Job Summary
The Director of Data Quality is responsible for defining Connie's Data Quality standards and ensuring Data Quality and standardization efforts of the organization are achieved through the development and implementation of an overall Data Quality improvement strategy for reporting, analytics, and decision-making purposes. This role is responsible for ensuring participating organizations are meeting the state's HIE integration requirement set by the Office of Health Strategy, analyzing the availability of data to support proposed Connie tools and services, and leading projects related to the development of services and achieving appropriate certifications supporting clinical quality measures. The Director, Analytics & Data Quality will work with the Data Quality Committee, participating organizations, EHR vendors, internal and external IT resources, and others directly to promote interoperability with the HIE.
Requirements
Essential Duties and Responsibilities
1. Maintains company standards for Data Quality by managing, tracking, and enforcing Data Quality initiatives, (e.g. developing test plans and tracking results), and resolving issues in the Data Quality management process.
2. Design, develop, implement, monitor and evaluate a Data Quality Improvement Program.
- Conduct ongoing analysis and evaluation to identify and understand Data Quality gaps and issues and the impact to Connie initiatives and the community.
- Work collaboratively with internal departments, community partners and a Data Governance Committee to prioritize areas of focus and implement improvement plans.
- Lead Data Quality reporting and improvement efforts (scorecards/other) and assure that the reports are accurate and actionable.
- Develop and execute strategies to engage participating entities and providers in Data Quality improvement efforts.
- Coordinate and lead meetings and activities of the Data Governance Committee and sub-committees.
3. Oversees efforts to analyze and validate healthcare data from various sources to ensure accuracy, completeness, and consistency to help ensure data integrity to support clinical quality measures and Connie services.
- Identify Data Quality issues, root causes, and develop action plans to address them.
- Develop and implement Data Quality rules, standards, and processes to improve data accuracy and completeness.
- Work with external entities to identify and remediate Data Quality issues.
- Work with cross-functional teams to ensure data integrity throughout the data lifecycle.
- Collaborate with stakeholders to define Data Quality metrics, report findings, and recommend solutions.
- Monitor Data Quality trends, identify patterns, and recommend corrective actions.
- Develop and maintain documentation on Data Quality processes and procedures.
- Conduct data profiling, data mapping, and data lineage activities.
- Ensure compliance with regulatory and organizational Data Quality standards and policies.
- Build relationships with data sources to ensure consistent and continued focus on Data Quality remediation.
4. Ensures system for quality management are effectively in place, operating correctly, including but not limited to maintaining conformance reports, records, and documentation.
5. Develops presentations, reports, and data visualization approaches to effectively monitor and communicate Data Quality milestones to internal and external audience
6. Serves as a subject matter expert on the development of Data Quality policy, quality systems management, and implementation of data standards.
7. Serve as lead staff for the Data Governance Committee.
8. Applies knowledge of privacy & security requirements in accordance with Connie policy where appropriate.
9. Participate in relevant state and national conferences and committee.
10. Other duties as assigned.
Qualifications

- Bachelor's degree in data science, Health Informatics, Health Services Research, or related field required. MS/MBA/PhD preferred.
- Clinical license or certification or clinical research background preferred.
- 8+ Years of experience in with healthcare data, data analytics and quality improvement.
- Knowledge and experience with health information management and coordination across networks of providers and care settings.
- Experience with healthcare data management tools, such as EMR, EHR, claims systems, and health information exchanges.
- Have a clear understanding of HL7, C-CDA, and claims standards.
- Working knowledge and experience with clinical coding systems like ICD, CPT, LOINC, and SNOMED.
- Familiarity with Clinical Quality Measures, HEDIS/QARR, AHRQ, and 3M criteria.
- Working knowledge and experience with process improvement/PDSA model/smart objectives and workflow redesign.
- Experience with Microsoft office suite, SQL, data analysis, and data visualization tools.
- Strong written and verbal communication skills.
- Understanding of big data concepts.
