The districts leader for all matters related to Safety and Security and emergency preparedness, and administers and directs all facets of the district-wide Safety and Security program.

GOALS OF THE POSITION:
- Lead efforts to ensure safe and secure facilities across the district.
- Design and Implement district wide safety policies, procedures, and protocols.
- Support district and school leaders in efforts to maintain safe campuses.
ESSENTIAL JOB ELEMENTS:
- Inspire commitment to an overall vision of building safe school environments across the organization.
- Build positive relationships with law enforcement partners, school administrators, campus security personnel, teachers, school staff, and district administration.
- Manage district-wide emergency response plans and assist school administrators with ensuring school security operations that provide a safe and secure learning environment.
- Respond to schools 24-7 for emergency response and incident management; investigate violations involving students, staff, and district facilities in collaboration with building and district administration; perform specialized investigations when necessary.
- Ensure local, state, and federal laws and regulations pertaining to K-12 school security operations are being followed.
- Serve as the primary first responder liaison for district-wide emergency operations.
- Responsible for the coordination of the school resource officers and contracts.
- Develop and direct applicable budget that is aligned with overall strategic goals of the district toward creating and maintaining safe and secure environments
- Facilitate the district-wide Safety Committee in collaboration with board members and other district and school personnel.
- Train school administrators in best practices related to threat assessments, and assist as needed in conducting threat assessments.
- Ensure compliance with safety drills.
- Represent ECSD in local state and federal law enforcement and public safety meetings when applicable.
- Develop, deliver, and manage training programs on emergency response and Incident Management for school administrators, campus security officers, students, staff, and community.
- Consult with construction, facility, and design departments on the installation of emergency response and management systems.
- Other duties as assigned.

QUALIFICATIONS:
- Four or more years of law enforcement experience.
- Two or more years of School Resource Officer experience.
- Current firearm certification preferred.
- Certified Emergency Manager Certification from the Emergency Management Institute or equivalent ( or obtain certification within the first two years of employment).
- Certification in the National Incident Management System courses related to school safety. (ICS 100, ICS 200, NIMS 700).
- First Aid and CPR within the first six months of entering the position.
- Effective communication and interpersonal skills.
- Possess deep and comprehensive knowledge of best practices and legal policy related to school safety, discipline, suspension, expulsion, threat assessment, 504, mental health and special education as they apply to Safe school environments, and further understand the interpretation of best practices balanced with the reality of managing a school.
