The Director, Human Resources is responsible for developing and executing people services strategies in support of the overall business plan and strategic direction of the organization, specifically in the areas of onboarding, offboarding, benefits, labor and employment relations, and employee records compliance. This role provides strategic leadership by articulating operationalized human resource needs and plans to the VP of People Operations. As a Human Resources leader, they ensure policies and practices governed by Federal, State, and local authorities are implemented and followed. Under the direction of the VP of People Operations, and in collaboration with other leaders in the People Operations function, this role identifies opportunities to increase employee engagement, belonging, and inclusion at NeurAbilities.

What you will do:

 Management

  • Directing the People Services Department; effectively communicating departmental direction while setting clear performance objectives for self and others.
  • Providing guidance and feedback to support knowledge and skill development within the People Services department.
  • Establishing an inclusive environment that enables staff to be innovative while effectively balancing risk and opportunity.
  • Monitoring and ensuring the organization's compliance with federal, state, and local employment laws, regulations, and recommended best practices; review and modify policies and practices to maintain compliance.
  • Following NeurAbilities’ Policies and Procedures.
  • Following Federal, State, and local rules and regulations pertaining to medical and behavioral health services.

HR Service Delivery

  • Developing and maintaining functional and operational expertise to create and streamline SOPs in a timely manner.
  • Directing the design, implementation, and management of Human Resources programs, including benefits, leave, and occupational health and safety.
  • Oversee and direct the organization’s worker’s compensation program, ensuring adequate tracking of claims and that practices followed align with Federal and State policies and procedures.
  • Reviewing all incident report forms for employee injuries and providing guidance to managers and employees on missing/incomplete information to ensure reduction of liability. Serves as backup support to the HR Generalist on processing claims while ensuring accurate and complete documentation.
  • Managing employment disputes and investigations, ensuring status updates and escalation to the VP, People Operations, when applicable.
  • Managing, processing, and tracking FMLA requests and ADA accommodations, ensuring the organization remains in compliance with required timelines and that employees submit documentation within defined timeframes.
  • Developing and managing organizational policies according to Federal and State rules and regulations and NeurAbilities’ standards while ensuring the employee handbook and associated policies remain current.
  • Completing CBH reporting, employment verifications, wage, and separation requests in a timely manner.
  • Managing the unemployment process across all states while supporting branch offices for unemployment claims and UC hearings; representing the company on unemployment requirements to include documentation, telephone, and in-person hearings.
  • Assessing company policies, programs, and procedures and informing employees and management on their interpretation of them.
  • Managing and reporting on department activities related to onboarding, records maintenance, audits, and the tracking and reporting of employee information.
  • Maintaining compliance with employment recordkeeping and regulatory audit requirements and consistently obtaining a passing score. 

Talent Management

  • Facilitating training on employment law, ADA, performance reviews, discipline, terminations, ethics, and personnel policies and regulations.
  • Providing leadership and support in designing progressive people, cultural, and organizational strategies and solutions that result in engaged employees, highly successful managers, and leaders.
  • Providing consultative support to managers on all performance management topics, informing and supporting a positive and inclusive workplace culture.

Total Rewards

  • Administering compensation programs, managing collaborative relationships associated with compensation updates, and addressing office compensation requests.
  • Developing, evaluating, and modifying benefit policies to ensure that programs are current, competitive, and in compliance with NeurAbilities’ standards and legal requirements.
  • Administering and managing employee benefits programs.
  • Managing preparation and distribution of written and verbal information to inform employees of benefits and ACA compliance. Offering support to branch office staff to ensure compliance with federal, state, and local authorities.
  • Coordinating and managing the design and development of tools to assist employees in benefits selection, and to guide branch office staff in supporting employees’ benefits decisions.
  • Ensuring ACA compliance through process development, implementation, and oversight and fulfilling all reporting requirements of all relevant government rules and regulations.
  • Mediating between benefits providers and employees ensuring benefit-related questions and concerns are addressed.

 What you will bring to the team:

  • Four-year degree (BA/BS) in Human Resources, Business Management, Organizational Development, or other related fields; or
  • Two-year degree (AA/AS) in Human Resources, Business Management, Organizational Development, or other related fields and two years of related work experience; or
  • 8+ years of relevant work experience in Human Resources, talent management, and/or organizational development.
  • SHRM-SCP or SPHR, strongly preferred.
  • 5+ years of experience in a Human Resources leadership role.
  • 4+ years of experience managing employment disputes and investigations. Minimum of 2+ years direct experience handling employment disputes, investigations, and conducting personnel interviews.
  • 3+ years of experience managing workers’ compensation, benefits, OSHA compliance, leave management, ACA compliance, and wage and hour compliance. Experience with payroll compliance is preferred but not required.
  • Must have the ability to make recommendations to effectively resolve problems or issues, by using judgment that is consistent with standards, practices, policies, regulations, or government law.
  • Experience implementing and troubleshooting HRIS and/or HCM systems and software. Experience with UKG is a plus.
  • Exceptional communication and interpersonal skills and an ethical mindset.
  • Familiarity with HR software
  • Reliable form of transportation.
  • Ability to work out of Voorhees, NJ, location 2-3 days a week. 

 Working Conditions and Physical Demands:

  • Estimated 20 % travel, dependent on need.
  • Travel is primarily local during the business day, although some out-of-area and overnight travel may be expected.
  • This job operates in both a professional and home office environment and routinely uses standard office equipment such as a computer, phone, photocopier, filing cabinet, and printer.
  • Ability to perform tasks involving physical activity, which may include light-medium moving and extensive self-positioning.
