Position Summary

Reporting to the Associate Vice President of Access & Opportunityof Pierce College District, the Director of P-12 Partnerships will advance the equity-centered mission of Pierce College by engaging with local school districts to build quality, equitable pathways to college leading to career outcomes. The director works collaboratively to build relationships with school district personnel, supervises on-site program manager(s) at partner high schools, and ensures the college's dual enrollment programs support equitable access, opportunity, and success while centering Black & Brown student excellence. Activities include administrative management of existing programs, community outreach/relationship building to develop and sustain new opportunities, actively identifying and dismantling barriers to equitable success, ongoing program and curriculum development and assessment, and directing the oversight of college operations on high school campuses.

Essential Functions

The Director of P-12 Partnerships will be responsible for the following, but not limited to:

Integrated Institutional & Program Core
  • Actively advance Pierce College's commitments to equity, diversity, inclusion, and antiracism to advance Black & Brown student excellence and provide access, opportunity, and success for our diverse community of learners.
  • Contribute to an engaged and supportive team to advance equitable opportunities and partnership.
  • Participate in committees and task forces to ensure collaboration on removing barriers and promoting access, opportunity, and success.
  • Other duties as assigned to support the mission, goals, and objectives of the college.
Leadership and Outreach
  • Work with District leadership, departments, and site staff to implement programming that ensures equitable access, opportunity, and success by sustaining a welcoming, inclusive, and affirming induction process and learning environment for dual enrollment students and those enrolled at partner sites. Actively work to dismantle barriers to access and success for systemically non-dominant students
  • Cultivate relationships and partnerships with Pierce County school districts and high schools. Work collaboratively with P-12 partners such as high school counselors, Career and College Readiness administrators, P-12 Career & Technical Education (CTE) advisory committees, and other stakeholders to manage and grow equitable P-12 student enrollment, develop CTE pathways, and represent Pierce District on relevant committees.
  • Actively partner across the District to develop engagement strategies that advance enrollment, increase retention, and support transition for students navigating dual enrollment or other P-12 site opportunities.
  • Collaboratively develop short and longer-term strategies for making community connections that promote Pierce programs to internal and external audiences. Work to further Pierce College possibilities in diverse communities and encourage college-going behavior.
  • Facilitate program and college participation in events hosted for students and parents across school districts; collaborate with Outreach Department to ensure representation at community events.
  • Prepare and present program information to stakeholders; Monitor progress toward identified goals and objectives; Analyze student demographics, engagement, course completion, and informal student survey data that inform program design and potential changes to identify and eliminate areas of inequity. Assess and document processes and procedures to identify/remove barriers, promote scaling, and strive for continual improvement.
Running Start Program Management
  • Serve as primary contact for the Running Start program across the district. Develop program goals and set priorities and metrics to advance Black & Brown student excellence, increased enrollment, and sustainability to completion and transition.
  • Work with Holistic Student Supports team to ensure equitable access and to provide culturally relevant and sustaining services to Running Start students.
  • Develop and maintain accurate Running Start materials in collaboration with Marketing & Communications (MarCom), including web content, print materials, email and other communications, and social media content consistent with district and state policies and guidelines.
  • Ensure Running Start policies and procedures are consistent with Washington State laws, State Board for Community and Technical Colleges (SBCTC), Office of the Superintendent of Public Instruction (OSPI) and district policies. Recommend changes in local practices as needed, with a specific focus on eliminating barriers to equitable access and success.
Partner Project Oversight (Bethel School District (BSD)
  • Collaborate with associate vice presidents and deans to provide quality instruction and responsive support services for Pierce College students at partner sites, currently in Bethel School District (BSD). Establish annual and quarterly schedules and accompanying faculty assignments, as well as access to holistic student support services, learning resources, and other District resources.
  • Work with Pierce College and BSD leadership to ensure availability of the breadth and depth of courses in preferred pathways and increase attainment of a transferable Associate's degree (AA-DTA) at both sites;
  • Work collaboratively with BSD and Pierce College staff and faculty to develop and promote Career and Technical Education to College pathways.
  • Hire, train, and supervise site-specific staff to ensure that goals & objectives of the project can be accomplished through clearly defined policies, systems, and responsibilities.
  • Collaborate with site management personnel, high school principals, BSD Information Technology personnel, Pierce College District & BSD Library Resources, Health & Safety Teams, and custodial staffs to ensure continued access to facility, classrooms, databases, and technology inherent to sustaining a high-quality learning environment.

Qualifications

Education Required

  • Master's degree from an accredited college or university in Education, Social Sciences, Sciences, Technology, Engineering, and Math (STEM) or any related field.

Experience Required

  • Experience managing programs and projects in P-12 and/or higher educational settings; familiarity with community college systems including entry and support services.
  • Experience designing and managing student support services and instructional programs and working collaboratively with stakeholders.
  • Experience interpreting, implementing, and communicating policies and procedures. Experience collecting, analyzing, and communicating data regarding program utilization and effectiveness.

Special Requirements and/or Conditions of Employment

  • Comply with background check requirement required of all Bethel School District employees and contractors, e.g., Washington State Patrol and FBI Background Check.
  • Successfully complete a Pierce College background check.
  • Hold a current driver's license and have means of traveling between sites and campuses.
