TITLE: DIRECTOR OF BUSINESS SERVICES PRELIMINARY
DEPARTMENT: Business Services
QUALIFICATIONS:
  1. B.A. or B.S. Degree in Accounting Preferred.
  2. Five years of successful office experience in educational financial operations is preferred.
  3. Broad knowledge of office and accounting procedures.
  4. Competent in the use of computer systems and software (including but not limited to Google, Word, Excel, etc.).
  5. Possess or obtain within forty-five (45) days of employment, an Arizona Identity Verified Prints (IVP) Fingerprint Clearance Card.
  6. Such alternatives to the above qualification as the Board may find appropriate and acceptable.

JOB GOALS:
The Director of Business Services is responsible for directing and managing the financial business operations of the District in compliance with state and federal statutes and the Uniform System of Financial Records.
PERFORMANCE RESPONSIBILITIES:
The following tasks are essential for this position. This list is not inclusive of all responsibilities. Individuals may not perform all of these tasks, or may perform similar related tasks not listed.
  1. Responsible for staff supervision in the areas of accounting, budgeting, procurement, warehouse, food services, and student information.
  2. Provides management of Chart of Account changes and General Ledger management, including the analysis of regulatory changes and required alignment within all areas of responsibility.
  3. Ensures timely accounting closure cycles to include journal entries and related account analysis.
  4. Manages annual 1099 tax reporting for the District.
  5. Works collaboratively with the Superintendent, developing and implementing an efficient and effective budget process, addressing both academic and operational priorities in conjunction with the District's strategic plan. Manages the annual budget development process from initiation through adoption including regular analysis, monitoring, and revisions of school and departmental budget allocations.
  6. Implements and manages digital records and processes for areas of responsibility in the District's financial services software and the student information system.
  7. Coordinates department activities related to the preparation of the Annual Financial Report and related year-end documents for Governing Board approval each fiscal year.
  8. Manages record retention requirements and associated records storage and disposal in accordance with Arizona State Statutes and state agency requirements.
  9. Supervises the District's grant budgets and grant financial reporting.
  10. Supervises the audit compliance function. Approves the annual audit engagement. Coordinates with District schools and departments to effectively implement audit recommendations.
  11. Supervises and approves the cash reconciliation processes to the Gila County Treasurer and local banks.
  12. Maintains knowledge of the Arizona Uniform System of Financial Records, Arizona Administrative Code procurement requirements, relevant Generally Accepted Accounting Principles, relevant State and Federal law requirements, and District policy and regulations.
  13. Assists in recruiting, hiring, training, supervising, and evaluating department personnel.
  14. Participates with state and professional organizations to stay abreast of school finance and student information issues.
  15. Follows and enforces Governing Board policies, rules and regulations, administrative regulations, and applicable laws.
  16. Maintains a high level of ethical behavior and confidentiality.
  17. All other responsibilities as assigned by the Superintendent.

MINIMUM KNOWLEDGE, SKILL AND ABILITY:
Knowledge of:
  1. Business operations including procurement, distribution, accounts payable, grants, fixed assets, treasury management, budgeting, accounting, student information, and related procedures and techniques, preferably in an educational setting.
  2. Quality (metrics) tools and models, benchmarking practices and techniques, statistics, and financial analysis.
  3. Applicable federal and state statutes, rules, policies and procedures.
  4. Applicable Payson Unified School District Governing Board and departmental policies and procedures.
  5. Ability to develop unique and innovative solutions to problems.
  6. Independent, critical thinker with the ability to focus on achieving the desired outcome.

Skill and Ability to:
  1. Analyze and problem solve.
  2. Provide effective professional leadership.
  3. Establish and maintain effective working relationships with co-workers, vendors, students, parents, the general public and others having business with the school district.

  8. Ability to create and analyze complex spreadsheets.

SUPERVISES: Business office procurement, warehouse, food service, and student information teams.
REPORTS TO: Superintendent
EVALUATION: Performance of this job will be evaluated annually by the Superintendent in accordance with the provisions of Governing Board policy for evaluation of administrative personnel.
TERMS OF
EMPLOYMENT: 12 Months
SALARY: Salary for the position is set according to the Administrative Salary Schedule determined by the Governing Board.
