Job description

***$10,000 Sign on Bonus. $5,000 will be paid after 90 days and the remainder $5K after 6 months***

**Mon-Fri 8.30am-5pm. **(Provide Clinical Oversight as a LCSW, LMFT, PsyD, LPCC REQUIRED)**. Two or more years working full time in a Mental Health and Substance Use setting, one-year full-time experience in a leadership role, direct experience working with individuals with serious mental illness and/or serious emotional disturbance is required**

Pay range is $125K to $140K/year depending on the relevant years of experience.

PRINCIPAL DUTIES AND RESPONSIBILITIES:

  • Lead Agency Quality Improvement (QI) program in the evaluation, development, implementation, and coordination of its mental health and substance use programs and services, ensuring consistency and compliance with Agency clinical framework, established practices and systems, contract requirements, financial goals, and applicable regulations.*
  • Utilize various means and methodologies to create a foundation and sustained, up-to-date, comprehensive Quality Improvement Plan; monitor and revise clinical policies and procedures.
  • Develop multiple data sources, design data collection requirements, assist in development of reporting systems, analyze data to monitor emerging consumer and community needs, and recommend changes in clinical programs, services, and activities;
  • Develop and implement continuous improvement activities for clinical operations, including use of outcome data for improving the quality and delivery of care;
  • Design and implement systems and protocols for the management, completion, monitoring, compliance review and storage of clinical documentation/medical records;
  • Design, implement, monitor, analyze and report findings from clinical risk management systems;
  • Participate in the development of clinical pathways, utilization management protocols and utilization review systems;
  • Develop special projects, including the development of new service content, technology or special events.
  • Establish protocols, systems, documentation quality standards, practice guides, and outcome measures and training activities to assist staff to learn them and comply with contractual, regulatory, accreditation, and excellent practice and standards.
  • Obtain, interpret, and maintain applicable, up-to-date regulations and requirements for the creation and revision of the QI Plan;
  • Develop protocols and training activities to teach and assist staff to develop and implement self-audit and care monitoring systems;
  • Create a design of perpetual training and improvement to sustain compliance in the delivery of care;
  • Team with Human Resources’ training managers and Program Managers to incorporate necessary components and updates to professional development programs;
  • Implement and evaluate continuing education/in-service training programs based on QI/RM findings and to enhance staff knowledge on various QI/RM related topics;
  • Determine program and site certification requirements and direct activities required for certification; ensure that all outpatient staff requiring licensure, certification, registration, and/or waivers have current credentials on file; obtain waivers from DMH, when necessary;
  • Oversee internal audits of Momentum clinical programs.
  • Identify out-of-compliance and non-standard issues, staff, and service;
  • Implement and continually update the QI plan through the audit process.
  • Coordinate, review, prepare, update, and distribute standards, policies and procedures to ensure that professional/licensure standards and standards of Department of Mental health and substance use (DMH) and other regulatory agencies are met.
  • Prepare and submit annual Quality Management Plan to the DMH.
  • Act as a compliance, contract, and regulatory information resource, point of contact, and spokesperson for internal and external inquiries and complaints.*
  • Act as the Privacy Officer to ensure HIPAA compliance throughout the organization.
  • Function as the Momentum contact with payor QI departments and assist fiscal and personnel determine payor requirements.
  • Attend meetings of the Board of Directors Compliance Committee and provide information as requested to the Board of Directors.
  • Participate in periodic, in-depth external evaluations/audits of programs and services.*
  • Prepare for, coordinate, and respond to audits and site certification visits by County, state, and federal regulatory entities, such as DMH, Board of Psychiatrists (BOP), and Board of Behavioral Science (BBS).
  • Coordinate and collect mandatory components of program audits, assist auditors and prepare response to final report.
  • Evaluate and coordinate response to external requests for client information to ensure confidentiality and risk management protection through appropriate response protocols.
  • Provide required notifications regarding certification and authorization of new reporting units for programs.*
  • Select, train, supervise, and evaluate subordinate staff.*
  • Apprise the Executive Team and the Board of updates, issues, major changes, and irregularities in the QI Plan and results of internal and external audits and the impact, positive and negative, on contracts and services.*

