Summary
This position is located at CNRSE, Naval Air Station Jacksonville, FL and will facilitate the assembly and execution of various online promotional and email campaigns to get the FFR message out, as well as perform market and product research to discover other ways of reaching customers via the
Internet.

Duties
Duties include but are not limited to:
Digital Media
  • Plan and execute all web, SEO/SEM, marketing database, email, social media, app and display promotional campaigns.
  • Design, build and maintain the FFR social media presence.
  • Measure and report performance of all digital marketing campaigns and assess against goals.
  • Identify trends and insights and optimize spend and performance based on the insights.
  • Research new and creative growth strategies.
  • Plan, execute, and measure experiments and conversion tests.
  • Collaborate with internal teams to create website landing pages and optimize user experience.
  • Utilize strong analytical ability to evaluate end-to-end customer experience across multiple channels and customer touch points.
  • Produce Digital Media content for the purpose of expanding and showcasing FFR's online footprint. These media include videos, audio/podcasts, photos, infographics, as well as content specifically produced for posting on FFR Facebook Page, LinkedIn, YouTube Channels, and FFR-themed online discussions, and other social media properties.
  • Manage the creation and production of line audio files and podcasts.
  • Track content creation/social media campaigns and opportunities. Review and compile social media statistics and reports to generate measurable outcomes of online activities.

Web
  • Create and maintain continuity in over-all layout design and content.
  • Develop and post content, photos, and graphics.
  • Ensure that all webmaster email receives timely responses.
  • Monitor site information, including links, to ensure it remains timely and accurate.
  • Track site usage and report on internet presence as needed/requested.
  • Perform all day-to-day maintenance of web pages, assuring pages and changes are referenced in all major search engines, and respond to email about the pages.
  • Register Domain Names as needed and renew registration with InterNIC as needed.
  • Determine placement of all new information submitted by program areas.
  • Provide support and subject matter expertise to the management of FFR's online registration program (WebTrac).

Marketing
  • Manages the marketing of FFR online presence via both digital and print mediums. This includes, but is not limited to the marketing of FFR website, social media presence, email marketing program, online registration program (WebTrac) and App.
  • Serves as backup to other department marketing specialists on an as-needed basis.

Requirements
Conditions of Employment
  • Must meet Federal Employment suitability requirements and successful completion of background investigation. Background investigations are conducted using fingerprint identification and completion of background inquiry forms.
  • Must successfully pass the E-verify employment verification check. Any discrepancies must be resolved as a condition of employment.
  • You must go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9.
  • May be required to pass pre-employment examinations.
  • Must provide proof of U.S. Citizenship or U.S. National.

Specialized experience directly related to the duties described above. Qualifying experience must have been equivalent to the next lower level in the normal line of progression.
Specialized experience must demonstrate the following:
  • The Regional Digital Media Specialist manages the content of the region's entire online presence. The Regional Digital Media Specialist determines the management needs and requirements for the online system and works with the Offices of Information Technology, Web Hosting Service and Internet Service Providers to accomplish a well-structured online presence.
  • Knowledge gained through relevant experience which enables the employee to competently and independently work with Java,
    • Java Script, HTML, DHTML, Active Server Pages, Adobe Dreamweaver and Flash, various imaging software in the construction of web pages.
  • Knowledge of Microsoft Office Suites, Access, Windows XP and 7. Knowledge of file conversion techniques in all the above software.
  • Knowledge of the range of activities and services within the region, of customer interests and needs, and of the methods and processes involved in a large military recreation program.
  • Knowledge of military instruction, such as CNICINST 1710.3 and Morale, Welfare and Recreation Standard Operating Procedures.
  • Knowledge of marketing and promotional techniques for effective advertising and dissemination of program information.
  • Skilled in developing and maintaining vendor relationships between military activities and organizations and the civilian community.
  • Skilled in effectively organizing and utilizing all available resources within the program framework.

You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
