Roles and Responsibilities:
- Directs the management and operations of the Crew Dispatchers Office to ensure safe, reliable, and cost effective T&E staffing for all NJ TRANSIT revenue and non-revenue trains.
- Directs the development of new and revised crew and equipment plans for NJ TRANSIT’s Rail service including special events, service disruptions, holiday programs and emergencies.
- Directs the preparation and analysis of operating reports detailing activities related to crew utilization, payroll, training and other issues pertaining to T&E manpower control.
- Directs the Quality Assurance (QA) staff and coordinates with NJ TRANSIT’s line operation and Rules departments to ensure that acceptable T&E attendance, training and qualification compliance levels are met.
- Directs the QA staff to monitor revenue collection and train staffing. Reviews and ensures T&E compliance to TRO-12.
- Develops and monitors the analysis of the T&E budget.
- Develops standards and procedures for efficient manpower utilization and control. Confers with union General Chairman and other NJ TRANSIT departments for the successful implementation of these procedures.
- Coordinates with Rail Operations System Development and I.S. in developing, maintaining and improving existing computer applications critical to the daily dispatching, tracking and payment of T&E crews.
- Responds to service related disruptions/emergencies and directs the development and execution of contingency plans for service restoration. Coordinates with NJ TRANSIT line operations to ensure manpower requirements are satisfied.
- Directs the operation and management of the Rail Payroll Verification unit to ensure proper processing of payments for all T&E employees.
Education, Experience, and Qualifications:
- Baccalaureate degree in planning, business administration or related area and seven (7) years of industry experience, with a minimum of five (5) years in service planning, crew and equipment scheduling, cost analysis, service development environment, or related experience.
- One (1) year of closely related experience may be substituted for each year of Education required.
- Must possess excellent written and verbal skills.
