DIRECTOR, FACILITIES FUNDS MANAGEMENT, EARLY CARE & EDUCATION

Location: San Francisco, Los Angeles, New York City, Washington DC, Atlanta (LIIF is a hybrid workplace)

Reports to: VP, Early Care and Education Programs

Exempt classification: Exempt

Status: Regular, full time

Salary Range: $170K- $180K

THE COMPANY:

institution that mobilizes capital and partners to achieve opportunity, equity and well-being for people and communities. LIIF innovates financial solutions that center racial equity to create more equitable outcomes for all by building and preserving affordable homes, quality educational opportunities from early childhood through higher education, health clinics, healthy food retail and community facilities. In this way, LIIF provides a bridge between private capital markets and communities. POSITION SUMMARY:

The Director, Facilities Funds Management, Early Care and Education Programs is responsible for the overall design, planning and implementation of ECE grant and loan programs in LIIF’s core markets, (currently San Francisco, Los Angeles, New York City, Washington DC and Atlanta). Major responsibilities include supervising the provision of LIIF’s financial products, including grants, loans, training curriculum, technical assistance (TA) to child care organizations, supervision of staff and consultants, tracking and reporting outcomes, and building and managing relationships with funders and stakeholders.

Current programs span over $450 million in the following public and private grants and contracts under management:

  • California’s CDSS Infrastructure Grant Program, which includes minor repair and renovation as well as major construction to preserve and expand child care centers and family child care homes (FCCs);
  • San Francisco Child Care Facilities Fund, which includes funding for centers as well as FCCs;
  • Washington DC, which includes the Access to Quality, Back to Work Child Care and Stabilization grant programs;
  • New York City programs, including the Family Child Care Renovation and Repair Grants and the NYC Family Child Care TA Hub; and
  • Atlanta, including the PAACT Early Learning Repair and Renovation program.

Other regions to be assigned.

REPORTING RELATIONSHIPS:

The Director reports directly to the VP, Early Care and Education Programs.

ESSENTIAL FUNCTIONS:

Program Supervision, Design, Planning, and Implementation

  • Manage existing ECE programs to ensure sustainability and support growth
  • Implement new grant and loan programs in LIIF’s core markets
  • Create and manage budgets in collaboration with the contracts/operations team and manage program activities in accordance with the budget and timeline, expectations of funders for the program and requirements of the grant(s)
  • Hire, supervise and train a large team (currently over 40 individuals).

Technical Assistance and Financing Products

  • Plan and implement activities to support and train staff, consultants, child care providers and child care intermediary agencies in facilities development and business operations capacity building with support from LIIF’s Capacity Building Team
  • Administer technical assistance and financing products to child care providers including center facility grants and loans
  • Select, engage, and manage consultants for specialized TA, in accordance with the program budget and timeline
  • Consult with potential providers on child care center development from site assessment through project completion
  • Develop, update and disseminate written material on regulatory, planning, building code and funding requirements for licensed child care center space with support from Capacity Building Team
  • Assist with market analysis and business plans for new or expanding child care centers, review construction and operating budgets and identify potential funding sources for these projects
  • Make presentations before local community groups and at public hearings regarding child care facility issues
  • Ensure an even distribution of workload among the staff/teams
  • Work with lending staff when called upon to advise in the development of strategies for troubled loans

Stakeholder Relationship Building

  • Interact with CDSS, DEC, OSSE, GEEARS/PAACT and other funders or stakeholders as needed to report on the program’s progress, and to solve collaboratively any problems that may arise
  • Network with local ECE advocacy and membership organizations to build positive relationships and identify synergies

Policy

  • Analyze lessons learned for policy implications and collaborate with stakeholders, both internal and external, to determine potential policy additions to programs
  • Collaborate with the CDSS, DEC, OSSE, GEEARS/PAACT and other funders and stakeholders to vet and develop any policy-related initiative
  • Collaborate with LIIF’s Advisory team on policy initiatives and efforts

New Product and Program Development

  • Help identify and evaluate new LIIF geographies and market products to meet those needs and work with the VP to develop and implement those products
  • Prepare business workplans and program guidelines to administer new programs
  • Identify specific needs with regard to technical assistance and support within the child care field, propose new products to meet those needs and work with LIIF ECE staff to develop and implement those products

Strategic Planning & Direction Setting

  • Participate in developing and executing strategic and action plans for LIIF programs and the ECE program
  • Participate alongside other senior LIIF ECE leaders to execute on LIIF’s ECE mission and growth goals

Other

  • Participate in fundraising activities as appropriate, including prospecting, relationship building, applications, and grant management
  • Collaborate with the Lending team, and other departments at LIIF, as cross-department opportunities are identified
  • Support the VP, ECE and VP of Government Contracting and Operations in managing the budget, reporting on the program both internally and externally, and modifying program design as needed
  • Assist with reporting and internal and external presentations by supplying data, text, PowerPoint slides, and other materials as needed
  • Manage funder relationships, including identifying potential new funders and working with Development staff on fund development
  • Present department data, text, PowerPoint slides, and other materials as needed

NON-ESSENTIAL FUNCTIONS:

  • Work with the ECE leaderships with additional programs as needed
  • Collaborate with the lending, housing, funds and programs teams, and other departments at LIIF, as cross-department opportunities are identified
  • Perform other duties as assigned.

Skills, Knowledge and Experience:

  • Bachelor’s degree and a minimum of 15 years of experience in a relevant field (Masters degree preferred).
  • A minimum of 10 years in a management or supervisory capacity and proven leadership, with history of successfully managing, motivating, developing and coaching staff
  • Demonstrated history of innovation and conceptual ability to develop new program ideas, spot market opportunities, and drive motivation to grow the profile of LIIF through its ECE program work.
  • Have a substantive and visible presence in the ECE sector nationally and/or within LIIF’s core markets
  • Demonstrated ability to collaborate with others, to lead, motivate and obtain consensus from individuals, groups, organizations and agencies.
  • Balances a hands on approach with strong ability to delegate. Does not lose control of the details, timeline and performance of projects under their purview. Has strong time management skills and ability to direct and motivate others and a talent for coordinating work in a way that respects deadlines required.
  • Strength of character and flexible style to work successfully with a range of people, from peers, staff, the CEO, Board members, investors and other outside professionals.
  • Excellent writing, editing, verbal, and presentation skills, including the ability to write RFPs and write and present for a wide variety of audiences
  • Creative thinker, with a track record for translating strategic thinking into action plans and results
  • Experience with the CDFI industry and CBOs of a wide range of sizes and sophistication and the capacity building needs they have
  • Ability to interact comfortably with multiple audiences and engage community stakeholders in an authentic way
  • Superior management skills, including the ability to manage team contracts within budget
  • Presence and confidence to represent LIIF’s mission and vision and project credibility to community partners, the Board, donors, and other strategic stakeholders
  • Demonstrated knowledge of data collection, analysis, and reporting processes
  • Knowledge of child care center licensing and government funding regulations
  • Strong understanding of technology, cloud-based systems, and data base systems
  • Willingness to travel throughout CA and USA, and work some evening and weekend hours

EDUCATIONAL AND OTHER REQUIREMENTS:

Educational background should include degree work in a relevant area of study such as early care and education, architecture, planning, business administration, public administration, management, public policy, finance or education. A bachelor's degree is required, and an advanced degree is preferred. In addition, the position requires a high degree of self-motivation, creativity, flexibility with time, and willingness to accept a demanding (and personally satisfying) position. Equally important are strong time management skills, the ability to meet deadlines and to direct and motivate others, and a genuine personal commitment to LIIF's mission. Ten years related professional experience desired.
