Description
The Town of Rolesville, a community of about 9,000 residents is just 15 minutes from Downtown Raleigh. With the population increasing, Rolesville is one of the fastest-growing towns in North Carolina and that trend is expected to continue. The Planning department plays a critical role for Rolesville and is responsible for collaborating with partners in the community, guiding growth, and sustaining the small-town feel as well as protecting the natural environment.
The Town is looking for an experienced Development Support Specialist to work under the general supervision of the planning director to process building permits and perform various advanced administrative duties. This position will be required to exercise judgment and discretion in various organizational and administrative duties to support the Planning Department and Community & Economic Development Departments. The ideal candidate must exhibit a team-oriented and customer service mindset. The position will be housed within the Planning Department and will focus on various aspects of municipal planning, zoning, and development functions.
Hiring Rate: $45,724 - $53,999

  • Serves as the first point of contact between the public and the Department; greets customers, answers questions, and refers customers to specific staff to support needs.
  • Provides specialized administrative support for the Department's activities and staff.
  • Receives complaints, investigations, and notifications related to the Town's Unified Development Ordinance (UDO).
  • Coordinates the Town's permitting and building inspection programs in partnership with Wake County Inspections;
  • Conducts preliminary plan review; issues permits and certificates of occupancy, collect fees and conducts field inspections;
  • Assists in responding to citizen complaints, questions, and requests for information pertaining to zoning districts, yard setbacks, sign regulations, etc., through various communication methods (face-to-face, telephone, and email) as required; tracks and records community and economic development inquiries.
  • Supports the Planning Department's Geographic Information Systems (GIS) program, including but not limited to updating data, creating maps, and communicating information.
  • Provides support to the Town's code enforcement program.
  • Assists with the maintenance of the calendar for online due dates and expiration dates for fees, permits, etc.
  • Assists with public noticing (including mailings and posting properties) to ensure compliance with applicable state and local requirements.
  • Assists with developing, composing, editing, and producing promotional materials to create public awareness of Community Development programs.
  • Assists with collection of data; compiles report and presentation information in connection with community development program delivery.
  • Contributes to the efficiency and effectiveness of the unit's service to its customers by offering suggestions and directing or participating as an active member of a work team.
  • Performs other duties as necessary

Typical Qualifications
EDUCATION:
  • High School diploma/GED.
EXPERIENCE:
  • At least three (3) years of permitting, construction, or development services administrative support experience.
  • OR an equivalent combination of education, training, and experience.

KNOWLEDGE, SKILLS, & ABILITIES: Required Knowledge:
  • Policies and procedures related to the building permitting process.
  • Basic plan review concepts and procedures, including standard construction materials.
  • Correct business English, including spelling, grammar, and punctuation.
  • Computer applications related to the work.

Supplemental Information
WORKING CONDITIONS:
  • Employee subject to the hazards associated with field-work in site surveys performing planning and zoning activities including both inside and outside environments, in extreme hot and cold weather, and exposure to loud noises, vibrations, traffic construction site safety issues, electricity and elevated places, chemical fumes, and in close confined quarters
  • Must be able to perform all basic life operational functions of fingering, grasping, talking, hearing, and repetitive motions
  • Must be able to perform light work exerting up to 20 pounds of force occasionally
  • Must possess the visual acuity to prepare and analyze data, visually inspect, read blueprints, use measuring devices, and read extensively
JOB CONTEXT:
  • This position works 40 hours per week during the five-day work week

REPORTING RELATIONSHIP:
This position reports to the Planning Director.
Salary is dependent on qualifications.

Medical Insurance
The Town pays for medical insurance coverage for regular employees through MedCost. You may choose to extend coverage to eligible dependents through payroll deductions on a pre-tax basis. The Town pays for vision insurance coverage for regular employees through Vision Service Plan. You may choose to extend coverage to eligible dependents through payroll deductions on a pre-tax basis. Dental Insurance
The Town pays for dental insurance coverage for regular employees through Dental Dental. You may choose to extend coverage to eligible dependents through payroll deductions on a pre-tax basis. Telemedicine
The Town provides 24/7 access to doctors through Teladoc. Regular Town employees and their in-home family members are covered. Coverage begins on the first day of the month following employment (e.g. work begins Jan 15, coverage begins Feb 1).
Flexible Spending Accounts
The Town offers employees the option of setting aside money for medical and dependent care expenses using pre-tax dollars.
Local Governmental Employees Retirement System
All regular employees are automatically enrolled into the NC Local Governmental Employees Retirement System (NCLGERS). The employee contributes 6% of gross wages to the retirement account. The Town contributes based on guidelines set by the retirement system. Participation begins on the first day of work. Employees are fully vested after 5 years of creditable service.
401k Supplemental Retirement
The Town contributes 5% of gross wages for regular employees. Employees may voluntarily elect to make additional contributions on a pre-tax or after-tax basis. Participation begins on the first day of work.
Life Insurance
All regular employees are provided a basic life insurance benefit of $25,000, and the Town pays the full premium cost. Coverage begins 30 days after the first day of work (e.g. work begins Jan 15, coverage begins Feb 15).
Short-term Disability Insurance
The Town pays for short-term disability insurance coverage for regular employees. Insurance payments begin on the 8th day of disability, with a maximum payment period of 26 weeks. Coverage begins 30 days after the first day of work (e.g. work begins Jan 15, coverage begins Feb 15).
Holidays
The Town follows the holiday schedule for the State of North Carolina, which currently includes 12 paid holidays per year: New Year's Day, Martin Luther King Jr Day, Good Friday, Memorial Day, Independence Day, Labor Day, Veterans Day, Thanksgiving (2), and Christmas (3).
Vacation Leave
Vacation leave is earned at a rate based on length of service, beginning with a rate of 1 day per month. Leave accrues bi-weekly with the payroll process. You are required to complete six months of service before vacation leave will be granted. Vacation leave accumulation is capped at 30 days; excess hours may be eligible for transfer to sick leave.
Sick Leave
Sick leave is earned at a rate of 1 day per month. Leave accrues bi-weekly with the payroll process. Town employees may accumulate sick leave indefinitely.
Parental Leave
Eligible employees may receive up to 6 weeks of paid parental leave for the birth or adoption of a child.
Employee Assistance Program
The Town provides free, confidential support for personal, work-related, and family concerns.
Special Separation Allowance for Law Enforcement Officers
Law enforcement officers who retire on a service allowance may be eligible for a monthly separation allowance payable until age 62. Other conditions also apply.
Workers Compensation
All Town employees are covered under the North Carolina Worker's Compensation Act. This act covers those employees who suffer injuries as a result of an accident while performing duties. It will pay medical expenses and a portion of the employee's salary if the individual is out of work as a result of a work-related disability.
Social Security
Town employees are members of the Social Security System. Each employee contributes 6.2% of their annual salary and the Town contributes the same amount. Social Security benefits include retirement and disability payments and survivor's insurance.
Local Government Federal Credit Union Membership
As a municipal employee, you are eligible to join the Local Government Federal Credit Union. The credit union provides a variety of services such as checking accounts, savings accounts, low-interest loans, and investment options.
Tuition Assistance
Full-time employees who have completed their initial probationary period may receive financial reimbursement assistance of up to $1,500 per fiscal year for satisfactory completion of courses relating to their present job or future position with the Town.
Law Enforcement Take Home Vehicle
Full-time employees in a law enforcement capacity may qualify for the take-home vehicle program if they reside within the approved commuting area.
