Responsibilities

The Project Management Office (PMO) Director leads the management and execution of large enterprise strategic initiatives to ensure requirements outlined in scopes of work are met as directed. In addition to project management disciplines, the PMO Director ensures proactive cross-functional alignment and awareness of project and business risks. Duties include initiating, planning, executing, and closing activities for enterprise strategic projects which will include development and delivery of products, solutions, and services to satisfy program and customer specified requirements within the negotiated budget and schedule. This leader is responsible for the leadership, management, and effectiveness of the PMO. This includes reporting, staffing, subcontract management, planning, risk management, quality management, and cost to enable the entire portfolio to execute project and program development with established processes that meet industry standards for consistent and quality performance. This director will drive effective and efficient completion of products, solutions, and services through improved delivery, quality of service, accuracy in data, and cost effectiveness to include driving recommendations for innovation and improvements.

 

This position provides leadership and project direction for global strategic projects to project management staff in direct and dotted line capacity.  Position will also develop departmental plans and priorities to address resource and operational challenges.

 

 

 

The Incumbent will:

 

Drive transparency, consistency, accountability, and quality of projects across the organization in conjunction with the MSA Business System.  Successfully launch new products, solutions, services:

 

  • Responsible for establishing and measuring all primary program metrics including schedules, deliverables, budgets, costs, and risks.
  • Work closely with business leaders to ensure all project teams are properly resourced and have clear goals and requirements and understand the short- and long-term goals.
  • Evaluate current program and project management approach and portfolio of projects, and partner with executive leadership and business leaders to determine appropriate project prioritization in support of strategic goals.
  • Establish a competency framework and ensure strategic staffing model is developed and maintained to support company, PMO, and project objectives.
  • Serve as an effective leader, facilitator, and coach for PMO staff.
  • Develop detailed value creation plan via an PMO maturity model, including progressive growth of governance, integration and alignment, processes, technology and data, and people.
  • Provide oversight on the intake, selection, and prioritization of projects and programs to create greater business value and meet organizational goals.

Successfully lead staff and provide project management training, coaching, and resources to the organization to enable successful business unit initiatives:

 

  • Manage, coach, and upskill team of globally based program and project managers to drive successful and accurate project completion.
  • Effectively communicate information (both technical and administrative) to staff and senior management on an ongoing basis.
  • Collaborate with direct reports to establish development goals and plans. Create learning opportunities and monitor progress towards these goals.  Ensure that employee development process is continuous.
  • Resolve conflict through open discussion or mediation. Fairly apply disciplinary process, if necessary.
  • Seek opportunities to better understand the organization's global approach, including strengths & weaknesses that are likely to affect the organization's ability to compete globally.
  • Determine courses of action that influence long-range department and organizational goals.
  • Encourage team - Look for and capitalize on opportunities to motivate, celebrate, and reward successful team performance.

Establish PM best practices and develop and implement PM continuous improvement plans:

 

  • Support the Project Management Community of Practice, with the goal of establishing common best-practice methodology with the ongoing goal of continuous improvement across project performance.
  • Identify and implement improvement plans that assist and enable business functions to better support the project management process.
  • Provide project management training, coaching, and resources to the organization to enable successful business unit initiatives.
Qualifications

Education/Experience Required:

 

  • 10+ years of professional experience required with a successful track record in driving significant strategic project or program execution, that includes a minimum of 7 years of experience in NPD/MissionOPS project management and 2 years direct management experience or equivalent.
  • Bachelor's degree in related discipline.
  • Experience with Scrum and Agile methodology
  • Strong focus on the customer, with ability to support driving tasks to completion to ensure on-time delivery of new MSA products, solutions, and/or services while meeting or exceeding expectations.
  • Highly developed interpersonal skills enabling collaboration with associates at all levels of MSA, and in all regions.
  • Excellent team-building skills with proven ability to utilize appropriate methods and interpersonal styles to develop, motivate, and guide management and the team to attain successful outcomes and business objectives.
  • Demonstrated ability to coach and develop associates by providing feedback, instruction, and developmental guidance to help associates excel.
  • Demonstrated customer-service and goal-oriented behaviors.
  • Demonstrated financial acumen managing projects/programs.
  • Ability to work under tight deadlines with changing priorities.
  • Demonstrated experience developing, measuring, and monitoring key performance indicators.
  • Demonstrated experience leading performance-based and outcome-based projects and programs.
  • Demonstrated experience successfully managing disparately located personnel, tasks, and projects.
  • Excellent written and oral communication skills.
  • Excellent organizational and multi-tasking skills.
  • Project Management certification (PMP)

Experience Preferred:

  • Program Management certification (PgMP)
  • Experience with voice-of-customer collection and implementation
  • Experience using WIKI/Confluence, SharePoint, Tempus, and Planisware

MBA/MS/PhD

  • Master's degree may be substituted for up to 2 years of relevant experience.
  • PhD may be substituted for up to 4 years of equivalent experience.
