Summary of Description:
The Director of Compliance will have a solid background in multiple affordable housing programs, to include at minimum Project-Based Section 8 (PBRA) and Housing Tax Credit (LIHTC/Section 42). The Director will have a history of supervisory work; at least 5 years of experience working with the mentioned programs - with the HOME program being a plus; and a history of transmitting HUD vouchers and working in HUD's Secure Systems, including EIV. The Director will need to have strong computer, organizational and management skills.
Responsibilities include, but are not limited to;
Managing a team of up to 4 compliance specialists, including: providing guidance, assistance, training, and support and handling personnel needs.
Maintaining compliance for a small portfolio, to include certification review and approval, including income calculation.
Training new management staff in their property's affordability requirements;
Submitting TRACS files and monthly HUD vouchers, as well as resolving any errors;
Processing HUD Special Vacancy Claims;
Hold weekly staff meetings via Zoom or Teams;
Running reports and resolving errors found in the Enterprise Income Verification System;
Assisting with as well as preparing and submitting annual HOME and HTC project reports.
Assisting with, as well as preparing, submitting documentation and files, and responding to file reviews for the assigned monitoring agency;
Managing the compliance for new tax credit properties during the lease-up period to ensure the property's complaint status for the 1st year, including direct review, calculation, and approval of certifications;
Setting up newly managed affordable properties in Yardi Voyager;
Remain up-to-date on all program changes by attending (either virtually or in-person) at least 2 industry trainings per year;
Maintain at least two affordable housing certifications;
Develop, implement, and maintain compliance policies and procedures, training tools, as well as certification and lease forms as they relate to affordable housing;
Provide high-level support to corporate staff and property owners as needed, including assisting with urgent projects as they relate to affordable housing when possible;
Other responsibilities as assigned by the VP of Property Management;
Working knowledge of the following programs required: Microsoft 365, including Outlook, Excel, Word, PowerPoint, Teams, and SharePoint; Yardi Voyager Affordable; HUD's Secure Systems, including EIV and TRACS. Adobe Acrobat Pro Form skills a plus.
