The Town of Brookline is seeking a dynamic senior level candidate to oversee the coordination, administration, and management of all recreation programs, partnerships and activities. The Department operates a wide range of indoor and outdoor leisure activities for all ages and abilities within both an enterprise and revolving fund concept with bottom-line budgetary goals. The Director is responsible for departmental policy development, administrative and budgetary planning, program development, personnel supervision and contract administration. Works under the direction of the Town Administrator, and the policy direction of the Select Board and Parks and Recreation Commission.

Qualifications
Bachelor's in Recreation, Leisure Studies, Sports Management or related field plus five years of Recreational management experience, preferably with experience in a supervisory capacity over personnel, finances and facility planning; or any equivalent combination of education and experience. Master's Degree preferred. Certification in CPR and First Aid required.

Director of Recreation Job Description

Purpose
Administrative, organizational and supervisory work planning and directing the operations of a comprehensive indoor and outdoor community recreational program for children and adults within the Town of Brookline; all other related work as required.

Supervision
Works under the administrative direction of the Town Administrator, and the policy direction of the Parks and Recreation Commission. Incumbent functions independently, referring specific problems to supervisor only where clarification or interpretation of Town policy or procedures is required.

Exercises considerable initiative, creativity, and independent judgment in the planning, administration and execution of community recreational services, and in the direction of personnel. Incumbent is required to work independently in formulating decisions regarding policies, procedures, operations and plans for the Recreation Department.

Has direct supervisory responsibility for eight full-time employees. Has overall responsibility for approximately 100 seasonal or part-time employees, working on various programs throughout the year, as well as numerous volunteers.

Job Environment
Work is generally performed under typical office conditions with continuous interruptions from the general public; frequent field work is conducted outdoors with exposure to various weather conditions. Incumbent is frequently required to work outside of normal business hours. In addition, incumbent may be required to work on weekends and may be contacted at home at any time to respond to important situations and emergencies.

Makes frequent contact with the general public, numerous town department and officials, local civic organizations and governmental agencies. Contacts require persuasiveness and resourcefulness to influence the behavior of others.

Has access to department-oriented confidential information, such as personnel records and personal information about citizens, the disclosure of which would cause poor public relations for the department as well as the Town.

Errors could result in adverse public relations, mismanagement of funds and personnel, reduced level of services, and could jeopardize municipal programs.

Essential Functions

  • Plans, organizes, coordinates and supervises a community recreation program of year-round activities for children and adults which are culturally, socially, mentally and physically based.
  • Develops and plans services to meet the recreational needs of the community; handles long-range planning related to the recreational programs and operations.
  • Recruits, hires, trains, and instructs staff in all aspects of departmental policies and procedures; supervises staff in the performance of their work; assigns staff and develops work schedules. Organizes and schedules training seminars for all staff on an annual basis. Develops organizational structure to meet departmental staffing goals.
  • Develops budget estimates; administers specific program budgets; calculates program fees. Develops strategies for program financing, through budget appropriations, donations, and other funding sources. Develops specifications and contract documents for vendor services; oversees contracts with service vendors and monitors vendor performance. Oversees the preparation of payroll and bill warrants; ensures that the systems for records of expenditures and receipts is functioning properly and efficiently.
  • Maintains inventory of equipment and supplies; provides for the maintenance of equipment and recreational facilities; oversees the purchase of needed equipment and supplies.
  • Performs public relations activities by representing the Department at various community functions and meetings; keeps community advised of Departmental services.
  • Coordinates and designs marketing program for Department services, including developing and publishing brochures and notices.
  • Oversees the coordination and scheduling of the Town indoor and outdoor recreational and athletic facilities, including golf course, pool, tennis courts, winter skating rink, playgrounds, parks, fields, etc. Ensures that all Department-related parks and facilities are maintained. Works in cooperation with other Town departments regarding the planning and construction of Recreational facilities, as directed by the Recreation Commission.
  • Meets regularly with the Recreation Commission and submits reports of activities and accomplishments as needed.
  • Performs similar or related work as required or as situation dictates.

Recommended Minimum Qualifications

Education and Experience
Bachelor's Degree in park and recreation administration, leisure studies, physical education or related field with five years experience in recreational management, preferably in a municipal setting; or high school graduation and ten years experience in recreational management, preferably in a municipal setting; Master's Degree in related field preferred; or any equivalent combination of education and experience.

Special Requirements: Certification in CPR and First Aid required.

Knowledge, Ability and Skill
Knowledge: Thorough knowledge of the principles and practices of community recreation management and athletic program curriculum management.

Ability: Ability to deal effectively and diplomatically with other Town employees and the general public. Ability to supervise and evaluate the work of professional and non-professional subordinates. Ability to communicate clearly and concisely, both orally and in writing. Ability to develop innovative cost-effective programs to meet community needs. Ability to prepare and administer budgets. Ability to maintain accurate records. Ability to recruit, train, and supervise subordinate personnel effectively. Ability to use a computer. Ability to operate a telephone and standard office equipment.

Skill: Excellent planning and organizational skills. Excellent customer service skills. Skill in coordinating various programs and projects simultaneously.
