SUMMARY:
The Compliance Director is pivotal in our organization, overseeing the strategic management of Early Head Start (EHS) year programs. This leadership position requires an experienced professional with a comprehensive understanding of compliance, enrollment processes, and data management. The Director will lead a team, collaborate with various stakeholders, and ensure that the agency adheres to regulations while maximizing enrollment opportunities. The position will supervise Family Advocacy and Community Engagement Manager and Enrollment Coordinators

ESSENTIAL JOB FUNCTIONS
- Strategic Planning: Analyze community assessment information and spearhead planning efforts to determine program design options, recruitment strategies, and enrollment guidelines for EHS full-day/year programs.
- Policy Development: Provide expert input and solutions to develop and revise the agency's Enrollment, Recruitment, Selection, Eligibility, and Attendance (ERSEA) systems, policies, and procedures, ensuring compliance with Title V and Head Start requirements.
- Enrollment Systems: Evaluate, design, and meticulously monitor systems for processing enrollment applications, including eligibility determinations and selection criteria.
- Eligibility Confirmation: Review and confirm eligibility for new and participating families, ensuring accuracy and fairness.
- Data Management: Oversee the processing of applications, ensuring accuracy and timeliness. Maintain secure systems, databases, and files for all ERSEA-related information.
- Reporting and Tracking: Prepare and disseminate timely reports and tracking updates regarding ERSEA activities, utilizing both community assessments and internal data to inform strategic planning.
- ChildPlus Database: Administer the ChildPlus database effectively, ensuring its accuracy and functionality for enrollment and compliance purposes.
- Audit and Compliance: Participate in the annual agency self-assessment and annual audit processes to maintain compliance with funded enrollment, slot tracking, and attendance.
- HS Enterprise System: Prepare and submit monthly reports through the HS Enterprise System, facilitating transparency and accountability.
- Financial Oversight: Review and approve the accuracy of monthly invoices from childcare partners before payment.
- Data Confidentiality: Ensure the maintenance of ERSEA records and data in a highly confidential manner, adhering to all data protection regulations.
- Record Management: Oversee the policies and implementation of student and family records, including responding to record requests, maintaining accuracy, and ensuring compliance.
- Program Reporting: Prepare the annual Program Information Report (PIR) comprehensively and accurately.
- Training and Guidance: Provide training and guidance to staff, parents, and community members on enrollment, eligibility, and attendance policies and procedures, promoting understanding and compliance.
- Monitoring and Analysis: Continuously monitor, track, follow up, and analyze enrollment and attendance patterns to identify areas for improvement.
- Compliance Oversight: Oversee ERSEA reporting, tracking, monitoring, and agency compliance, ensuring all aspects align with regulations and best practices.
- Professional Development: Engage in ongoing professional development through education, role modeling, mentoring, and training to stay current with industry trends and compliance requirements.
- Travel: Be willing and able to travel throughout Peninsula Family Service's service area when necessary.
QUALIFICATIONS:
- Bachelor's degree or equivalent experience w/minimum of 5 years of compliance experience.
- 3 years of practical work experience in data entry and database administration.
- Profound knowledge and experience with Title V and Head Start enrollment, eligibility, selection, and compliance.
- Strong leadership abilities, including the capacity to supervise staff effectively.
- In-depth knowledge and experience in data collection, information processes, and systems, coupled with expertise in childcare regulations and policy compliance.
- Exceptional attention to detail, organizational skills, and analytical abilities.
- Proficiency in computer and database management.
- Excellent oral and written communication skills.
- Familiarity with ChildPlus and NOHO systems is a plus.
