneously. Ability to work well under pressure, remain calm in a fast-paced environment, prioritize requests, and balance demands from a variety of sources.

Physical Demand
  • Extensive use of computer equipment.
  • Work in an office environment that is very busy with noise, frequent interruptions, and phone calls. Occasional lifting/carrying of up to 50 lbs.
  • Maintain a regular workday schedule and attend evening and weekend activities.

Special Conditions
  • Must be willing to travel and attend training programs off-site for occasional professional development.
  • Must be able to work additional hours and adjust working hours to meet special jobs. May be called back periodically to perform work as needed on an emergency basis.
  • Must be able to successfully pass a pre-employment background check.
  • Under the provisions of the Fair Labor Standards Act (FLSA), this position classification is defined as exempt are not subject to overtime regulations.
  • The person holding this position is considered a "mandatory reporter" under the Oregon Revised Statutes and is required to comply with the requirements set forth by the Oregon Department of Human Services.
