The Director of Programs & Performance oversees programmatic operations for the Escambia Children’s Trust to ensure grantee programs are fully supported, to foster ongoing quality improvement among funded programs, and to enforce grantees’ compliance and fidelity to their contracts.
Essential Functions:
- Guides and evaluates funded program providers to ensure program fidelity, program quality, and program performance in meeting program objectives and deliverables.
- Implements program performance components, including model fidelity observations, implementation practice reviews, program alignment plans, incorporation of quality improvement measures, and operating reviews.
- Coordinates development of programmatic RFPs or other solicitations for funding.
- Oversees programmatic RFP process and works with the selection committee to administer the review process, including proposal scoring and ranking.
- Presents funding recommendations to the ECT Board of Directors.
- Provides consultation, coaching, and feedback as necessary and monitors funded providers’ progress made in achieving programmatic objectives.
- Monitors and analyzes data to evaluate program performance and ensure program objectives and outcomes are being met on a day-to-day basis.
- Manages the administration of the database for ECT, including the development of SAMIS (or other CRM system as applicable).
- Manages and supervises the Evaluation and Community Development Manager and is responsible for the overall direction, coordination, and evaluation of the position.
- Participates in budget preparation for agency operations and programming.
- Participates in the development of contracts for program services.
- Evaluates program activities and assesses risk regarding the care and service of youth and families.
- Collaborates internally to ensure solicited services are provided to meet ECT strategic plan goals.
- Represents ECT in a professional manner through public speaking, committee or association memberships, and networking.
- Assists the Executive Director with the revenue maximization efforts of ECT.
- Represents ECT in the Florida Alliance of Children’s Trusts and Councils’ SAMIS User’s Group and serves as the liaison between ECT and software development companies, as well as other related CSC/Trust collaboratives.
- Administers policies and oversees program compliance with contractual, licensing, and regulatory requirements.
- Directs the preparation and submission of reports and recommendations; oversees the development and dissemination of communication and documentation related to grantee performance.
Education/Experience Requirements:
- Master's degree in Social Science, Social Work, Planning, or related field; Ph.D. preferred.
- At least five (5) years of professional experience in social service planning, grant review, program monitoring, and performance evaluation required.
- At least five (5) years of related experience including children’s services, education, and/or social services; experience working with government-funded programs or governmental agencies is preferred.
- At least three (3) years administrative experience preferred.
- Familiarity with Escambia County children’s services landscape.
- Working knowledge of MS Office; experience using SAMIS or a similar CRM system is an asset.
- Excellent communication (oral and written) and presentation skills.
- Outstanding organizational and planning abilities.

- Knowledge of local, state, and national social service delivery systems with particular emphasis on those related to children, youth, and families.
- Knowledge of and experience with grant application review and administration.
- Knowledge and experience with program monitoring and evaluation techniques.
- Knowledge of and experience with computer networks, electronic information systems, and computer hardware and software.
- Ability to work with diverse groups and individuals in a capacity-building environment.
- Knowledge of child and youth development best practices and models.

Pay: $90,000.00 - $90,001.00 per year
