Title: Director of Human Resources
Reports to: Chief Administration Officer
Department: Administration/Human Resources (203)
Location: 5350 Machado Road, Culver City, CA 90230
FLSA Status: Exempt/D
Compensation: $110K - $130K annually
Program Hours: Monday-Friday 8:00 AM - 5:00 PM
Supervisory Responsibility: Generalist, Training Manager, Recruiter, HR Coordinator, and HR Assistant
Position Summary

The Director of Human Resources will plan, lead, direct, develop, and coordinate the policies, activities, trainings, and staff of the Human Resources department, ensuring legal compliance and support of Exceptional Children’s Foundation’s mission, strategic plan, and talent strategy.
Essential Duties and Responsibilities
  • Oversee the administration of Human resource programs including, but not limited to, compensation, benefits, leaves, employee relations, disciplinary actions, disputes and investigations, performance and talent management, productivity, recognition and morale, and training and development.
  • Collaborate with senior leadership to develop the organization’s strategy related to staffing, recruitment, and retention. Provide training, guidance, and support to directors and supervisors on topics related to Human Resources. Respond to inquiries regarding personnel policies, procedures, and employee information.
  • Maintain a positive relationship with ECF’s Professional Employer Organization (PEO). Oversee benefit administration including health, 401k/403b retirement savings plans, COBRA, leaves of absence (FMLA, CFRA, Pregnancy Disability, etc.), and unemployment insurance. Ensure prompt and accurate information is communicated to employees.
  • Create and implement employee relations practices to promote employee job satisfaction. Ensure that staff are supported by providing training, distributing information in a timely manner, and addressing employee concerns when needed. Coordinate investigations related to an employee or consumer complaint and recommend course of action.
  • Monitor and ensure the organization’s compliance with federal, state, and local employment laws and regulations, and recommended best practices. Review and modify policies and procedures to maintain compliance, update personnel policy manual and related documents accordingly. Ensure ECF’s compliance with Worker’s Compensation and OSHA requirements. Serve as the primary contact for ECF’s employment law attorney.
  • Establish standards, guidelines, and procedures to comply with retention/record keeping laws related to human resource documents including personnel files, OSHA Logs, EEO reports, and the Affirmative Action Plan.
  • Maintain knowledge of trends, best practices, regulatory changes, and new technologies in Human Resources, talent management, and employment law. Communicate changes in policy, practice, and resources to senior leadership. Facilitate professional development, training, and certification activities for HR staff.
Other Duties
  • Comply with ECF’s Injury and Illness Prevention Program. Ensure safe use and operation of tools and/or equipment.
  • Comply with ECF policies and procedures, including mandated reporting requirements.
  • Oversees the daily workflow of the department.
  • Develops and implements department budget.
  • Perform other duties as required.

Qualifications

Education/Licenses/Certifications: Bachelor’s degree in business or related discipline.
Experience: 10 years in Human Resources required, with 2-5 years preferred at thedirector level ina similar sized organization. SHRM-CP or SHRM-SCP a plus.
Knowledge/Abilities/Skills:
  • Thorough knowledge of current federal and state employment laws and regulations including, but not limited to, Wage and Hour laws, ADA, FMLA, CFRA, OSHA, workers’ compensation, I-9 requirements, COBRA, COVID-19, etc.
  • Excellent written and verbal communication skills and strong analytical, interpersonal and problem-solving skills and attention to detail.
  • Ability to handle and resolve confidential/sensitive issues with tact and diplomacy and maintain a professional demeanor.
  • Excellent time management skills with a proven ability to meet deadlines and quickly adapt to changing priorities.
  • Proficient in use of Microsoft Office Suite, Excel, and related software and the ability to quickly learn the organizations HRIS and talent management systems.
  • Strong understanding of the recruiting process, benefits administration, employee relations and other HR functions.
  • Strong analytical and problem-solving skills.
  • Strong supervisory and leadership skills.
  • Ability to adapt to the needs of the organization and employees.
  • Ability to prioritize tasks and to delegate them when appropriate.
Requirements
  • Valid California driver’s license, reliable transportation, evidence of car insurance, and insurable driving record. Motorcycles are not permitted while driving for ECF, may only be used when commuting to and from your home to main worksite. If using public transportation only, driving requirements do not apply.
  • Pass a DOJ background clearance.
  • Provide evidence of a negative TB test initially and every three years thereafter.
Work Environment

Work site is in a building shared with a school for students (grades 1–12th) who have varying degrees of learning, behavioral, emotional, and developmental disabilities. Employee may encounter students who are in crisis, exhibiting emotional/psychological distress, or behaving in an aggressive manner. Environment may include frequent interruptions, loud noise, odors, varying indoor temperature, and drafts. Outdoor temperature and weather will vary. Occasionally required to travel to various sites within Los Angeles County.