OTHER DUTIES AND RESPONSIBILITIES:

  • Represent Momentum Quality Improvement Department at meetings and events with SCCBHSD, County Quality Improvement, local community colleges, universities, health care providers, and other external agencies.*
  • Chair or participate in divisional/departmental or Agency-wide committees related to Quality Improvement and/or care standards.*
  • Participate in community, Agency and team meetings, as requested.
  • Network with managers and staff, representatives of regulatory agencies, relevant professional associations, County and other QI contract programs.*
  • Maintain competence and knowledge of current trends in care standards and regulatory, accreditation and Quality Assurance/Improvement topic; participate in continuing education activities for professional growth, licensure and certification requirements.*

KNOWLEDGE, SKILL, AND ABILITIES REQUIRED: (E = Essential; D = Desired)

  • Postgraduate degree in Psychology, Social Work, Quality Management or Improvement, Nursing, Pharmacy, or a behavioral science.
  • Additional education, certifications, and experience:
  • Two or more years working full time in a mental health and substance use setting; (E)
  • At least four years’ supervisory, line or related project management experience; (E)
  • One year full-time experience in a leadership role; (E)
  • Direct experience serving individuals with serious and persistent mental illness or serious emotional disturbance. (E)
  • Current and valid licensure from the California Board of Behavioral Science (BBS) as a Marriage, Family Therapist (LMFT), Licensed Clinical Social Worker (LCSW), or Licensed Professional Clinical Counselor (LPCC); or licensure from the California Board of Psychology (BOP) as a Clinical Psychologist (PSY) or Licensed Clinical Psychologist (LCP).
  • Proven typing speed of 35 net wpm (E); computer literacy; intermediate level of MS Office applications—Word; Excel; Outlook—and Windows-based databases; basic Internet navigation and search ability; (E) familiarity with UNIX-based databases. (D)
  • Demonstrated ability to:
  • Plan, implement, direct, and evaluate clinical services and compliance with applicable regulations; (E)
  • Assess systems and practices and develop data collection systems to produce useful outcomes; (E)
  • Train, direct and supervise staff and program units, especially in response to regulatory, accreditation, and outcome requirements, self-monitoring, and continuous improvement techniques; (E)
  • Organize workload and manage multiple tasks and demands on a timely basis; (E)

  • Create and implement policies, procedures, and process improvements and measure efficacy. (E)

  • Work collaboratively with individuals identified as those with serious mental illness who meet the following criteria: histories of hospitalization, institutionalization, including with the criminal justice system, substance abuse, low engagement in medication treatment, and difficulty in participating in structured activities and living independently, and who may also be developmentally disabled; (E)
  • Work with individuals who may have cognitive difficulties and medical co-morbidities and are considered medically fragile, may be developmentally disabled, or may have long-term patterns of homelessness or relied on the services of emergency and institutional care; (E)
  • Work with populations identified as high risk and/or considered under-represented in the County Mental health and substance use system with multiple barriers; (E)
  • Exhibit exemplary customer service, compassion, and care in the execution of all duties and interactions. (E)
  • Knowledge of:
  • Principles and practices of standards of care, quality assessment/improvement, risk management, education and employee licensure, and scope of practice requirements for in-patient residential and out-patient mental health and substance use/psychiatric/psychotherapeutic services; (E)
  • Current trends and issues in quality assessment/improvement, drug and alcohol treatment, risk management/safety for in-patient residential and out-patient mental health and substance use care services and program management; (E)
  • Current standards and practices of QI, Behavioral Managed Health Care, Risk Management, and Total Quality Management; resources to research legislative issues; (E)
  • County, state, and federal legislation, regulations, including DMH and Title 9, and requirements applicable to the care of Agency’s target population; (E)

  • Special Requirements: Must be able to meet and receive a criminal records clearance, as required by Title XXII, other licensing regulations, and Momentum practices.
  • A valid California Driver License, with access to a reliable vehicle/for driving a company vehicle, current proof of auto liability insurance, and a clean DMV record. (E)
